What did Iowa approve?
HF 2801 amends Iowa’s MEGA program. The governor’s office said the changes allow one qualifying business in a rural county to receive an incentive of up to 10% of qualifying investment, spread over ten years and transferable. The prior framework described by the state allowed up to 5% each for two eligible businesses, for a combined ceiling of 10% of qualifying investments. The governor’s announcement describes the change as clearing a path for Mesabi Metallics’ proposed Iowa investment.
That statutory ceiling is different from the widely reported $1.3 billion-plus package estimate, and both differ from money the company might ultimately earn. The Associated Press reported more than $1.3 billion in potential public dollars and tax savings; CBS News put the ten-year estimate at $1.36 billion. These estimates are not proof that the full amount will be paid. The award is tied to a qualifying project and performance, rather than being an automatic check when the law is signed.
The Iowa Association of Business and Industry says the project must be placed in service and half its workforce hired before awards, and that locally assessed sales, use and property taxes may be credited or exempted with local approval. Those implementation details are the association’s summary, not the state’s short announcement of the law’s changes.

What is Mesabi Metallics proposing?
The Associated Press identifies Mesabi Metallics as a Minnesota company owned by India-based Essar Group. The White House and company-linked announcement describe an integrated mine-to-steel chain: iron ore from a Minnesota mine would supply a steel complex in Iowa. “Foreign-owned” refers to the reported parent-company ownership; the proposed plant itself would be in the United States.

The White House figures are government-promoted estimates, and the available sources do not include an independent economic-impact study to validate them. The announced job totals also describe different kinds of employment: construction work is temporary, while the 1,750 figure is for planned permanent jobs.
Why is the project politically contentious?
The state held a one-day special session to consider the changes. In a competitive election environment, the proposed jobs have drawn enthusiasm, particularly in southeast Iowa, while the scale and speed of the subsidy decision have prompted criticism. The Associated Press reported Senate passage by a 28–19 vote, as summarized by the Iowa Association of Business and Industry; objections were not confined to one party.

Critics raised questions about how quickly lawmakers reviewed the proposal, the size of the potential public commitment, Iowa’s budget constraints, reported foreign ownership and the timing shortly before early voting. Sen. Kevin Alons, quoted by CBS News, called the political process “breathtaking” and described it as “political extortion.” Sen. Dan Dawson, quoted by the Associated Press, apologized “on behalf of the state of Iowa to the White House,” saying lawmakers must have been misled about the state of negotiations. Those are lawmakers’ characterizations, not findings about the project’s merits or the decision-makers’ motives.
Gov. Reynolds said the changes were “reasonable and limited,” while House Speaker Pat Grassley argued that no performance incentives would be earned until facilities were built and manufacturing jobs delivered. These statements reflect the administration and legislative leadership’s defense of the measure; they do not establish how much support will ultimately be claimed or what the project will deliver.
