A newly provisioned Keycloak client does not automatically get a PKCE S256 requirement just because a global client profile exists or a PKCE enforcement executor is available. Keycloak documents PKCE as a client setting: a blank challenge-method setting does not require PKCE unless the client sends the appropriate PKCE parameters. To find why a policy appears inert, check the persisted client setting, the realm’s enabled policies and matching conditions, and the Keycloak version and client-creation route.
What a blank PKCE method means in Keycloak
Keycloak’s 26.7.0 Server Administration Guide documents PKCE code challenge method as a client-level setting. The selectable methods include S256 and plain. If the setting is blank, PKCE is not required by that setting; a client request can still use PKCE by sending appropriate parameters.

That distinction matters when a provisioner creates a client without writing a challenge method. The presence of a profile or an executor elsewhere in the realm does not itself show that this particular client is pinned to S256.

Why the apparent policy fix may do nothing
Keycloak Client Policies separate profiles from policies. A profile can contain executors, while a policy determines when a profile is applied through configured conditions. Keycloak’s Client Policies documentation says global client profiles are available in each realm, but no client policies are configured by default.

Therefore, seeing a PKCE enforcement executor or a global profile is not enough. Confirm there is an enabled policy that references the relevant profile, and that its conditions match the client and the operation that creates or changes it.
Trace the client from creation to persisted configuration
- Identify the environment. Record the Keycloak version, confirm the client is OIDC, and identify the creation path: for example, Admin Console, Admin REST API, or dynamic client registration. Behavior tied to one API route or version should not be generalized to another.
- Inspect the created client. Read its persisted configuration and check the PKCE code challenge method. If blank, the client setting itself is not requiring PKCE. Check again after any claimed policy enforcement.
- Verify the policy chain. In the realm’s Client Policies configuration, confirm that a policy is enabled, points to the profile containing the PKCE enforcement executor, and has conditions the client actually satisfies.
- Check the event path against the server version. Determine whether the policy is expected to run on the specific create or update operation used by the provisioner. If the setting remains unset, treat that as evidence to investigate the provisioner, policy match, and version—not proof that all Keycloak provisioning paths behave the same way.
- Make the outcome explicit when needed. If relying on policy behavior is unsuitable for the route in use, configure the provisioner to write the client’s S256 method directly, then read the client back and verify the persisted value.
Choose an enforcement point you can verify
| Approach | Scope | Where enforcement occurs | What to verify |
|---|---|---|---|
| Provisioner writes S256 | The client being provisioned | During client creation or update | The persisted client method is S256 after the operation |
| Client Policy with PKCE enforcement | Clients matching the policy conditions in the realm | When the applicable policy acts on a client event | The policy is enabled, references the profile with the executor, matches the client and route, and results in the expected setting |
The client-level setting and policy model are documented by Keycloak; the practical choice depends on the provisioning route and whether policy matching is dependable for that route. Explicitly writing and reading back S256 gives the provisioner a direct result to check.

How older issue reports fit the diagnosis
Keycloak issue #12295, opened June 1, 2022, reports that on Keycloak 18.0.0 a pkce-enforcer with a client-access-type condition did not trigger as expected for client creation or update through the Admin API. The issue links closure to #12347 and lists a 19.0.0 milestone. This is historical, version-specific context; it does not establish a current-version defect or explain a different provisioning path.

What to conclude when the setting remains blank
If the persisted method is blank, the client has not been pinned to S256 by that setting. If the policy appears not to change it, verify policy configuration and conditions against the actual provisioning event, then check the server version and route. The available documentation explains the client setting and policy model, but without those deployment details it cannot identify which part of a specific provisioning setup omitted or failed to apply the setting.
