An internet faxing service sends and receives fax documents through an online provider, so you can usually use a web browser, phone app, email workflow, or API instead of a traditional fax machine and dedicated fax line. The service connects digital documents to a standard fax number; features and availability vary by provider and plan.
How an internet faxing service works
To send a fax, you typically upload a document, enter the recipient’s fax number, and submit it through the provider’s website or app. Some services also let you send faxes by email or from other applications. The provider routes the document to the recipient’s fax number.

Incoming faxes can be delivered digitally, often as PDFs in an online account or through an email notification. For example, Dropbox Fax describes uploading a document and entering a destination number, and says incoming faxes can be received as PDFs; eFax describes fax-to-email and email-to-fax workflows. These are provider examples, not features guaranteed across the category. See Dropbox Fax and eFax.
What you need—and what you may still need to do
In a typical cloud workflow, the service removes the need to operate a local fax machine or maintain a dedicated fax line, and can avoid fax paper and toner. It does not eliminate every paper-related step: a paper original may need to be scanned or photographed before sending, and a recipient may still print a received document for another process.

What to compare when choosing a service
Start with the requirements of your actual use. An occasional personal user may care most about coverage, page limits, and overage charges; a team may also need user administration, integrations, routing, retention controls, or API access. Provider capabilities and plan terms can change, so check current details directly.
| Compare | What to verify |
|---|---|
| Volume and cost | Monthly inbound and outbound pages, included allowance, per-page overage charges, contract terms, cancellation, and total cost at your expected volume. |
| Numbers and coverage | Whether the service offers the required local or toll-free fax number, supports the destination countries you need, and permits number porting where relevant. Dropbox Fax’s cited page describes availability in the United States and Canada; check its current coverage before relying on it. |
| Ways to send and receive | Web, mobile, email, desktop, or API workflows, as applicable to your use. |
| Team operations | Number of users and fax numbers, shared access, access controls, routing, administration, and audit visibility. |
| Documents and support | Storage, retention, retrieval, export, integrations, and the available customer-support channels. |
| Sensitive information | Data handling, safeguards, agreements, and the responsibilities your organization retains. |
Is internet fax HIPAA-compliant?
Not automatically. The U.S. Department of Health and Human Services (HHS) explains that a cloud provider that creates, receives, maintains, or transmits electronic protected health information (ePHI) on behalf of a covered entity or business associate is a business associate. The parties need an appropriate business associate agreement (BAA), safeguards, and compliance with applicable HIPAA rules. HHS also says organizations should understand the cloud service and conduct their own risk analysis and risk management. See HHS guidance on cloud providers and business associates and HHS guidance on business associate contracts.

Before using a service for ePHI, verify that the applicable plan supports an executed BAA, review its actual contract and security controls, and assess your organization’s own risks and procedures. A provider’s use of the phrase “HIPAA compliant” does not establish that your particular configuration and workflow meet your obligations.
HHS states: “The Security Rule allows for e-PHI to be sent over an electronic open network as long as it is adequately protected.” Its guidance discusses integrity controls and encryption; it does not support reducing compliance to one specific encryption method or treating encryption alone as sufficient. See HHS’s guidance on sending ePHI by email or over the Internet.

What the term does not guarantee
“Internet faxing service” describes a category, not a universal technical standard. It does not guarantee a particular set of apps, a specific country’s number availability, unlimited pages, a certain retention period, or suitability for sensitive data. Confirm the features and terms for the provider and plan you are considering. Claims about savings, reliability, or industry-wide adoption should not be treated as general facts unless they are supported by independent evidence and a stated methodology.
