What TOP TIER actually means

Fuel marketers that are licensed by the program must use TOP TIER-approved additives. The program describes its formulations as proprietary, so the standard defines what the finished fuel must achieve rather than publishing a single recipe.

Two points matter for drivers. First, TOP TIER is not a government certification and it is not an octane rating. The program is sponsored by vehicle manufacturers and characterizes its standard as a performance benchmark. Second, the requirement applies across the marketer’s gasoline lineup. Licensed TOP TIER marketers must use approved additives in all grades they sell at their stations, including regular.
What premium actually means
Premium is an octane grade. Octane rating measures a fuel’s resistance to engine knock, which is the premature combustion that makes a rattling or pinging sound under load. In the United States, the Federal Trade Commission treats the octane number posted on the pump as the fuel rating consumers see, and that posted number is what distinguishes regular, midgrade, and premium.
Higher octane does not mean cleaner fuel, more detergent, or more power in an engine designed for regular. Octane tells you how well the fuel resists knock. It does not measure how much cleaning additive is in the tank.

Treat the purchase as two decisions. The first is the octane your vehicle requires, which comes from the owner’s manual. The second is whether you want to buy from a station on the current TOP TIER list. Choosing one does not answer the other.
Can regular gas be TOP TIER?
Yes. Because the program’s additive requirement applies to all grades a licensed marketer sells, a TOP TIER station’s regular gasoline is held to the same detergent-performance standard as its premium. This is the main reason the two terms are often confused: many drivers assume the detergent requirement is a feature only of premium blends.

Does premium gas have more detergent?
Not as a rule. The program does not state that premium contains more detergent than regular, and it does not publish a formulation for each grade. Two fuels with the same octane can have different proprietary detergent packages, and a premium grade is not automatically more detergent-rich than a regular grade from the same brand. If you want to know what a particular brand adds, the marketer or the TOP TIER program is the place to ask. The detergent standard also does not guarantee a specific mileage result or repair-cost outcome.
What the FTC says about buying premium
The Federal Trade Commission has consistently advised consumers to buy the octane their vehicle manual recommends and no higher. In a 1997 consumer release, the FTC quoted the American Automobile Association: “Premium gasoline won’t enhance car performance.” In a 2005 consumer message, Jodie Bernstein, then Director of the FTC Bureau of Consumer Protection, said: “Unless your owner’s manual calls for high octane fuel or your engine is knocking, there’s no reason to pay for premium gasoline.” Both statements are older consumer materials. They remain the agency’s core guidance on octane, but they should be read as historical context rather than a substitute for your current manual.

The FTC also requires substantiation for performance and cleaning claims made about gasoline, which is why a fuel’s marketing should not be read as proof that a higher octane grade cleans or performs better in an engine that does not need it.
How to choose the right fuel
- Find the octane in your owner’s manual. Look for the fuel section, which states whether regular, mid-grade, or premium is required or recommended. If the manual requires premium, use premium. If it recommends premium or allows regular, follow the manual’s exact wording.
- Buy the grade that matches that requirement. Do not buy a higher octane than your manual specifies as a cleaning measure.
- Check whether you want TOP TIER. Open the TOP TIER station finder on the program’s website and confirm that the station is currently listed. Participation can change, so check before relying on it.
- Pick a listed station that sells the right grade. A TOP TIER station that sells regular is a valid choice for a vehicle that requires regular.
- Watch for knock. If your engine pings under load with the grade the manual specifies, have a mechanic check it rather than changing octane to mask the symptom.
Limits of the evidence
TOP TIER’s marketing cites a “19x cleaner” comparison attributed to an AAA study. The original report and its methodology are not publicly documented in the material available for this article, and TOP TIER itself says some sponsor data are not public. Treat that figure as the program’s own characterization, not an independently verified result.
