The Internet Cache Protocol (ICP) lets web caches ask neighboring caches whether they have a requested object. It helps a cache decide where to fetch that object; it does not normally transfer the object itself. HTTP remains the transfer mechanism. ICP version 2 (ICPv2) is documented in the informational RFC 2186, which describes deployed practice rather than defining an Internet standard.
What ICP does in web caching
A web cache first checks whether it already has the requested object. If it does not, it can send ICP queries to neighboring caches. Those caches reply with results such as HIT or MISS, giving the querying cache a hint about where the object may be available. The cache can then retrieve it from an appropriate source using the ordinary web-transfer path.

ICP is therefore a coordination layer between caches, not a substitute for HTTP. A HIT response signals availability; it does not mean that the object has been delivered in the ICP message.

How a cache uses ICP
- Check locally. The cache looks for the requested object in its own storage.
- Ask neighbors. If it misses, it can query nearby caches, which may be configured as parents or siblings. A parent is higher in the cache hierarchy; a sibling is at the same level. A neighbor or peer is one hop away.
- Choose a retrieval path. Replies help the cache decide where to request the object. ICP is intended to make this discovery quick; RFC 2186 describes a typical exchange window of one or two seconds before retrieval elsewhere begins. That is a design-era description, not a current performance guarantee.
- Retrieve the object. The selected source transfers the object through the web-transfer mechanism, ordinarily HTTP.
ICP messages and their format
RFC 2186 describes ICPv2 messages as a 20-octet fixed header followed by a variable-length payload. The header carries fields including the opcode, version, message length, request number, options, option data, and sender host address. Values are encoded in network byte order, and the maximum message length is 16,384 octets. Depending on the opcode, the payload most often contains a null-terminated URL string. These are protocol specifications in the 1997 RFC, not measurements of present-day cache performance.
#1 Best Overall
- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
The message vocabulary includes HIT, MISS, and error-related opcodes. These report a cache’s response to a query; they should not be confused with the transfer of the content.
Why ICP commonly uses UDP
RFC 2186 describes UDP as common practice, while noting that ICP is not restricted to UDP. The RFC’s design rationale is that a cache query needs a quick response and UDP avoids TCP connection overhead. A missing reply can also indicate a failed or congested path. These points explain the protocol’s original rationale; they do not guarantee a speed advantage in a current deployment.

Because UDP is connectionless, ICP also has operational and security considerations. RFC 2187 discusses these alongside the effects of cache hierarchy and configuration. An unanswered query is not, by itself, proof that a neighboring cache is unavailable.
ICP’s limits and security concerns
It is not an Internet standard
RFC 2186 explicitly says it documents ICPv2 as implemented in proxy cache packages and does not specify an Internet standard. The document is informational, so implementations and current support should be checked in the documentation for the particular cache software in use.

Embedding objects in ICP replies is discouraged
RFC 2186 warns against ICP_OP_HIT_OBJ, which places object data in an ICP reply. Doing so bypasses standard HTTP processing, including authorization and age validation, and can create messages large enough to fragment over UDP. The RFC does not recommend this use.
Benefits depend on the cache setup
ICP is not automatically beneficial. RFC 2187 says it may be a “net win” in some situations and a “net loss” in others. Its value depends on the cache configuration and the costs of querying neighbors versus retrieving directly. The RFCs establish the protocol’s design and caveats, but do not establish current adoption or performance across today’s cache products.

ICP compared with HTTP
| Protocol | Role in this context | What it carries |
|---|---|---|
| ICP | Cache-to-cache coordination | Queries and replies about whether a neighboring cache may have an object |
| HTTP | Web object transfer | The requested object and related HTTP processing, including authorization and age validation |
For broader context, RFC 3040 places ICP within a wider taxonomy of web replication and caching mechanisms. The key distinction remains that ICP helps locate a possible cache source, while HTTP carries the content.
