Karnataka’s Chief Electoral Officer V Anbukkumar has directed Electoral Registration Officers to investigate bulk filings and take action under law if applicants are found to have knowingly made false declarations in Forms 6, 6A, 7 or 8. The instruction covers all 224 Assembly constituencies, and the reported procedure requires an inquiry under Rule 20 of the Registration of Electors Rules, 1960 before legal action. It does not establish that any particular filing or political party was responsible.
What the Karnataka CEO directed
The reported circular responds to concerns over bulk Form 7 applications, some of which were alleged to be non-genuine. It tells EROs to inquire into written statements or declarations and proceed under law where knowing falsity is established. The reported direction applies across Karnataka’s 224 constituencies. Hindustan Times and Public TV report that Rule 20 inquiry must come before legal action.
The circular’s wording, as quoted in contemporaneous coverage, was: “It has come to the notice of this office that there are instances of filing of bulk applications in Form 7 before the EROs. It is also alleged that such forms are not genuine.” The quotation preserves the distinction between an allegation and a finding. The News Minute
What Form 7 does—and what it does not do by itself
Form 7 is used to object to a proposed inclusion or deletion of a name from an existing electoral roll. In the current Karnataka dispute, the allegation is that bulk applications sought deletion of eligible voters. An objection is part of the electoral-roll process; the reported direction does not say that every Form 7 filing is false or that filing one automatically removes a voter’s name. Hindustan Times

Why the issue became a political dispute
The directive followed a protest at the CEO’s Bengaluru office led by Chief Minister D K Shivakumar and Congress colleagues. Shivakumar called for an FIR and a detailed, time-bound investigation into alleged bulk objections aimed at removing eligible voters. Where the Special Intensive Revision stands
The Indian Express reported that the Special Intensive Revision (SIR) began on June 30, 2026, and had reached the claims-and-objections stage. The figures circulating in the controversy do not, by themselves, establish how many eligible voters were wrongly removed, how many objections were false, or who was responsible. What is established—and what remains unresolved
- Established in the reporting: the CEO directed EROs to inquire into bulk and allegedly non-genuine filings, with action under law where knowing false declarations are found.
- Procedure reported: an inquiry under Rule 20 is required before legal action.
- Scope: the instruction covers Forms 6, 6A, 7 and 8, not Form 7 alone.
- Not established: that a named party organized false filings, that the cited counts are confirmed totals, or that the alleged objections resulted in wrongful deletions.
The consequential next evidence is the outcome of ERO inquiries, verified filing data, and confirmation of whether any eligible voters’ names were removed. The sources available for this report do not resolve those points.
