The term has two common uses: introductory networking material often calls a hub a Layer 1 device, while specialist equipment uses “Layer 1 switch” for a programmable matrix that changes physical connections.
What does Layer 1 mean?
Layer 1 is the physical layer of the OSI model. It concerns the signals and media that carry data between devices, such as electrical signals on copper cabling or optical signals on fiber. A device operating at this layer does not need to inspect Ethernet frames to decide where to forward traffic.

Is a hub a Layer 1 switch?
In a basic LAN explanation, a hub is the clearest Layer 1 example. Cisco describes a hub as receiving an electrical signal and passing it to the other ports; it repeats the signal rather than making frame-based forwarding decisions. Cisco’s LAN switching guide distinguishes this from a basic Layer 2 switch, which assembles signals into frames and decides what to do with each frame.
Calling a hub a “Layer 1 switch” is useful shorthand in some introductory explanations, but it can be confusing: hubs repeat signals, whereas a modern programmable Layer 1 switch is a different kind of equipment.

What is a programmable Layer 1 switch?
In test labs and network monitoring systems, a Layer 1 switch is typically a managed physical connection matrix. Instead of forwarding packets or frames, it changes which physical ports are connected. This lets an operator reconfigure test or monitoring setups without manually moving cables.
Cisco describes its Nexus 3550-H as using an electrical matrix to provide configured patch, tap, and fanout connections. Lepton describes this type of equipment as an electronic programmable patch panel and discusses software-controlled topology changes for test labs. These examples show why it would be inaccurate to define every Layer 1 switch as only a passive repeater: some specialist devices include signal monitoring or regeneration.

Common connection patterns
- Patch: connect one port to another to create a point-to-point path.
- Tap: provide a copy of a signal to monitoring equipment while preserving the intended connection.
- Fanout: distribute a signal to multiple destinations where the equipment and use case support it.
Layer 1 switch vs. Layer 2 switch
| Question | Layer 1 device or matrix | Basic Layer 2 Ethernet switch |
|---|---|---|
| What does it handle? | Physical signals or port connections | Ethernet frames |
| How does it act? | A hub repeats a signal; a programmable matrix changes physical connections | Assembles signals into frames and makes a frame-based forwarding decision |
| Typical example | Hub in an introductory LAN explanation; programmable matrix in a lab or monitoring system | Ethernet switch in a LAN |
The key distinction is the decision point: a Layer 1 device works with the signal or physical path, while a Layer 2 switch uses information in frames. The word “switch” alone does not tell you which kind is meant.

Requirements depend on the network, test setup, and media in use. Arista’s buyer guide recommends checking implementation details rather than treating all Layer 1 products as interchangeable.

- Latency and diagnostics: look for model-specific latency figures, port counters, and diagnostic information relevant to operations.
- Management: check supported management protocols and how configuration and monitoring fit existing workflows.
Published performance specifications apply to their named products, not to the entire category. For example, Cisco’s 2021 Nexus 3550-H datasheet lists a minimum port latency of 3.2 ns. That is a manufacturer specification for that model, not a general Layer 1 switch performance guarantee; the datasheet does not establish independent test results.
