Local AI agents can keep model inference and relevant data processing on hardware you control; cloud AI agents run on a provider’s infrastructure, where data controls depend on the service, endpoint, account, and settings. Neither label alone tells you where every prompt, file, tool call, or log goes. To choose, assess the complete workflow: model, agent framework, connected tools, storage, network paths, retention controls, workload, and who administers each layer.
What “local” and “cloud” mean for an AI agent
An AI agent combines a model with instructions and, often, tools such as file access, web search, or other services. The model may run locally while some agent components or tools run elsewhere. Conversely, a cloud model can be used with locally managed files or an agent framework. Treat deployment as a set of components and data routes, not a single on/off privacy choice.

- Local inference: the model processes inputs on user-controlled hardware. If the relevant processing stays there, those inputs need not be sent to a model API.
- Cloud inference: a provider’s infrastructure processes the request. The provider controls that infrastructure, while customers may have scoped administrative and retention settings.
- Hybrid workflow: local and remote components are combined, so data may cross boundaries at different stages.
A local runner is not necessarily offline: it may download model files, expose a network endpoint, connect to external tools, or transmit telemetry. Ollama documents local model storage paths and server configuration, which are among the settings to inspect when evaluating a particular setup: Ollama FAQ.
Privacy: trace the data path, not just the model location
Start with the information an agent handles, then identify where it is processed, stored, and sent. A prompt may be only one part of the data involved: agent state, retrieved documents, tool inputs and outputs, logs, and files can follow different routes.

Local agents
Local inference can reduce the need to send prompts to a model API, provided the model and relevant processing remain on hardware you control. Check whether the agent calls remote search, cloud storage, hosted tools, or other APIs; whether it has network access; and where conversation history and logs are saved. A local model’s files also occupy local storage, whose default location and configuration depend on the runner and operating system. Ollama describes its model directories and related configuration in its FAQ.
Keeping inference local is a data-route choice, not proof that the whole application is private, secure, or disconnected from the internet. The controls and risks also depend on device security, permissions, backups, and the services the agent can reach.
Cloud agents and provider retention
Cloud controls vary by provider, product, endpoint, and account eligibility. For the OpenAI API, the platform documentation says: “As of March 1, 2023, data sent to the OpenAI API is not used to train or improve OpenAI models (unless you explicitly opt in to share data with us).” This is OpenAI’s statement about API data use, not an independent audit of every product or pathway. OpenAI also says abuse-monitoring logs may include prompts and responses and are retained for up to 30 days by default, subject to exceptions. Eligible organizations may apply for Modified Abuse Monitoring or Zero Data Retention; application state and endpoint-specific rules can still matter. See OpenAI API data controls.

OpenAI’s business privacy information says business and API data are not used for training by default, describes encryption, and notes that qualifying organizations can configure retention and data residency. Availability is conditional, and regional processing controls apply only to supported services and specified content. These options address particular data-handling concerns; they do not move inference onto the customer’s own computer. Details are in OpenAI’s business privacy information.
Anthropic likewise documents feature-specific eligibility and limitations for API retention arrangements. Under a qualifying Zero Data Retention arrangement, covered prompts and responses are not stored at rest after the response returns, but documented exclusions include some features, products, and third-party integrations. Do not assume an API arrangement applies to consumer products, managed agents, or services operated by another party. Check Anthropic’s retention documentation for the applicable feature and terms.
Who controls each layer?
- Model provider: operates the model service and defines its infrastructure and available data controls.
- Agent framework operator: determines how the framework handles state, logs, credentials, and tool connections.
- End user or administrator: configures permissions, retention settings, network access, and the data supplied.
- Tool or service provider: handles information sent through its integration under its own service and policies.
Before connecting an agent to sensitive files or high-impact tools, determine which party receives each category of information, what can persist, and what permissions the agent has.

Cost: compare the same workload over the same period
There is no universal cost winner established for local versus cloud agents. A fair comparison needs the same tasks, quality target, concurrency, and time horizon. Include both direct charges and the work required to operate the system.
| Cost area | Local deployment | Cloud deployment |
|---|---|---|
| Compute | Hardware purchase or upgrade, plus eventual replacement. | API usage charges or subscription fees, according to the service and plan. |
| Usage and workload | Electricity and the capacity needed for the chosen model, task, and concurrency. | Run volume, prompt and response length, and any extra service costs. |
| Storage | Disk space for model files and any associated data. | Any applicable service or storage charges; terms vary by service. |
| Operations | Setup, updates, maintenance, troubleshooting, and operator time. | Configuration and administration, plus any integration or service costs. |
Use actual expected run volume rather than a generic savings claim. Record assumptions such as model choice, average run length, concurrency, electricity use, hardware lifespan, and the value of setup and maintenance time. Current prices and hardware configurations are not established here, so a break-even figure would require current inputs for your situation.

Model choice and hardware
Local model catalogs include options at different sizes and with different described capabilities. Ollama’s library includes models tagged for tool use and agentic or coding workflows, but a catalog description does not establish that a local model will match a particular cloud service on your tasks. Test the actual workflow against a quality standard you can evaluate: Ollama model library.

Hardware needs depend on the selected model and workload. Ollama notes that model loading can use GPU memory, system memory, or both; requirements therefore vary with the model and configuration. Local operation gives you more direct control over hardware and configuration, but also makes you responsible for whether that equipment can handle the work.
Connectivity and availability
A local model can be useful when avoiding a round trip to a hosted model matters, but local operation still depends on the machine being available and capable. Cloud agents require network access to the service and are affected by its availability and any account or usage limits. Tool integrations may add separate connectivity dependencies in either arrangement.

Model location does not determine how safely an agent acts. Limit access to files, credentials, and tools to what the task requires. For actions with consequences—such as sending messages, changing records, or executing commands—consider whether the agent should ask for confirmation and whether its activity can be reviewed. These safeguards matter for local and cloud agents alike.
How to choose for your workflow
- Classify the data. Identify sensitive files, personal information, credentials, and any data that must not reach a third party.
- Map every route. List the model, framework, storage, logs, network services, and tools involved. Mark what leaves the device and which provider receives it.
- Verify retention and eligibility. Read the documentation for the exact provider, endpoint, feature, account, and configuration. Do not infer that a control covers an entire agent because it applies to one API feature.
- Evaluate task quality. Compare candidate models on representative tasks, including tool use where relevant. Do not assume local and cloud models are interchangeable.
- Estimate total operating cost. Use expected workload and include hardware, electricity, storage, service charges, and human time.
- Check operational fit. Decide who will handle setup, updates, access controls, connectivity, and failures—and whether the workflow can tolerate the resulting dependencies.
Local inference is a stronger fit when keeping model processing on controlled hardware is a priority and you can operate suitable equipment. A cloud service may be a better fit when its model, managed infrastructure, or account-level controls meet the workflow’s needs. A hybrid design can work when components are deliberately separated, but only if its data routes and tool permissions are understood.
