The Linux Foundation’s October 20, 2022 newsletter was a broad roundup, not a single technical tutorial. It covered software-supply-chain security, training, the September Open Source Summit Europe, Linux Foundation Europe, LFX programs, community projects, research, inclusion and mentorship. Its attendance figures, forecasts and event notices describe the open-source ecosystem at that time and should not be read as current schedules or membership totals.
Security and standards
OpenSSF and proposed U.S. legislation
The issue reported on OpenSSF’s response to the proposed U.S. Securing Open Source Software Act. The newsletter presented this as an active policy discussion in October 2022; it did not establish the bill’s eventual legislative outcome.

OpenChain Security Assurance Specification 1.1
The newsletter said OpenChain Security Assurance Specification 1.1 was available and “ready for market adoption as a de facto industry standard.” It also said the specification was being prepared for submission to ISO/IEC JTC-1 through the PAS Transposition Process, with an international standard expected in mid-2023. Those statements are the Foundation’s 2022 expectations and characterization, not confirmation of what happened afterward or an independent standards-body endorsement.
Open Source Summit Europe and the launch of LF Europe
What the summit reported
Open Source Summit Europe took place in Dublin from September 13–16, 2022. The newsletter reported 1,500 in-person attendees and another 800 virtual attendees. It highlighted announcements involving Linux Foundation Europe, the PyTorch Foundation and the OpenWallet Foundation.
#1 Best Overall
Linux Foundation Europe
At publication, the Foundation said Linux Foundation Europe had more than 30 members. It described the organization’s purpose this way: “We support the European OSS community, from individuals to public and private sectors, while providing an on-ramp for European projects and companies to succeed and collaborate globally.” The same issue said the OpenWallet Foundation was still in formation. Both are dated statements from October 2022, not current organizational status.
Training and open-source skills
The training section promoted Linux Foundation learning and framed verifiable open-source skills as a hiring challenge. It attributed this figure to its own newsletter: 93% of hiring managers could not find enough people with verifiable open-source skills. The issue did not identify the underlying survey or methodology, so the number should be treated as a newsletter-reported claim rather than a standalone labor-market statistic.
Readers considering a course or certification should check the Linux Foundation’s current training catalog, prices, prerequisites and exam policies separately. The October 2022 issue does not establish which offerings remain available.
LFX Mentorship: applications and projections
The newsletter’s mentorship update combines a reported application count with forecasts for the full year. Keeping those categories separate is essential:
| Measure | What the October 2022 issue said | How to interpret it |
|---|---|---|
| Applications | 6,852 applications in 2022 | A historical count reported by the Foundation |
| Linux kernel developers | More than 30 expected by year-end | A projection, not a confirmed final total |
| Open-source developers across LFX projects | More than 240 expected by year-end | A projection, not a confirmed final total |
| CNCF graduates | Over 104 | Reported as the leading project figure in that update |
The newsletter does not independently verify final year-end outcomes. Anyone comparing mentorship results across years should use the relevant program’s current reports rather than treating these forecasts as audited totals.

Events and project news
Beyond the summit recap, the issue listed project announcements and upcoming Linux Foundation community events. Those dates have passed. Current conferences, webinars and project activities should be checked against the Foundation’s present event calendars and project pages.
Rank #4
Diversity scholarships and travel support
The newsletter also highlighted diversity scholarships and the Linux Foundation Travel Fund. Eligibility, deadlines and availability change, so the October 2022 descriptions should not be used to determine who can apply today.

How to use this newsletter now
- Use it as a historical snapshot. Its publication date is October 20, 2022.
- Separate reports from forecasts. The 6,852 application figure is reported as a 2022 count, while the developer totals were expected outcomes.
- Verify standards history. The OpenChain and ISO/IEC timeline reflects what was anticipated in 2022, not proof of the eventual standardization result.
- Check current program pages. Confirm present membership, training, mentorship, scholarship, travel-fund and event information before acting.
