It raises the fee for an application for permanent-resident status from ¥10,000 to ¥200,000—a 20-fold increase. Fees for changing status of residence or extending a period of stay are separate, vary according to the stay period granted, and can reach ¥75,000. The new rate depends on when an application was received, not when it is approved.
Which fees changed in Japan?
The revised charges apply to specified permissions, not to every foreign resident or every immigration procedure. In particular, the ¥200,000 charge is for applying for permission to become a permanent resident. It is not an annual fee paid by people who already hold permanent-resident status.

For comparison, the previous charge for a status change or extension was ¥6,000 from April 2025. Because the revised amount depends on the authorized stay period, that older figure should not be compared with the new maximum as if all applicants now pay the same amount.
Does the new fee apply to an application already filed?
The date the ISA receives the application determines which schedule applies. Applications received by September 30, 2026 are charged at the former rate, even if permission is granted on or after October 1. Applications received from October 1 are subject to the revised schedule. The ISA’s fee-revision notice sets out the transition and payment guidance.

Can applicants request a lower fee?
A fee reduction or exemption may be considered when prescribed conditions are met; it is not automatic. The ISA describes relief for applicants facing serious financial hardship who also merit humanitarian consideration. Its October 2026 Q&A says an eligible change-of-status or extension applicant whose granted stay is longer than three months may pay ¥10,000, while an eligible permanent-residence applicant may pay ¥20,000. The ISA’s fee-revision Q&A explains the framework, and its reduction or exemption guidance gives further information.
How payment works
For online applications received from October 1, the ISA says payment is handled through a designated provider, with convenience-store or bank payment available; internet banking may be used for cashless payment. For applications accepted at an immigration counter, payment remains by revenue stamp. Why did Japan raise the charges?
The ISA says it set the fee ceilings with examination costs, the costs of fair immigration and residence administration, comparable fees in other countries, and future price changes in mind. That is the government’s stated rationale, not an independent finding that the amounts are proportionate.
The Ministry of Finance places the revision among broader FY2026 measures concerning foreign nationals, including proper immigration control, stronger measures against illegal residents, and orderly coexistence. That context does not establish that every immigration rule tightened on October 1; the fee change itself revises specified administrative charges. See the Ministry of Finance FY2026 budget document.

What the increase does—and does not—mean
The 20-fold figure applies specifically to the permanent-residence permission fee. It does not mean that all foreign residents now pay ¥200,000, that existing permanent residents face an annual charge, or that periodic residence-card renewal is the same application. Nor does it establish how the change will affect household finances, application numbers, or migration decisions; the cited official material does not provide measured evidence of those effects.
