Ireland and Britain Hold First Joint Subsea Cable Security Exercise

Ireland and the United Kingdom held their first joint exercise on responding to disruption to undersea communications cables on 30 September 2026. Called Eastern Pearl, it was a desktop simulation—not an at-sea drill—focused on disruption to multiple cables in the Irish Sea, according to The Irish Times.

What happened in Eastern Pearl?

The exercise brought Ireland and Britain together to consider how they would respond if multiple communications cables in the Irish Sea were disrupted. The Irish Times reported that Ireland’s Department of Culture, Communications and Sport and the UK’s corresponding digital, culture and media department took part; a complete participant list has not been made public in the reporting.

Eastern Pearl was a desktop simulation. It did not involve vessels at sea, and the reported scenario was a simulated disruption, not a real cable incident. Public reporting does not detail the scenario’s individual events, evaluation criteria or results.

Why did the two countries hold the exercise?

Eastern Pearl was the first planned exercise under the Subsea Infrastructure Bilateral Collaboration Framework, agreed by the governments in March 2026. The framework is intended to support information sharing and coordinated responses to major subsea communications cable incidents that could affect either country. In their statement, the governments said a series of live exercises would test readiness, with the first planned for September 2026: UK Government statement, 13 March 2026.

The wider policy goal is cooperation across government and with industry. In an April 2026 speech, Ireland’s Defence Minister Helen McEntee said shared awareness among government agencies, private industry and academia was vital to undersea cable security and resilience. Her speech also highlighted regional partnerships and private-sector engagement as priorities: Department of Defence speech, 23 April 2026.

What is—and is not—known about the outcome?

The Irish Times reported Irish Minister Patrick O’Donovan calling the exercise a “key milestone” in cooperation to prepare for disruption to shared critical undersea infrastructure. It attributed to him the view that partnerships with neighbours would help improve the resilience of international subsea telecoms cables serving Ireland, the UK and Europe. Those remarks are reported by the newspaper; an original official transcript was not located.

No public account cited here gives a score, findings, identified vulnerabilities or specific operational changes resulting from Eastern Pearl. The exercise shows that the two governments tested coordination through a simulated incident; it does not establish that a particular weakness was found or resolved.
