But the official statement located for this report does not use the phrase “cybersecurity hellscape.” It is a qualitative assessment, not a count of attacks or a measurement of losses.
Did Japan warn that it had entered a “cybersecurity hellscape”?
The phrase “cybersecurity hellscape” could not be tied to a specific Japanese official or source. The available primary source is a Ministry of Foreign Affairs press conference with Foreign Minister Toshimitsu Motegi. Its transcript supports a warning about the growing importance of cyber and space security, but it does not say that Japan has entered a “hellscape.”

That distinction matters: the dramatic phrase should not be treated as a direct quotation from Motegi or as the wording of the ministry’s assessment.
What did Japan’s foreign minister say?
Motegi said: “We have entered an age in which not only the classic meaning of national security, but also national security in cyber and space fields has become extremely important.” He also characterized the security environment around Japan as increasingly severe.
#1 Best Overall
In discussing cyber activity, Motegi referred to activity suspected by authorities of involvement by China, Russia, and North Korea. That is a description of suspected involvement, not a definitive attribution of a particular cyber incident to any one government.

The minister’s remarks express an official assessment of the security environment and the importance of cyber and space issues to national security. They do not provide a measured rate of cyberattacks, quantify financial losses, or calculate Japan’s exposure. The press conference record offers no statistics or methodology for such estimates.
It also does not establish where the “cybersecurity hellscape” wording originated. Without a traceable source for that phrase, it should be read as an editorial headline rather than an official Japanese quotation.
