The Joint Development Foundation (JDF) marked its tenth anniversary on June 23, 2025, reporting more than 500 member organizations and 3,500 participants. The organization also announced OpenSTX as its 36th traditional standards collaboration and said the 3MF File Format Specification Suite had become an ISO/IEC JTC 1 international standard. These figures and milestone descriptions come from JDF’s own announcement; it did not provide a counting method or independent verification.
What JDF says it does
JDF describes itself as part of the Linux Foundation family. Its role, as outlined in the anniversary announcement, is to provide corporate and legal infrastructure, experienced staff, and a network for organizations developing technical specifications, standards, data sets, and source code.

JDF says its pre-negotiated, templated frameworks are intended to reduce legal and logistical friction while protecting intellectual property and supporting antitrust compliance. Those are descriptions of its operating model, not independently assessed results. Jory Burson, Vice President of Standards at the Linux Foundation, called JDF “the only standards development organization designed to bridge standardization and open source collaboration models” and said it was created to reduce friction for standards collaboration.
What JDF announced at the ten-year mark
Reported community size
In its June 23, 2025 announcement, JDF reported more than 500 member organizations and 3,500 participants. The release did not explain how either figure was counted or specify a separate measurement date, so they should be read as figures reported by JDF at the anniversary, not as independently verified current totals.

OpenSTX joins its standards collaborations
JDF identified OpenSTX as its 36th traditional standards collaboration. The OpenSTX Foundation was working to standardize a next-generation protocol for industrial wireless. Its chairperson, Michael Baddeley, said the foundation needed a home that could support “both rigorous technical collaboration and global inclusivity.”
3MF specification reaches international-standard status
JDF said the 3MF File Format Specification Suite had been published as an ISO/IEC JTC 1 international standard and called it the sixth such success. The announcement does not provide the underlying ISO record, so this is best understood as JDF’s description of the milestone.
Agreement and report updates
The anniversary release also announced a refreshed collaboration agreement and a second State of Open Standards report. It did not set out the agreement’s full terms or reproduce the report’s findings, so the announcement establishes that these updates were made, but not their detailed implications.

JDF presents its framework as a way for groups to choose governance and collaboration arrangements suited to their work, from specification development to open-source contributions and possible international standardization. David Rudin, Assistant General Counsel at Microsoft, said JDF offers options spanning standards, open source, and open data, from small specification efforts to projects leading to international standardization. Advisory Council member Ann Woodliff highlighted what she described as JDF’s willingness to adapt governance to project needs.

The release documents how JDF presented its ten-year milestone in June 2025: its self-reported community figures, a new industrial-wireless standards collaboration, the 3MF milestone, and two organizational updates. It is useful as a record of JDF’s announcement and the views of its named representatives, but it does not establish current membership in 2026, provide methods for validating the reported totals, or independently confirm the detailed status of each milestone.
