Layer 2 Payment Protocols: What They Are and How They Work

Layer 2 is a category, not one protocol. See how Bitcoin Lightning payment channels differ from Ethereum rollups—and from BIP 70 checkout messaging.

A Layer 2 payment protocol moves some payment activity off a blockchain’s base layer while keeping a defined connection to that chain for funding, settlement, security, or dispute resolution. It is a category, not one universal protocol: Bitcoin’s Lightning Network uses payment channels, while Ethereum rollups use a different design. Neither should be confused with BIP 70, an older protocol for checkout communication between a merchant and customer.

What does “Layer 2 payment protocol” mean?

A blockchain’s base layer—often called Layer 1—provides the underlying ledger and rules. A Layer 2 system handles some activity separately, while relying on its base chain for a defined purpose such as anchoring funds, publishing transaction data, settling activity, or enforcing a dispute outcome. The exact relationship depends on the design; Layer 2 systems do not all inherit the same security properties.

For example, Ethereum’s overview describes rollups as systems that execute transactions separately and submit transaction data to Ethereum. Payment channels, by contrast, let participants update balances off-chain after establishing an on-chain funding position. Both can be discussed as Layer 2 approaches, but they are not the same mechanism. Ethereum.org’s Layer 2 overview explains the broader category.

How do Layer 2 payments work?

Payment channels: update balances off-chain

In a payment channel, participants first lock or deposit funds in a position associated with the base chain. They then exchange signed updates that change how those funds are divided, without recording every payment on the base chain. The chain can be used to open or close the channel and to enforce an outcome if participants disagree or one fails to cooperate. Ethereum.org’s state-channel explanation describes this general pattern.

Lightning applies payment channels to Bitcoin. Its specification describes bitcoin locked on the Bitcoin network and signed transactions that update the participants’ allocation. If cooperation breaks down, on-chain transactions provide an enforcement path. The BOLTs introduction summarizes Lightning as “a protocol for making fast payments with Bitcoin using a network of channels.” Lightning Network BOLTs: A Short Introduction to Lightning.

Lightning: connect channels to route payments

Lightning is not just a single channel between two people. Channels can link through routing nodes, allowing a sender and recipient without a direct channel to make a payment across the network. Invoices carry payment details. A route must have enough available channel capacity for the payment, so routing and liquidity are part of how this design works. Lightning Labs’ network overview describes channels, routing, and invoices.

Rollups: execute separately and use the base chain for data and enforcement

Rollups are another Layer 2 pattern, particularly in the Ethereum ecosystem. They execute transactions outside Ethereum’s main execution layer and submit transaction data to Ethereum. In optimistic rollups, a disputed transaction can be re-executed on Ethereum through a verifier contract as part of the dispute process. This is distinct from updating balances in a bilateral payment channel. Ethereum.org’s optimistic rollup documentation describes that verification process.

Lightning and rollups: what is the difference?

Comparison Lightning payment channels Ethereum rollups
Base-chain relationship Bitcoin anchors channel funds and provides an on-chain enforcement path. Ethereum receives transaction data; rollup dispute handling can use on-chain verification.
Payment or transaction mechanism Channel participants exchange signed balance updates off-chain. Transactions execute separately and are bundled for submission to the base chain.
How participants connect Payments may route through a network of channels; capacity along the route matters. Rollups process transactions through the rollup system; this is not channel routing.
Disputes Relevant on-chain transactions can enforce channel outcomes if participants fail or disagree. For optimistic rollups, a disputed transaction can be re-executed on Ethereum through a verifier contract.
Security qualification Security depends on channel rules and what Bitcoin can enforce on-chain. Security depends on the rollup’s design and its relationship to Ethereum, including its verification process.

These distinctions matter more than the shared “Layer 2” label. To assess a particular system, identify which chain anchors funds or data, what is handled off-chain, how disagreement is resolved, and which components must work correctly for users to get the expected protections.

Is Lightning a Layer 2 protocol?

Yes. Lightning is a Bitcoin payment-channel network that conducts payment updates off-chain while using Bitcoin for channel funding and enforcement. It is one example of a Layer 2 payment design, not a generic name for all Layer 2 systems. Its channel-and-routing model differs from an Ethereum rollup’s separate execution and data-submission model.

Is Bitcoin’s Payment Protocol the same as Layer 2?

No. BIP 70, titled “Payment Protocol,” describes communication between a merchant and customer during payment. Its message types include PaymentRequest, Payment, and PaymentACK; the specification concerns checkout details, destinations, proofs, and acknowledgements. It does not describe a blockchain scaling network or an off-chain settlement layer. BIP 70 was assigned on 2013-07-29.

The Bitcoin.org Developer Guide labels the older Payment Protocol deprecated and says it is slated for removal in a later Bitcoin Core version. That deprecation is about the merchant-customer messaging specification, not the Layer 2 concept or Lightning. See Bitcoin.org’s Payment Processing guide.

What to check when someone names a Layer 2 payment system

  • Which base chain does it use? Determine where funds, transaction data, or settlement are anchored.
  • What happens away from the base layer? Look for channel balance updates, separate transaction execution, or another specific mechanism rather than relying on the label alone.
  • How does a payment reach its destination? For channel networks, check routing and available capacity; other designs may use different transaction paths.
  • How are failures and disputes handled? Identify what can be submitted to the base chain and what verification or enforcement process applies.
  • Which security assumptions remain? A base chain’s role does not automatically make every off-chain component equally secure. The protections depend on the specific protocol and its enforcement design.
