Four Ways to Measure Uncertainty in Statistics—and What Each One Tells You

The right uncertainty measure depends on what you want to know: how much an estimate varies across samples, which parameter values a statistical procedure supports, where Bayesian analysis places probability, or where one future observation may fall. Standard errors, confidence intervals, credible intervals and prediction intervals answer different questions. None automatically accounts for every problem in the data or the evidence behind them.

First ask: uncertainty about what?

Individual observations vary. Statistics also vary: a sample mean, for example, would usually change if you drew a different sample from the same population. A measure of uncertainty is useful only when it matches the quantity you care about.

  • If you want to describe how an estimate changes from sample to sample, look at its standard error.
  • If you want to estimate an unknown population parameter using a frequentist procedure, use a confidence interval.
  • If you want a probability statement about a parameter based on a Bayesian model, use a credible interval.
  • If you want a range for an individual future outcome, use a prediction interval.

Standard error: how much an estimate varies across samples

A standard error (SE) describes the sampling variability of a statistic, such as a sample mean or proportion. It concerns the estimate’s sampling distribution—not the spread of individual observations. Standard deviation describes the spread of data; standard error describes how much an estimate is expected to vary across repeated samples.

For a sample mean under the usual independent-sampling setup, the standard error is the standard deviation divided by the square root of the sample size: SE = s / √n, where s is the sample standard deviation and n is the number of observations. The SE is in the same units as the data. It is affected by both sample size and the underlying variation: greater variation tends to increase it, while a larger sample tends to reduce it.

A smaller standard error generally means a more precise estimate in the same context. It does not mean the observations themselves are less variable, nor does it establish that the estimate is free from bias or other data problems. The UK Health Security Agency’s guidance on bias and uncertainty distinguishes standard error from standard deviation and explains the role of sampling variability.

Confidence interval: a frequentist range for a parameter

A confidence interval gives lower and upper bounds for a population parameter using a statistical procedure with stated coverage properties. The interval is calculated from a sample; its interpretation is about what would happen if the sampling and interval-building procedure were repeated under the relevant assumptions.

For a 95% confidence procedure, about 95% of intervals produced by repeated applications of that procedure would contain the fixed parameter, assuming the model and sampling design are appropriate. The UK Health Security Agency puts it this way: “A 95% confidence interval indicates that, on average, 95% of the intervals will contain the true population value.” See its guidance.

How to interpret a 95% confidence interval

Suppose a procedure produces a 95% interval from one sample. The 95% describes the long-run performance of the procedure, not a 95% probability that this particular interval contains a fixed parameter. In the frequentist framework, the parameter is treated as fixed; the interval would vary from sample to sample.

For a suitable normal-approximation interval, the Office for National Statistics (ONS) gives the calculation as the sample estimate plus or minus 1.96 standard errors for a 95% interval. That multiplier is not universal: the appropriate critical value and standard-error calculation depend on the estimator, design and degrees of freedom. ONS also notes that a 99% interval is wider than a 95% interval. Read its guide to interpreting employment estimates for the method and its context.

That ONS page gives a historical illustration: a UK employment estimate of 32.75 million, with a confidence interval of ±177,000, for July–September 2019. It is an example of interval reporting, not a current employment figure.

Credible interval: Bayesian uncertainty about a parameter

A Bayesian credible interval summarizes uncertainty about a parameter using its posterior distribution. That posterior combines observed data with prior information within a specified model. A 95% credible interval can be interpreted as containing 95% of the posterior probability for the parameter, conditional on that model and prior.

This probability statement differs from the frequentist interpretation of a 95% confidence interval. A credible interval directly describes posterior probability for the parameter under the Bayesian analysis; confidence-interval coverage describes the long-run behavior of a procedure. The UK Health Security Agency’s overview of statistical uncertainty discusses both approaches.

Prediction interval: a range for one future observation

A prediction interval addresses a different target: an individual future observation, rather than an unknown population parameter or the average response. In regression, predicting one new outcome involves uncertainty in the estimated average response and the residual variation among individual observations. The latter adds uncertainty, so a prediction interval is generally wider than an interval for the mean response in the same setting.

The National Institute of Standards and Technology (NIST) explains this distinction in its regression prediction-interval guidance. Use a prediction interval when the question is about a new individual case; an interval for the mean response answers a question about the average instead.

How the four measures differ

Measure Main question What it describes How to interpret it

What these measures can miss

A standard error or interval does not automatically capture every source of uncertainty. Sampling measures can quantify variability due to sampling under a design, but they do not necessarily account for nonresponse, inaccurate answers, processing errors or gaps in coverage. The U.S. Bureau of Labor Statistics (BLS) discusses both sampling and nonsampling error in its Current Population Survey (CPS) documentation.

There is also a difference between uncertainty about a defined quantity and uncertainty about whether the evidence is relevant or complete enough to answer a wider question. The UK Office for Statistics Regulation (OSR) advises presenting relevant uncertainty clearly and accessibly in its guidance on communicating uncertainty. A useful report says what its measure covers, what assumptions it relies on and what limitations remain.

Do not treat overlapping confidence intervals as a significance test

Whether two estimates differ statistically cannot be settled simply by checking whether their confidence intervals overlap. BLS says a formal test is needed for the estimates discussed in its CPS guidance. Design details matter too: BLS warns that its CPS standard errors should not be used to test short-term changes without following the specified CPS documentation.

Choose the measure that matches your question

  • Estimate precision across samples: report the standard error, with enough context to identify the statistic and sampling design.
  • Estimate a population parameter with a frequentist procedure: report a confidence interval and explain its coverage interpretation and assumptions.
  • Summarize Bayesian parameter uncertainty: report a credible interval and identify the model and prior that condition its interpretation.
  • Describe a plausible range for a new individual outcome: report a prediction interval, not an interval for the average response.

Whichever measure you choose, pair it with information about how the data were collected and what sources of error remain outside the calculation.
