AI-assisted work can look like learning without proving that learning happened. Cheating and academic integrity are legitimate concerns, but focusing only on whether a student used AI misses a deeper question: can the student still explain, apply, and demonstrate the knowledge when the tool is no longer doing the work?
Why catching AI use cannot answer the learning question
A detector or an authorship rule can address whether submitted work was produced with AI, but that does not establish what a student understands. A student might use AI in a permitted way and learn little, or use it as one support while doing the thinking themselves. The final product alone may not reveal the difference.

Integrity still matters. In OECD’s TALIS 2024 survey, 72% of lower secondary teachers believed AI can harm academic integrity by allowing students to pass off work as their own. That is a measure of teacher belief, not a measured share of students cheating or evidence that AI itself causes learning loss. The OECD’s discussion of AI and educational technology also treats trust in assessment as a real concern, while distinguishing it from the question of whether students are learning (OECD, “Reimagining Teaching in an Accelerating World”).
Good output is not the same as durable learning
Generative AI can help produce a polished answer, solve a problem, or complete a task. Those immediate results are performance. Learning is the knowledge or skill a student can retain and use later, including when AI assistance is absent.

The OECD’s 2026 overview says general-purpose generative AI can improve student outputs without necessarily producing learning gains when it is used without pedagogical guidance. It also reports that some studies find the output advantage disappears—and sometimes reverses—on exams taken without access to the tool. These findings do not mean AI always harms learning; they show why a stronger assignment is not, by itself, proof of a stronger understanding (OECD Digital Education Outlook 2026).
Two ways AI can enter a learning task

This is a distinction about design and use, not a guarantee attached to a product label. Calling software “educational AI” does not establish that it improves learning. The relevant test is whether its use serves an instructional goal while leaving students responsible for developing the intended knowledge and skills.

What a more useful assessment can show
If the goal is to know whether learning occurred, assessment needs evidence beyond a finished AI-assisted product. The OECD recommends that learning and teaching aim to develop human knowledge and skills in different conditions: without generative AI, with educational generative AI, and with general-purpose generative AI. That approach treats independent capability as important while allowing students to learn how to work with tools.
- Make the learning objective explicit: identify what the student should know or be able to do, not just what the assignment should look like.
- Keep meaningful cognitive work with the student. For example, ask students to explain a choice, check an AI-generated claim against course material, or revise an answer and justify the revision.
- Use a suitable check of understanding, such as a brief explanation, discussion, or task completed without AI when independent performance is part of the objective.
- Match the rules to the task. Where AI use is permitted, make clear what assistance is allowed and what students must disclose; where unaided performance is the goal, assess that capability directly.
No single assessment format fits every subject or age group. The point is to gather evidence of the intended learning, rather than assume that either AI use or a polished result settles the question.

Teachers are already navigating both opportunity and concern
AI use is not limited to student assignments. OECD’s TALIS 2024 figures say 37% of lower secondary teachers used AI for their job in 2024, while 57% agreed it helps write or improve lesson plans. These are survey findings about teachers’ use and views, not measures of improved student outcomes. They show why guidance needs to address classroom practice as well as academic integrity (OECD Digital Education Outlook 2026).
Teachers need the professional learning and discretion to decide when a tool supports a lesson, when it distracts from the objective, and how to evaluate its effect. OECD guidance emphasizes teacher agency, AI literacy, sustained professional development, and space for teachers to make pedagogical choices (OECD Secretariat and Education International, “Opportunities, guidelines and guardrails for effective and equitable use of AI in education”).

Learning policy must also protect students’ rights and access
Whether an AI tool helps with learning is only part of the decision. Schools and education systems also need to consider privacy, security, transparency, bias, safety, age-appropriate safeguards, and whether use aligns with educational objectives. UNESCO’s guidance calls for a human-centred approach to generative AI in education, including attention to privacy and age-appropriate use (UNESCO, “Guidance for generative AI in education and research”).
Access is an equity issue, too. UNESCO reported that around 2.6 billion people lacked internet access as of 2024; the figure describes the situation in that year, not a 2026 measurement. If learning expectations assume reliable access to AI or the internet, students without that access may be disadvantaged. UNESCO argues for protecting learners’ rights and avoiding AI-driven divides (UNESCO, “AI and education: Protecting the rights of learners”).

The central concern, then, is not whether every student used AI. It is whether the way AI is used helps students build knowledge and skills they can demonstrate—and whether that use is safe, fair, and guided by educators.
