Internet cookies are small pieces of data that a website asks your browser to store. They keep you signed in, preserve shopping carts and remember preferences. Some cookies—especially cross-site advertising cookies—can also help companies recognize your browser across websites and build profiles. Cookies are not inherently dangerous, but their privacy impact depends on who sets them, how long they last and what they are used to do.
What exactly is an internet cookie?
Technically, a cookie is HTTP state: usually a name-and-value pair sent by a server in a Set-Cookie response header. Your browser stores it and may return it in a later Cookie request header. A simplified exchange looks like this:
As an Amazon Associate I earn from qualifying purchases.
Set-Cookie: session_id=abc123; Secure; HttpOnly; SameSite=Lax
Cookie: session_id=abc123
The value is often an opaque identifier, not your browsing history or a readable profile. The website uses that identifier to retrieve associated information from its own systems. Cookies are small—commonly limited to about 4 KB each, although browser limits vary—and are sent automatically with matching HTTP requests. Browser storage such as localStorage is different: it is not attached to every request automatically. See MDN’s cookie guide for the underlying mechanics.

Why websites use cookies
- Keep you signed in between pages.
- Preserve items in a shopping cart.
- Remember language, region, theme and accessibility settings.
- Maintain progress through a multi-page form.
- Measure traffic, errors and performance.
- Support embedded video, payment, identity, fraud-prevention or social services.
- Record advertising attribution, such as which campaign or referral led to a purchase.
A session cookie that keeps a cart intact has a very different privacy profile from a persistent advertising identifier used across unrelated sites.

The main types of cookies
First-party and third-party (cross-site) cookies
A first-party cookie is associated with the site shown in your address bar—for example, a bank’s login cookie or a retailer’s cart cookie. First-party does not automatically mean harmless: a site can record extensive activity on its own domain, particularly when you are logged in.
A third-party cookie, increasingly called a cross-site cookie, is associated with a different site embedded in or interacting with the page. A page at news.example might load an advertising iframe from ads.example; a cookie belonging to ads.example is third-party in that context. Advertising, analytics, video, payment and identity providers can all use this arrangement. “Third party” describes the browser context, not necessarily separate corporate ownership; two domains owned by one company can still be treated as cross-site. See MDN’s third-party-cookie explanation and Google’s terminology guide.
Session and persistent cookies
Session cookies normally expire when the browser session ends. A browser that restores a previous session can complicate that result, so “session” does not always mean “gone when a tab closes.” Persistent cookies have an Expires or Max-Age attribute and remain until they expire or you delete them. They commonly hold preferences, attribution data or return-visit identifiers.

| Category | Typical purpose | Privacy point |
|---|---|---|
| Strictly necessary | Login, security, cart, load balancing and consent settings | Essential for a requested service, but not automatically privacy-neutral |
| Preference or functionality | Language, region, display and remembered settings | Usually limited to that site, though retention varies |
| Analytics or performance | Traffic and feature-use measurement | Can create behavioral records and involve an external vendor |
| Advertising or marketing | Personalization, conversion measurement, retargeting and audience profiling | Often the highest cross-site privacy risk |
| Social or embedded content | Video, widgets, comments, maps and other external features | The provider may receive information when content loads or is used |
Labels are not standardized. “Functional,” “performance,” “other” and “marketing” can mean different things, so open the vendor list, purposes and retention details instead of relying only on the headline category.

Attributes that affect security and scope
Securesends a cookie only over HTTPS.HttpOnlyprevents ordinary JavaScript from reading it, reducing exposure to some cross-site-scripting attacks.SameSite=Strictrestricts cross-site sending most aggressively;Laxallows some top-level navigation;None; Secureexplicitly permits cross-site use over HTTPS.DomainandPathlimit where the browser sends the cookie.ExpiresandMax-Agecontrol persistence.Partitionedstores a cross-site cookie in a separate partition for each top-level site, reducing cross-site recognition.
These controls improve security and privacy, but a stolen session cookie can still enable account impersonation even when it contains no password. Technical details are documented in MDN’s cookie security guidance.
How cookies affect online privacy
Cross-site recognition and profiling
If the same provider is embedded on many sites, a cross-site cookie may let it recognize one browser across those sites. The provider can combine visits and other signals to infer interests, shopping behavior, location, habits or likely demographics. The cookie may hold only a random ID; the associated profile is generally stored server-side.
Advertising and data sharing
That profile can support targeted ads, retargeting and conversion measurement. Data may be shared among analytics, advertising, measurement, fraud-prevention and technology providers according to the site’s disclosures and contracts. An identifier can become linked to a person when you log in, submit an email address or are matched with another identifier.
First-party tracking
Blocking cross-site cookies does not stop tracking on the site you are visiting. A large platform can build a detailed first-party record through its own cookies, account activity and server logs.

