Jetpack Compose works best when the UI renders state and reports user events, while a state holder decides how that state changes. Android runtime permissions follow a separate but related rule: a grant permits access to the resource covered by that permission, not blanket authority for unrelated actions. Keep state ownership explicit, request access when a user reaches the feature that needs it, and handle denial as a normal outcome.
How Compose connects UI, events, and state
Compose UI is a function of state: composables receive values that describe what to show, and recomposition updates the rendered UI when observed state changes. Rather than having a composable make hidden changes to application state, it can report an event to the code that owns that state.

The resulting loop is straightforward:
- The user interacts with a composable.
- The composable reports an event, such as a tap or text change.
- A state holder processes that event and updates state.
- The UI receives the updated state and renders it.
Android describes this pattern as unidirectional data flow: events move from the UI to a state holder, and state flows back to the UI. This separates rendering from business rules and gives the app a clear place to process decisions. Android cautions that “The UI layer should never change state outside of an event handler because this can introduce inconsistencies and bugs in your application.” See Compose UI Architecture.

Where should Compose state live?
Give each value an owner that can read and update it. Android’s guidance is to hoist state to the lowest common ancestor that needs to read and write it, rather than moving every value into a screen-level object by default.

| State ownership | Use it when | Typical shape |
|---|---|---|
| Local composable state | The value is simple, UI-only, and used in one composable. | A small interaction state stays close to the UI that consumes it. |
| Parent or shared state | Several composables need the same value, or a common parent coordinates it. | The owner holds the value and passes it down; children report changes through callbacks. |
| Screen-level state holder, such as a ViewModel | State is tied to screen-level business logic or must be managed beyond one small UI interaction. | The holder processes events and exposes the state needed to render the screen. |
A composable that accepts a value and an event callback leaves storage and decision-making to its caller. For example, a text field can receive the current text and a callback for edits; the owner decides how to update the value. When composing a larger screen, pass nested composables the immutable state they need and callbacks for events instead of threading a ViewModel through every layer. See Android’s state-hoisting guidance.
What a runtime permission does—and does not—authorize
A runtime permission grants access to the protected resource or information governed by that permission. It should not be treated as a general-purpose authorization for every later action the app could take. That distinction is a product-design principle based on the permission’s defined scope; it is not a claim that Android itself adjudicates a user’s intent for every downstream operation.

Android recommends requesting only the permissions needed to complete the action the user requests. Its documentation states: “When the user requests a particular action in your app, your app should request only the permissions that it needs to complete that action.” The permission request should make sense in the context of the feature, and the app must respond appropriately to either grant or denial. See Permissions on Android.
When and how to ask for permission
Connect the request to the feature that requires protected access. Asking when a user reaches that action makes the reason easier to understand than requesting access at startup before the need is clear.

- Explain the need in the feature flow. Tell the user what the protected access enables, at the point it is relevant.
- Request only the necessary permission. Do not bundle unrelated permissions into one feature request.
- Check access before each protected operation. A previous grant should not be assumed indefinitely or without checking.
- Handle both outcomes. Continue the protected operation when access is granted; if it is denied, disable or degrade that feature while leaving unrelated app functions usable where possible.
Android’s runtime-permission guidance is explicit: “You must check whether you have a permission every time you perform an operation that requires that permission.” It also recommends that apps gracefully degrade the feature that depends on a denied permission and avoid repeatedly pressuring the user after denial. See Request runtime permissions.

For notifications, Android’s Compose guidance uses rememberLauncherForActivityResult() with ActivityResultContracts.RequestPermission(). The request belongs in a context where the user can understand what notifications are for and why they may choose to allow them. This is a notification-specific example, not a complete recipe for every protected Android resource.
