Layer 7 Protocols: What They Do and How They Fit the OSI Model

Layer 7 is the OSI Application Layer, where protocols define services such as web information exchange, email delivery, file transfer, and name mapping.

A layer 7 protocol is an application-layer protocol: it defines communication services at the top of the OSI Reference Model. HTTP, SMTP, FTP, and DNS are familiar examples, but the phrase can refer to protocols for user-facing tasks as well as shared system functions. The term “application layer” in the Internet protocol suite overlaps with OSI layer 7, but the two models do not divide every function in the same way.

What does layer 7 mean?

In the seven-layer OSI Reference Model, layer 7 is the Application Layer, the top layer. The Internet Engineering Task Force glossary defines it as “The top-most layer in the OSI Reference Model providing such communication services as electronic mail and file transfer.” (RFC 1208, March 1991.)

An application-layer protocol sets rules for exchanging information or providing a communication service. It describes what messages mean and how participating systems use them; it does not, by itself, describe every lower-level step involved in carrying those messages across a network.

What are examples of layer 7 protocols?

Protocols at this level support different tasks. RFC 1812 distinguishes protocols that provide services directly to users from protocols that provide shared system functions. Its examples are illustrative, not a complete inventory.

TP-Link AC1200 Gigabit Dual Band WiFi Router (Archer A6) | MU-MIMO Wireless Internet Router, 4 x Antennas, OneMesh and AP Mode, Long Range Coverage
  • Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
  • Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
  • Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
  • MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
Protocol Typical task Role in RFC 1812
HTTP Exchanging information for web and other hypertext systems Application-level protocol in RFC 9110
SMTP Electronic mail delivery User protocol
FTP File transfer User protocol
Telnet Remote login User protocol
DNS Host-name mapping Support protocol
SNMP Network management Support protocol
BOOTP and TFTP Boot-related system functions Support protocols

These examples and role descriptions come from RFC 1812 (June 1995). HTTP’s current standards description is in RFC 9110 (June 2022), which calls it “a stateless application-level protocol for distributed, collaborative, hypertext information systems.”

Is the Internet application layer the same as OSI layer 7?

Not exactly. Both models put application-related communication functions at the top, but their layer boundaries differ. RFC 1812 says the Application Layer is the top layer of the Internet protocol suite and explains that it combines functions associated with the OSI Presentation and Application layers, while also including some Session-layer functions.

So “layer 7” specifically refers to the OSI model’s Application Layer. “Application layer” in Internet-suite discussions is a related term, not a guarantee that the two architectures divide responsibilities identically.

How does a layer 7 protocol use lower layers?

An application protocol relies on lower-layer services to move its messages between systems. HTTP is usually transported over TCP, but it can use other transports; TCP is therefore not part of the definition of a layer 7 protocol. RFC 8095 describes HTTP as usually transported over TCP using ports 80 and 443, while allowing other transports.

TP-Link AC1200 WiFi Router Dual Band Wireless Internet Router (Archer A54) | 4 x 10/100 Mbps Fast Ethernet Ports, EasyMesh Compatible, Support Guest WiFi, Access Point Mode, IPv6 & Parental Controls
  • Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

A port number or a particular transport alone does not determine whether something is a layer 7 protocol. The more useful question is what communication service the protocol defines. HTTP specifies web information exchange; SMTP supports email delivery; FTP supports file transfer; DNS supports name mapping.

How to identify a layer 7 protocol

  • Start with the model: confirm whether “layer 7” means the OSI Reference Model.
  • Look at the function: identify the communication task or shared system service the protocol supports.
  • Separate the protocol from its carrier: note the transport or lower-layer services it uses, without treating one transport or port as the definition.
  • Check the category carefully: application-layer examples include both user protocols and support protocols.
