LMT Group and Novaspace have agreed to develop and assess a strategy for a proposed Latvian telecommunications innovation platform focused on 5G/6G satellite communications. The September 2026 agreement is a concept-development step under the EU-funded FIERCE Ecosystem Building Programme—not confirmation that a hub is operating.
What the agreement covers
LMT Group and Novaspace signed the cooperation agreement during Industry Space Days 2026 at the European Space Agency’s ESTEC facility in Noordwijk, the Netherlands. LMT announced it on September 21, 2026. Latvia’s government portal describes the work as strategy development and an assessment of the country’s potential role in ESA’s non-terrestrial network innovation-centre ecosystem. LMT’s announcement and the Research Latvia summary describe a proposal to connect Latvia’s national connectivity sector with the international satellite industry.
The reference is ESA’s 5G/6G non-terrestrial network (NTN) hub model. In this context, NTN means satellite-connected networks integrated with terrestrial connectivity. The agreement concerns defining and validating the concept, not launching a completed centre or a commercial service.
Who is doing what under FIERCE
The work is part of FIERCE, an EU-funded Ecosystem Building Programme. LMT is participating as an innovation intermediary, while Novaspace is to provide strategic support and space-market expertise. Their stated task is to identify a distinctive Latvian and regional value proposition and connect any future platform with Europe’s broader 5G/6G and NTN ecosystem rather than duplicate existing initiatives. Why LMT says satellite integration matters
LMT presents the proposed platform as a way to build a Latvian space-innovation ecosystem around satellite technology, products, services and commercial applications. The company points to potential relevance for resilient critical infrastructure, security, digitalization and the green transition. It argues that combining terrestrial and non-terrestrial networks could help maintain communications during severe weather, power outages or physical infrastructure disruptions. How this relates to LMT’s satellite IoT work
LMT says it is already working with ESA and satellite operator Sateliot on energy-efficient dual-mode satellite IoT connectivity. The stated hardware and software development aims to address a gap in devices able to switch between terrestrial and satellite networks. That work provides context for LMT’s broader connectivity activity, but the hub announcement does not identify a device model or say that a future Latvian hub has produced a finished device. What the partners say
LMT Vice President and Management Board member Ingmārs Pūķis said the company wants to define Latvia’s role in the European space ecosystem and develop exportable technologies and services. Novaspace Senior Manager Gabrielle Brophy said Latvia is positioned to contribute to and benefit from Europe’s space economy, citing programmes including Copernicus, Galileo, EGNOS and IRIS² as sources of opportunity.
