Keep Screen Readers on the Right Language: An Accessible i18n Pipeline for Developers

A reliable i18n pipeline carries language metadata from content entry to rendered markup, so assistive technologies can identify page languages and genuine language changes within a page.

Build language into your content model and carry it through rendering: declare each page’s primary language on the HTML root, and retain language metadata for passages that genuinely switch languages. That gives assistive technology information it can use for pronunciation and presentation, without assuming every browser and screen-reader combination will speak the text identically.

What the language requirements mean in practice

WCAG 2.1 Success Criterion 3.1.1 requires the default human language of a web page to be programmatically determinable. W3C’s developer guidance recommends setting it on the root element, such as <html lang="en">. Set the value to match the actual language of the rendered page, rather than relying on a browser or assistive technology to infer it. W3C’s explanation of SC 3.1.1 describes the requirement.

SC 3.1.2 applies to language changes within the page: the language of each passage or phrase must be programmatically determinable, subject to exceptions. W3C lists proper names, technical terms, words of indeterminate language, and words or phrases that have become part of the surrounding language’s vernacular among those exceptions. A foreign-looking word is not automatically a language change that needs a tag. W3C’s explanation of SC 3.1.2 gives the full criterion and context.

Language metadata is a cue, not a guarantee of identical speech output: browsers, screen readers, and speech synthesizers can handle the same content differently. W3C describes the role of page language in SC 3.1.1 and the role of language-of-parts markup in SC 3.1.2.

Design the pipeline so language survives every handoff

Treat language as structured content metadata, not as a translation label used only by the publishing interface. A localized string may be entirely in one language, while a rich-text block can contain a quotation, untranslated name, embedded text, or user-generated passage in another. The content model and rendering path need to preserve that distinction.

1. Record language where content is created

Associate each page or localized resource with its intended language. For mixed-language rich text, allow authors or editors to identify the language of a passage or inline fragment when needed. Keep this metadata attached to the text through translation, editing, storage, and delivery; do not flatten it into plain text if doing so discards meaningful language changes.

Translation guidance should also account for script and directionality when relevant, including bidirectional text. W3C’s guidance on translating WCAG 2 identifies bidirectional text as one of the details translators may need to handle. The sources here do not prescribe a particular framework API or bidi-isolation recipe, so implement those aspects according to the technologies and content involved.

2. Render the page language at the document root

On every route, render the page’s actual primary language on the HTML root. This includes server-rendered pages and pages reached through client-side navigation. A locale switch should update both the displayed content and the document language declaration; changing a URL or translation label alone does not ensure the rendered page reports its language.

3. Put fragment language on the text-bearing element

When a passage inside the page is genuinely in a different language, carry its metadata into the markup around that passage. For example, a French phrase within an English paragraph can be represented with a language attribute on the element that contains the phrase:

<p>The sign reads <span lang="fr">sortie</span>.</p>

Apply this based on the content’s language, not merely its spelling or origin. Proper names, technical terms, and loanwords that belong to the surrounding language may fall under the criterion’s exceptions. If a localized fragment is emitted as a link or another flat accessible name, check the resulting experience: W3C cautions that language changes may not be exposed in every assistive-technology context even when represented in the underlying markup. See W3C’s SC 3.1.2 guidance.

Test the rendered result, not just translation files

Automated checks can catch missing or malformed language attributes, but they cannot establish that every passage has been tagged appropriately or that speech output is usable. The W3C ACT rule for valid element language tags is a bounded test rule related to SC 3.1.2, not proof of full WCAG or legal conformance. Read the rule’s scope and expectations.

  • Check page declarations: inspect representative routes and confirm the root language matches the page content, including after client-side navigation and locale switching.
  • Check mixed-language content: review representative rich-text blocks, quotations, embedded content, and user-generated passages to confirm that meaningful language changes reach the rendered text-bearing elements.
  • Check the actual experience: use relevant browser and screen-reader combinations to listen to page text and language changes. Speech output may vary by configuration, so do not treat one successful combination as a universal guarantee.
  • Recheck after content and template changes: a translation workflow, component refactor, or route change can remove metadata even when the source strings remain translated.

W3C’s web development accessibility tips provide broader developer guidance. Treat automated validation as one layer alongside content review and representative assistive-technology checks.

Keep EAA and WAD claims separate from engineering checks

The European Accessibility Act (EAA) and the Web Accessibility Directive (WAD) are distinct legal frameworks. A language-markup check can help address accessibility requirements, but it cannot determine whether a particular service is in scope, whether an exemption applies, or what national obligations govern it. Assess the applicable framework and national guidance for the service; for a specific legal conclusion, seek qualified legal advice.

For the WAD, the European Commission identifies EN 301 549 v3.2.1 as the latest harmonized version on its standards and harmonisation page, with a harmonization date of 12 August 2021. The Commission also explains that later WCAG versions do not automatically become the WAD reference: a version must be cited in the Official Journal. Its latest-changes page says EN 301 549 v3.2.1 applies WCAG 2.1 to web documents downloaded from the web and includes requirements beyond WCAG 2.1.

AccessibleEU reported on 7 September 2026 that EN 301 549 v4.1.1 had been published in September 2026 and adopted changes from WCAG 2.2. The same notice said v4.1.1 was not yet the legal reference for the EAA or WAD because the Commission had not formally cited it in the Official Journal. That status can change; consult the current Official Journal and relevant Commission guidance before relying on a standards version for a legal decision. AccessibleEU’s notice dated 7 September 2026 gives its account of the update.
