Energy prices rose sharply, but the Central Statistics Office (CSO) flash release does not state how many percentage points energy added to the overall rate. September’s figures are provisional; final results are scheduled for 8 October 2026.
What does Ireland’s 3.9% inflation figure mean?
The CSO’s 1 October flash estimate says consumer prices in Ireland, measured by the Harmonised Index of Consumer Prices (HICP), were 3.9% higher in September 2026 than a year earlier. That is an annual rate: it compares the estimated price level in September with the level in September 2025. The estimated increase from August to September was 0.2%.
The annual HICP rate was 3.4% in August, so the like-for-like comparison shows an increase of 0.5 percentage points in September. The CSO describes CPI as Ireland’s official inflation measure; HICP is harmonised to support comparisons between Eurozone countries. These measures should not be treated as interchangeable. The CSO’s August release reported finalized CPI inflation of 3.7% and HICP inflation of 3.4%. The 3.7% CPI figure is not the previous month’s value for the September HICP estimate.
How did energy and other prices change?
Energy prices were estimated to rise 2.9% between August and September and 15.3% over the 12 months to September. That makes energy a prominent part of the inflation picture, but the flash release does not quantify energy’s contribution to the all-items annual rate. The figures show prices moving alongside one another; they do not establish how much of the 3.9% headline was caused by energy.

The figures are CSO estimates in the September flash release. The 2.8% measure excludes energy and unprocessed food; it is useful for seeing price movements beyond those categories, but it is not the all-items inflation rate.
Why might energy costs matter beyond energy bills?
Energy prices are relevant to households directly and can also affect businesses’ costs. In commentary reported by the Irish Examiner on 1 October, Deloitte Ireland chief economist Kate English said volatile global energy markets were reflected in the latest figures. She also discussed a possible delay before fuel-related cost increases show up in food prices, citing Central Bank of Ireland estimates. That is expert commentary about a potential lag, not a finding in the CSO flash estimate or a certainty that food inflation will rise.

How provisional are the September figures?
The 3.9% headline and category movements are flash estimates and may change when finalized. The CSO scheduled final September HICP results alongside the CPI release for 8 October 2026. The CSO’s August publication gives useful context on the distinction between its official CPI measure and HICP, but it does not turn the September HICP flash figure into a finalized CPI result.

A household that spends more or less than the average on energy, services, food or other items may experience a different change in its own costs. The September release provides national category estimates, not household-specific September inflation rates.
