Istio 1.31 Adds Agentgateway Waypoints and Moves Release Artifacts off Google Cloud

Istio 1.31 adds an agentgateway waypoint class and moves artifacts off Google Cloud. Here are the new locations, signing keys, and upgrade checks.

Istio 1.31 introduces the istio-agentgateway-waypoint GatewayClass for deploying agentgateway as a waypoint, while moving release images, charts, and other artifacts away from the project’s former Google Cloud-hosted paths. For operators, the practical work is to update artifact references, use the signing key that matches the release version, and account for a canary-related agentgateway fix in 1.31.1.

What changes in Istio 1.31?

The August 31, 2026 Istio 1.31.0 release adds istio-agentgateway-waypoint, a Gateway API GatewayClass for deploying agentgateway as an ambient waypoint. Istio describes it as an extension of the experimental gateway-only support introduced in 1.30. The release also includes ListenerSet handling fixes and improved mTLS connectivity to agentgateway backends. See the Istio 1.31.0 announcement and change notes.

Istio 1.31.0 officially supports Kubernetes 1.32 through 1.36. That range is stated for 1.31.0; it should not be read as a separately verified compatibility matrix for every later 1.31 patch.

Weighted waypoint canaries in ambient mode

Istio 1.31 adds weighted waypoint canaries so a service or namespace can identify a primary waypoint and a canary waypoint. The istio.io/use-waypoint-canary-weight annotation sets the configurable share of in-mesh traffic directed to the canary, allowing teams to roll out waypoint configuration without changing clients. The release notes describe the capability, not a performance guarantee.

For agentgateway canaries, use at least 1.31.1. The September 21 patch fixed a case in which an agentgateway waypoint referenced only as a canary could lack the routes and policies attached to its service, causing connections shifted to it to be rejected. The 1.31.1 patch announcement documents this and other fixes.

Other notable release changes

  • AllowInsecureFallback support for Gateway API client certificate validation.
  • Zone-aware load balancing and mesh-wide default traffic policy settings.
  • Ambient multi-cluster stability fixes.

These are release-note changes; the announcements do not establish quantified performance gains.

Where Istio 1.31 artifacts are hosted now

Istio says it is moving project infrastructure from Google Cloud Platform to Amazon Web Services because of changes in its funding model. The new publication locations differ by artifact type:

Artifact New location Operator action
Container images docker.io/istio (Docker Hub) Update image references or route pulls through a pull-through cache.
Conventional Helm charts https://blob.istio.io/istio-release/charts Change the chart source used by your release process.
OCI Helm charts ghcr.io/istio/release/charts Update OCI chart references to GHCR.
Other release artifacts, including RPMs, DEBs, source code, SPDX documents, istioctl, and licenses https://blob.istio.io/istio-release/releases Update download and mirror scripts that use the previous publication paths.

The project says it will no longer publish 1.31 images and charts to its former Google Cloud-hosted paths: gcr.io/istio-release, registry.istio.io, and istio-release.storage.googleapis.com. The migration details and guidance are in Istio’s artifact migration post.

How to prepare image, chart, and download workflows

  1. Inventory references. Search deployment manifests, Helm release automation, CI pipelines, mirror rules, and runbooks for the old image registries and artifact URLs.
  2. Choose an image-pull path. Point workloads directly to Docker Hub or configure a pull-through cache, as the migration post recommends. The project does not benchmark those choices; select based on your environment’s availability and dependency-management requirements.
  3. Update Helm sources. Use the conventional charts location on blob.istio.io or the OCI charts on GHCR, matching the format and tooling already used by your team.
  4. Update other downloads. Redirect scripts for istioctl, packages, source, licenses, and other release files to the new /releases location.
  5. Test from the environments that deploy Istio. Confirm that CI workers, cluster nodes, and any internal mirrors can resolve and retrieve the new locations before relying on them for an upgrade or recovery.

Istio’s download guide notes that a release archive includes istioctl, installation profiles, Helm charts, and sample applications, and is built for supported operating systems and processor architectures. Its example downloads Istio 1.31.1 for x86_64.

Use the signing key that matches the Istio version

The migration post specifies different public keys by release: Istio 1.31.0 uses https://istio.io/misc/istio-key.pub, while 1.31.1 and later use https://istio.io/misc/istio-key-v2.pub. Update verification automation to select the key for the exact release being checked; do not assume one key applies to every 1.31 version.

Account for the 1.31.1 security and stability fixes

The 1.31.1 announcement records a moderate security update: on sidecar proxies, BackendTLSPolicy can fail open to plaintext when its CA reference is unresolved. The issue is identified there as GHSA-qm8v-g4f9-qhjx with CVSS 6.8. The same patch announcement lists fixes involving ambient multi-cluster memory leakage, SSRF protection in JWKS fetching, cross-namespace reference authorization, and other issues.

If you are choosing a patch or need remediation steps for the security issue, consult the official 1.31.1 announcement and current Istio security guidance for your deployment. Check scheduled artifact-disruption tests before an upgrade

Istio has announced temporary “scream tests” that disable GCP-hosted artifacts to reveal dependencies on the old locations. As listed in the project announcements on October 3, 2026, the upcoming windows are:

  • October 13, 2026, 15:00–18:00 UTC.
  • November 17, 2026, 15:00–21:00 UTC.
  • December 8, 2026, 15:00 UTC through December 9, 2026, 15:00 UTC.

Schedules can change, so check the migration announcement before scheduling an upgrade or relying on an old-path dependency during one of these windows.

What to deploy and verify

As of October 3, 2026, the reviewed official release pages list Istio 1.31.1 as the latest 1.31 patch. It includes the canary-specific agentgateway fix and the other fixes recorded in its announcement. Confirm the current patch and security guidance before deployment, since releases and advisories may change after that date.
