Use CSV for flat, consistently structured records headed for spreadsheet or database workflows. Use JSON when data is nested or the receiving system needs explicit JSON value types. For independent records that should be handled one at a time, consider JSON Lines. If an API, database, or application specifies a format, follow that contract first.
There is no universal speed or file-size winner: the choice depends on your data shape and toolchain, not a general rule that one format is always faster or smaller.

1. Is your data a table or a nested structure?
CSV organizes records into rows of fields, usually with the same fields in each row; it may include a header. RFC 4180 says records should have the same number of fields. That makes CSV a natural fit for a rectangular table. RFC 4180

JSON can represent objects and arrays nested inside other values, as well as strings, numbers, booleans, and null. If a record contains lists, sub-objects, or other variable structures, JSON can represent them directly. A CSV cell can contain text that looks like nested data, but CSV itself does not define that text as a nested structure. RFC 8259
2. Who needs to open or consume the file?
CSV is commonly used to exchange data with spreadsheets and databases. The Python standard library documentation describes it as a common import and export format for those tools. Python csv documentation
That familiarity does not guarantee that every application will interpret a CSV identically. Confirm the recipient’s expectations for its delimiter, quoting, encoding, and header. JSON is a better fit when the receiving system expects objects or arrays in a particular structure. RFC 8259

3. Must values retain explicit types?
JSON syntax distinguishes strings, numbers, objects, arrays, and the literals true, false, and null. Choose it when those types are part of the data contract and the receiver is expected to preserve them. RFC 8259

CSV presents fields in records; how an application interprets those fields is left to that application. If you use CSV, agree on field types, how empty or missing values are represented, and whether importers may infer types. Do not assume different tools will infer the same meaning from a field.

4. Do fields contain commas, quotes, or line breaks?
CSV can carry these characters when fields are quoted and escaped correctly. RFC 4180 says: “Fields containing line breaks (CRLF), double quotes, and commas should be enclosed in double-quotes.” An embedded double quote is represented by doubling it. RFC 4180
For example, a field containing North, East should be quoted so the comma is not mistaken for a field separator. Use a CSV library rather than splitting each line on commas; lines and fields can contain delimiters and line breaks in valid CSV.
JSON strings have their own escaping rules. Use a standards-aware JSON encoder and decoder rather than assembling JSON by concatenating strings. The exact escaping and parsing rules are specified in RFC 8259.
5. Is one format faster or smaller?
Neither the format specifications nor the cited tool documentation establish a universal winner for speed or file size. The result depends on the data, encoding, compression, software, and how the file is read or written. If performance or storage is decisive, test representative data using the actual toolchain and access pattern.

6. Do you need to process records incrementally?
JSON Lines (also called newline-delimited JSON) stores one valid JSON value per line. Its specification describes record-by-record processing and says a line terminator after each value makes files easier to generate and concatenate. It requires UTF-8; the page notes that its MIME type is not yet standardized. JSON Lines specification
This format can suit logs and pipelines that consume independent records one at a time. It is different from a conventional JSON document containing a single array. pandas documents line-delimited JSON input and iterator-based chunked reads. pandas IO guide
7. What does the receiving system require?
Start with the interface contract, not the extension. Confirm the required format, schema or structure, encoding, header behavior, and conventions for null or missing values. If the receiver accepts more than one option, use this decision guide:

For predictable JSON handling, avoid duplicate member names in an object: RFC 8259 says names should be unique and notes that receiver behavior for duplicates is unpredictable. RFC 8259
When a tabular dataset must be JSON
JSON can represent tabular data in different orientations. pandas documents records, columns, index, split, values, and table. These shapes are not interchangeable: use the orientation expected by the receiving application. pandas IO guide
Quick Recap
Quick decision checklist
- Choose CSV when each record has the same fields and spreadsheet-style inspection or exchange is central.
- Choose JSON when records are nested or explicit JSON types belong in the payload.
- Choose JSON Lines when independent JSON records need to be read or written one line at a time.
- Follow the receiver’s required format and agree on its schema and conventions before exporting.
- Measure your actual workflow if speed or file size is the deciding factor.
