Both. Microsoft Copilot is available in a browser and as an installable app for Windows. The Windows app is a Progressive Web App (PWA) that runs using Microsoft Edge, so it can feel like a desktop app while relying on web technology. Copilot is not exclusively a built-in Windows operating-system feature.
How the Windows app and web version differ

For browser access, Microsoft’s current support guidance points users to copilot.com. Microsoft documentation also lists copilot.cloud.microsoft; the destination you use may depend on the account and experience offered.
Is Copilot already installed on Windows 11?
Microsoft says new Windows 11 PCs should already have the Copilot app, often pinned to Start or the taskbar. If it is missing, Microsoft says you can install it from the Microsoft Store. Preinstallation on new Windows 11 PCs does not mean Copilot is an inseparable Windows component: Microsoft documents it as an app that can be installed or removed.
What makes the Windows app more than a browser shortcut?
The PWA implementation explains why the Windows app is both app-like and web-based. You can launch it from Windows and use Windows-oriented conveniences, while the app itself runs on Edge technology. Microsoft lists optional wake word, Vision, file search, screenshot sharing, in-app web content, and Windows Settings support among the Windows app’s additional capabilities. The Copilot key and Windows+C are launch options, not requirements for using Copilot.

Does Copilot mean the same thing as Copilot+ PC features?
No. The Copilot assistant’s Windows app and browser version are ways to access the service. “Copilot+ PC” refers to a separate category of Windows PCs and their built-in AI components, including local components that use dedicated AI hardware. You do not need a Copilot+ PC simply to choose between the Windows app and Copilot in a browser.

Choosing the app rather than the web does not determine what your account is entitled to use. Microsoft distinguishes free Copilot, eligible personal Microsoft 365 subscription features, and business offerings. Personal versus work or school accounts, licensing, organization settings, usage limits, and region can affect which features appear. Microsoft also documents a 2026 app update and changes across personal, work, and school accounts, so account-specific availability may change over time.

If you want Windows shortcuts and the additional Windows app functions, use the Copilot app for Windows. If you want access through a browser, use Microsoft’s Copilot web experience. In either case, sign in with the account appropriate to your personal or work use and check its plan or organization settings if expected features are unavailable.
