Java Card is a specialized Java-based platform for running applets on smart cards and other secure elements. Its Classic Edition uses a dedicated virtual machine (VM), runtime environment, and API designed for constrained, security-sensitive hardware—not a full desktop JVM that can be installed on any battery-less microcontroller. Battery-less operation is a property of some target hardware, not a defining requirement of Java Card.
What Java Card is—and what its VM does
Oracle describes Java Card technology as combining a subset of Java with a runtime optimized for secure elements such as smart cards and other tamper-resistant security chips. A device vendor supplies the Java Card runtime and VM implementation; applications run as applets within that environment.

That distinction matters: Java Card is neither a general-purpose operating system nor a standard desktop Java environment for arbitrary microcontrollers. An ordinary microcontroller is not automatically compatible just because it has limited power or memory. It needs a suitable Java Card implementation, and the applet must use interfaces and capabilities supported by that implementation.

How the Classic Edition is organized
The Classic Edition specification is divided into three related parts. Together they define the platform, but they describe different responsibilities:

- Virtual Machine Specification: defines the Java Card VM that executes applets.
- Runtime Environment Specification: defines runtime behavior and services.
- API Specification: describes the interfaces applications can use.
This specification family supports cross-platform and cross-vendor applet interoperability. It does not make every card’s feature set identical: the actual capabilities depend on the vendor’s implementation and the device.
What Java Card 3.2 adds
As of October 2026, Oracle presents Classic Edition 3.2 as its current Java Card specification family. Its release notes highlight configurable logical-channel support, APIs for TLS 1.3 and DTLS 1.3 key-schedule operations, and an API for clearing a biometric template. They also identify Elliptic Curve Blinded Diffie-Hellman and Elliptic Curve Schnorr Digital Signature Algorithm additions as preview features. Preview status is not the same as a generally available, stable capability; check the release notes and the target product documentation before relying on any feature (Oracle Java Card 3.2 Release Notes).

Specification and tool-kit versions should not be conflated. Oracle’s downloads page lists Java Card 3.2 specifications and Development Kit 25.1 items, while its 3.2 documentation and release material refer to Development Kit 26.0. Those labels describe different things: a specification version defines the platform, while a kit version identifies development tools. Confirm the supported specification and APIs for the target card rather than assuming that a particular kit version guarantees compatibility (Oracle Java Card Downloads).

Oracle’s Java Card Development Kit includes tools to convert and verify applications, plus a simulator/reference environment for development, testing, and debugging. Oracle says the tools support products based on Java Card specification versions 3.2, 3.1, 3.0.5, and 3.0.4 (Oracle Java Card Development Kit documentation).

- Choose the target first. Identify the card or secure element and the Java Card version, APIs, and optional features it supports.
- Build against the matching platform. Use the Development Kit tools to convert and verify the applet for the target’s supported environment.
- Develop and debug in the simulator. Oracle documents a simulator/reference environment for application development and testing. The cited documentation does not establish that a physical reader is mandatory for this workflow.
- Validate with the implementation vendor. For deployment, check the card vendor’s documentation for supported features and its applet loading, provisioning, and lifecycle arrangements.
A simulator is useful for development, but it does not prove that a physical card has the same optional capabilities, security properties, or deployment process. Those depend on the actual implementation.
Standards and common secure-element uses
Oracle’s development documentation describes Java Card APIs as compatible with secure-element standards such as ISO 7816 and mobile-communications standards from ETSI/3GPP. It also says that industry-specific standards, including EMVCo and GlobalPlatform, refer to Java Card (Oracle Java Card Development Kit documentation).

These are standards relationships, not blanket certifications. They do not mean every Java Card product supports every listed standard, is certified for payment use, or can substitute for any other secure element. Verify the specific product’s supported standards and applicable certifications for the intended deployment.
What “battery-less” means here
Some smart cards and host-powered secure elements operate without their own battery, which makes “battery-less” a plausible description of the hardware context. But the Java Card VM specification does not define the platform by battery-less operation, and Java Card compatibility does not imply that every target microcontroller lacks a battery. The VM and runtime describe the software environment; power architecture belongs to the hardware design.

What to check when choosing a target
There is no universal Java Card device ranking in the specification. Evaluate a particular implementation against the demands of the applet and deployment:

- Cryptography and communications: verify the exact algorithms and protocol-related features available; do not assume optional or preview features are implemented.
- Logical channels: check whether channel support and configuration fit the application.
- Hardware and interface: account for the card interface and available memory constraints.
- Provisioning and lifecycle: learn how applets are loaded, managed, and updated on that product.
- Security assurance: check the product’s security certifications for the use case rather than inferring certification from Java Card support.
