The pressure is not just about how many vehicles manufacturers can build. Launch-site capacity, payload processing, range operations, schedule coordination and the availability of dependable alternatives all affect whether a company can get a spacecraft into orbit when it needs to.
What the launch crunch actually means
A launch crunch is a mismatch between demand for launch services and the practical capacity to deliver them on a suitable schedule. A company may face limited access even when rockets exist: a provider’s manifest may be full, a launch site may be nearing its operating limit, or a payload may be waiting for processing and range access.
The evidence points to a real constraint in particular markets and timeframes, not a universal shortage affecting every space company. Conditions vary by geography, launch provider, orbit, vehicle, customer requirements and schedule flexibility.
Why more rockets alone may not solve the problem
Vehicle production and flight cadence
Rocket supply matters, but available capacity is not simply the number of launch companies or vehicles. Providers must demonstrate reliability and sustain a high flight cadence. The OECD counted 25 active launch providers and 325 orbital launch attempts in 2025, yet estimated that the four largest providers accounted for about 82% of attempts, with SpaceX responsible for around half. The OECD notes that its attempt figures include unsuccessful launches and depend on how failures and test flights are counted; concentration in launch activity is not itself a measure of spare capacity available for customers. Launch sites, ranges and shared infrastructure
More launches put pressure on facilities and operations as well as vehicles. NASA’s Office of Inspector General reported that launches at Kennedy Space Center rose 252% between 2020 and 2025, while launches at Wallops rose 467% over the same period. It warned that both sites could approach operational capacity in 2028–2029. These findings concern NASA-operated sites, not every U.S. or global launch location. The OIG also identified capacity and condition issues in Kennedy’s shared electrical, gas and transportation infrastructure; Wallops’ shared-infrastructure picture differs, reflecting recent upgrades there. Payload processing and schedule coordination
A spacecraft has to be prepared, integrated and cleared for launch, and its schedule must fit with range operations and other missions. The U.S. Government Accountability Office reported in 2025 that commercial launches at federal ranges had more than quadrupled since 2021. It identified payload-processing capacity and access to launch schedules as constraints on coordination at those ranges. The report focuses on federal ranges and national-security launch processes; it does not establish that every commercial customer experiences the same delay. Why provider choice can remain limited
A growing count of launch providers does not guarantee a customer can switch quickly to a comparable service. Alternatives need to match the mission’s orbit, payload, timing and reliability requirements, and they need capacity at the right time. The OECD’s concentration figures show why headline provider counts should not be mistaken for a deep pool of equivalent, readily available options.
That issue is especially prominent in Europe’s debate about autonomous access. Speaking to the Associated Press, Satellogic founder Emiliano Kargieman said: “China has its own launch capacity and Europe still doesn’t have a high-cadence, low-cost launch capacity, similar to SpaceX.” This is Kargieman’s assessment, not an independent measurement of Europe’s capabilities. What the numbers do—and do not—show
The Commercial Space Federation reported more than 180 launches from U.S. soil in 2025. Its advisory also describes modeled scenarios with potential demand above 7,000 launches per year. That larger figure is a conditional scenario summarized by the industry association from work prepared with Rational Futures; it is not observed launch activity or a settled forecast. These figures describe different things: reported activity in one year and a possible outcome under modeled assumptions. They should not be read as proof that the industry currently needs thousands of launches annually. Similarly, Europe’s upstream space market was valued at €75 billion, with 80% of demand described as institutional and defence-dominated by the European Space Agency. Which companies are most exposed?
Launch access matters most when a business depends on getting a particular spacecraft into orbit within a narrow window. A delay can affect deployment schedules, customer commitments or the timing of a planned service. Exposure is less straightforward for companies that can defer a mission, use a different provider, adjust a spacecraft or operate without a near-term launch.
- Satellite operators and constellation builders: depend on launch opportunities to deploy or replenish spacecraft, though the scale of risk depends on their provider contracts and schedule flexibility.
- Spacecraft manufacturers and payload developers: may need to coordinate delivery and processing with a launch manifest and range availability.
- Launch providers: face pressure not only to produce vehicles but also to sustain reliable operations and work within site and range limits.
- Companies outside the launch chain: may be affected indirectly if customers postpone missions or deployments; the cited reports do not quantify that downstream effect across the sector.
How to assess whether a launch bottleneck is a real business risk
For an individual company, the industry-wide launch count is less useful than the details of its own mission plan. The relevant questions are whether a provider has committed capacity, whether the selected site and range can support the schedule, and what happens if processing or operations push the launch date.

- Identify whether the constraint is vehicle availability, a provider’s schedule, site capacity, range access or payload processing.
- Check whether the mission’s orbit and payload requirements leave realistic alternatives, rather than assuming any provider can substitute.
- Clarify the schedule commitments and contingency arrangements with the launch provider and relevant range or processing partners.
- Distinguish a documented site or coordination constraint from a broad claim that all space companies are unable to launch.