Risks beyond advertising
Unexpected exposure of sensitive interests, excessive profiling, breaches and decisions based on inferred information can all create harm. Cookies are one input among many; pixels, scripts, URL parameters, fingerprinting, server-side identifiers and account data can support the same outcomes. The U.S. Federal Trade Commission’s overview explains collection beyond cookies.
Are cookies dangerous?
| Cookie or use | Typical benefit | Main concern |
|---|---|---|
| Login or session | Keeps you signed in | Theft can enable account impersonation |
| Shopping cart | Preserves cart contents | Usually limited, but still identifies a browser |
| Preference | Remembers settings | May persist longer than expected |
| Analytics | Helps improve a site | Behavioral data collection |
| Advertising | Measures or personalizes ads | Cross-site profiling and data sharing |
| Embedded service | Enables video, maps, payments or social features | An external provider may receive page or device data |
The practical question is purpose, scope and controls—not whether a cookie exists at all.
What cookie-consent banners really mean
A banner is a disclosure and choice interface, not proof that a site is privacy-friendly. “Accept all” may authorize optional analytics or marketing technologies. “Reject all” normally leaves necessary cookies in place. A useful preference center identifies purposes, vendors, retention periods and categories, and makes rejection no harder than acceptance. The FTC PrivacyCon evaluation found that confusing or preselected interfaces can steer users toward acceptance; see the FTC PrivacyCon evaluation.
Legal treatment depends on location, purpose and technology. The EU GDPR/ePrivacy framework, the UK PECR and California’s CCPA/CPRA do not create one global rule. UK guidance distinguishes strictly necessary technologies from optional ones, while other jurisdictions use different tests. A privacy policy alone may not satisfy a jurisdiction that requires prior consent. Consult the applicable regulator’s guidance, including UK ICO cookie guidance. Cookie walls—requiring acceptance or payment—also have jurisdiction-specific legal outcomes.
How browsers handle cookies today
Firefox
Firefox enables Total Cookie Protection by default, partitioning third-party cookies by the top-level site. Enhanced Tracking Protection’s Strict mode blocks more trackers and can break embedded services. Current controls and exceptions are described in Mozilla’s support guide.

Safari
Safari’s Intelligent Tracking Prevention applies strong cross-site tracking restrictions. Its behavior and Storage Access API exceptions differ between macOS and iOS; check the controls for your specific release rather than assuming a Chrome-style switch. See MDN’s browser-context overview.
Chrome
Chrome’s current approach is not “all third-party cookies are gone.” Google maintains a user-choice model, while Incognito blocks third-party cookies by default and browser settings, experiments or enterprise policy can impose restrictions. Privacy Sandbox documentation covers partitioned cookies (CHIPS), Storage Access and migration testing: current policy, cookie technologies and preparation guidance.

Private browsing mainly limits history and some local data retained after the session. It does not make you anonymous to websites, employers, internet providers, logged-in services or every tracker. The ICO’s public guidance explains these limits.

- Choose “Reject optional,” “Customize” or equivalent instead of automatically accepting everything.
- Block or restrict third-party cookies in your browser.
- Use a browser with built-in anti-tracking protections.
- Delete cookies periodically, accepting that you may be signed out and lose preferences.
- Use separate profiles or containers for work, shopping and personal activity.
- Review extension permissions and remove extensions you do not need.
- Stay logged out of major platforms when cross-site separation matters.
- Use private browsing for local-device privacy, not anonymity.
- Block scripts or trackers when appropriate, then allow trusted sites if functionality breaks.

What deleting cookies cannot do
Deleting local cookies removes browser identifiers and often signs you out, but it does not erase a website’s server-side records or advertising-company profiles. Recognition can continue through logged-in accounts, first-party identifiers, pixels, scripts, fingerprinting, URL parameters, email or advertising IDs and data obtained elsewhere. Rejecting cookies therefore does not block every tracker.
Likewise, cookies do not normally contain your complete browsing history. They may identify a browser while the associated activity is held on servers. A VPN can change apparent network location, but it does not remove cookies, account-based tracking or fingerprinting.
Inspect cookies yourself
In Chrome, open Developer Tools → Application → Storage → Cookies. In Firefox, open Developer Tools → Storage Inspector → Cookies. For each entry, check its name, domain, path, expiration, Secure, HttpOnly and SameSite attributes, and whether it belongs to the top-level site or an embedded provider. The relevant browser tooling is documented in MDN’s guide.
Advice for website owners
- Use first-party cookies only when a documented service need exists, and minimize retention.
- Set
Secure,HttpOnlyand an appropriateSameSitevalue; never put sensitive personal data directly in cookie values. - Inventory embedded vendors and test the site with third-party cookies disabled.
- Do not load optional analytics or marketing technologies before valid consent where applicable.
- Provide clear purposes, vendors, retention periods and an easy withdrawal path.
- For legitimate cross-site functions, evaluate partitioned cookies (CHIPS) or the Storage Access API.
A consent-management platform can scan technologies, present choices and record consent, but it does not make a site automatically compliant. The owner remains responsible for classification, regional configuration, blocking, withdrawal and applicable law. Commercial options include Cookiebot, OneTrust and CookieScript; CookieScript pricing figures reported in a historical Google document are not current price guarantees (source).
A practical privacy rule
Keep cookies needed for a service, reject optional cookies when the site allows it, and block cross-site cookies if privacy matters more to you than maximum convenience. Expect occasional breakage, use narrowly scoped exceptions, and remember that cookies are only one part of online tracking.
