Keel Refusal Override: How an Operator Approves One Blocked Action

Keel lets an operator approve a blocked prompt-rule action once with a valid rule ID. The command is distinct from global enforcement controls, and the project warns that it is pre-alpha and unaudited.

In keel-harness/keel, an operator can approve a prompt-rule action that Keel blocked by running keel allow <rule-id> --once. It is an explicit, one-time human approval for that rule—not a way for the agent to approve itself, change Keel’s policy, or switch off enforcement. Keel’s project describes its design this way: “The model requests; it never approves itself.” (Keel project overview; Keel SPEC)

How do I override a Keel refusal?

For a prompt rule, use the rule ID associated with the blocked action:

keel allow <rule-id> --once

Replace <rule-id> with the ID of the actual rule. Keel refuses unknown IDs, so the placeholder is not an arbitrary value. The documented command is an operator control: the human runs it to approve the blocked action once. (Keel SPEC)

Keel’s documented model separates action requests from approval. The agent requests governed actions; a separate Warden decides what runs under a hash-pinned policy. The project says the model cannot approve itself, change its autonomy mode, rewrite that policy, or turn a denial into an allowance. The SPEC also places keel allow among user-side controls and says the control gate blocks the agent from running those controls. These are descriptions of the project’s design, not independent validation of its security boundaries. (Keel project overview; Keel SPEC)

Which kind of refusal can an operator approve?

Keel distinguishes an ordinary deny from a prompt rule. They do not have the same response or approval path:

Rule type Documented behavior Operator action
Ordinary deny The first violation produces a warning; a repeat is blocked. The SPEC does not describe the prompt-rule --once flow as the ordinary deny response.
Prompt rule The action is blocked pending explicit approval. Run keel allow <rule-id> --once with a valid rule ID for a one-time approval.

This distinction matters: “overrule” here means consciously approving a prompt-gated action through the operator interface. It does not mean that the model can argue a denial away or edit the rule itself. (Keel SPEC)

How is a one-time approval different from global controls?

The SPEC documents two broader controls. They are not substitutes for approving a single prompt-rule action:

Control Scope and effect How it ends
keel allow <rule-id> --once Approves one blocked action associated with a prompt rule. The allowance is one-time.
keel disable Suspends all enforcement. The SPEC describes it as a separate enforcement control; the cited description does not state a reset command.
keel halt Denies all calls. A human must run keel resume; only resume clears a halt.

Choose the control that matches the situation: the one-time command concerns a particular prompt-rule action, disabling suspends enforcement broadly, and halt blocks every call until a human resumes. (Keel SPEC)

What should operators know about Keel’s maturity?

The project labels keel-harness/keel pre-alpha, says it is solo-maintained, and states that it has not been independently security audited. It advises against production, mission-critical, business-critical, or sensitive use. Its stated security assumptions include that the kernel and OS user are not compromised, so its architecture description should not be read as proof that those boundaries are secure in practice. (Keel project overview)

Keel reported 1,123 adversarial or denied-path tests and 7,528 automated tests passed, measured on 2026-08-14 at commit b6d9434. Those are project-reported test results, not an independent audit or assurance of suitability for sensitive deployment. (Keel project overview)

What environment does the command-line tool require?

The repository documents installation through npm or npx and lists Node 20 or later on macOS or Linux, with WSL2 on Windows. Keel is software operated through a command line, not a physical device. The repository identifies version 0.1.2 as published and tagged latest as of 2026-10-07; it does not characterize that version as a stable or public-alpha release. Check the project’s current documentation before installing because release and installation details can change. (Keel project overview)
