It helped make the platform’s rules a public issue and contributed to pressure for exceptions covering contexts such as breastfeeding, health and protest. But the movement did not end Instagram’s general restriction on visible female nipples: the latest directly verifiable policy description, published by the Oversight Board on June 3, 2025, still describes them as generally prohibited.
What does “Free the Nipple” mean?
“Free the Nipple” is a feminist and bodily-autonomy campaign against treating women’s toplessness as inherently more sexual or unacceptable than men’s. On Instagram, its most visible demand was for the platform to stop allowing men to show nipples while generally restricting images of visible female nipples.
The argument was broader than whether someone could post a topless photograph. Campaigners said gendered rules police women’s bodies and can suppress nonsexual images used for breastfeeding, medical information, protest, art and cultural documentation. Critics of the rules also questioned why the same visible anatomy should be treated differently according to a person’s sex or gender.
Meta, Instagram’s parent company, has framed nudity restrictions in terms that include safety, exploitation and age-appropriate content. That rationale points to a real moderation challenge: a platform needs to address sexual exploitation and non-consensual imagery, but a broad rule can also capture material whose meaning is medical, political, cultural or personal rather than sexual.

Where did the campaign come from?
The modern movement is commonly associated with filmmaker Lina Esco’s 2012 documentary Free the Nipple. The slogan gained wider attention around 2013, when Facebook removed clips associated with Esco’s film, according to The Guardian. The controversy built on earlier activism, including breastfeeding advocates’ challenges to social-media removals. It was never simply a campaign invented by Instagram users or celebrities.
Social platforms helped spread the message while also becoming places where it was contested. Their rules affected which images could circulate, and individual removals made those rules visible to users who might otherwise never read a policy page.
Why did Instagram become a battleground?
Instagram is built around images, so its nudity rules had immediate and highly visible consequences. Campaigners pointed to an apparent asymmetry: images of male chests were generally treated differently from images showing visible female nipples. Breastfeeding, mastectomy and other health-related images could also be caught up in enforcement, even when the post was not sexual.
The dispute was about both the written standard and how it was applied. Automated systems may flag nudity without understanding context; user reports can prompt review; human reviewers may interpret the same image differently; and exceptions may depend on the caption or other surrounding information. A post can be restored after review without the general rule having changed.

That context matters when describing the campaign. Saying simply that Instagram “banned breastfeeding” or that every topless image was prohibited would overstate the case. Breastfeeding imagery was historically subject to removals, and platform rules later recognized an exception, but individual decisions could still be inconsistent.
Incidents that brought the dispute into public view
Scout Willis’s 2014 protest
In 2014, Scout Willis walked topless in New York, where female toplessness is legal, and used Twitter to draw a contrast with Instagram’s rules. Her protest framed the issue as body policing and gender equality. TIME’s contemporary coverage documented the comparison and the response it attracted.
Chelsea Handler’s 2014 post
After Instagram removed a topless image she posted, Chelsea Handler criticized the gender distinction by comparing it with a topless photograph of Vladimir Putin. The episode became a prominent example in coverage of the platform’s treatment of men’s and women’s bodies. TIME reported on the dispute.
Celebrity visibility and its limits
Disputes involving Rihanna, Miley Cyrus, Kendall Jenner and other public figures helped draw attention to the issue. They show how celebrity posts could make enforcement a mainstream story, but they do not represent the movement’s full constituency. Breastfeeding parents, people sharing medical experiences, activists, artists and users whose gender does not fit a binary policy framework were also affected.

Micol Hebron’s nipple stickers
In 2015, artist Micol Hebron created stickers depicting male nipples for users to place over female nipples in photographs. The gesture satirized a rule that treated visually similar anatomy differently. The Guardian reports that Hebron later met Instagram representatives and influencers in 2019.
Breastfeeding and breast-cancer imagery
Breastfeeding advocates and breast-cancer survivors raised concerns about removals of images documenting nursing, treatment and recovery. Meta’s rules came to recognize specific exceptions involving breastfeeding and health-related imagery, including post-mastectomy and breast-cancer-awareness content. The Oversight Board’s Breast Cancer Symptoms and Nudity decision examines the platform’s handling of breast-cancer-awareness material and concerns about automated enforcement.
What changed—and what did not?
Over time, Meta’s rules recognized exceptions for some kinds of content that had been caught by broad nudity enforcement. These include breastfeeding and certain medical or health contexts, as well as acts of protest. Some material may remain online with a sensitive-content label or age restriction rather than being freely visible to every user.
Those exceptions are meaningful, but they are not equivalent to a general right to post visible female nipples in nonsexual contexts. Nor does an exception guarantee a predictable outcome: a post may be misclassified, reviewed without its full context, or treated differently from a similar image. A restoration on appeal can correct an individual mistake without changing the underlying policy.

What the Oversight Board decided in 2023
On January 17, 2023, Meta’s Oversight Board ruled on two Instagram posts from a U.S.-based transgender and non-binary couple. The posts showed bare chests with nipples covered, discussed transgender healthcare and raised money for top surgery. Meta removed the posts under a sexual-solicitation rationale, then acknowledged the removals were errors and restored them. The Board overturned the original decisions and criticized the policy framework that had led to them.
The Board found that the rules relied on a binary distinction between male and female bodies and were unclear and impractical when applied to transgender, non-binary and intersex people. It also identified a mismatch between Meta’s public explanation and internal guidance, and noted repeated cases in which automated systems flagged content that did not ultimately violate the rules. The Board said the policy could create disproportionate barriers for women and transgender and non-binary users.
It recommended clear, objective criteria for adult nudity that respect human rights. That recommendation was not a court order, did not itself rewrite Instagram’s policy, and did not require Meta to allow every topless image. The Board’s full decision and announcement distinguish the individual restorations from the broader policy changes it sought.

On June 3, 2025, the Oversight Board issued a decision about four cases involving partially nude Indigenous women in nonsexual cultural contexts. It overturned Meta in three cases and upheld the decision in one. The cases included images involving Himba people from Namibia and a Yanomami image that Meta had left online under a newsworthiness rationale.

The Board criticized Meta’s reliance on ad hoc “spirit of the policy” and newsworthiness allowances, arguing that the public rules lacked a clear exception for Indigenous cultural nudity. It also described errors involving cultural context and the identity of a person shown, alongside difficulties for both automated systems and human reviewers in assessing consent and meaning. The decision shows why a simple question of whether skin is visible can miss the harder question: what the image documents, and whose standards define whether it is acceptable.
What Instagram allows now, according to the latest directly verifiable description
The latest directly verifiable policy description here is the Oversight Board’s June 3, 2025 decision, which quotes Meta’s rules. It says Meta updated the wording from “uncovered female nipples” to “visible female nipples” on May 14, 2025, and introduced new restrictions for users under 18. The table summarizes the framework described in that decision; it is not a guarantee that any individual post will remain up or be unrestricted.

“Allowed” does not necessarily mean unrestricted: a post can receive a sensitive-content screen, an age restriction or reduced visibility, or be escalated for review. A protest image can still be misclassified, and captions or surrounding context may influence how a post is assessed. Did the campaign succeed?
Its record depends on what counts as success. The campaign clearly brought public attention to gendered nudity rules, and pressure around particular cases contributed to a debate about exceptions and enforcement. Breastfeeding and some health-related contexts gained recognition in the policy framework. The Oversight Board’s 2023 decision put the problems of binary assumptions and unclear guidance on the record, while its 2025 decision exposed gaps around Indigenous cultural imagery.
