The practical security goal is to limit what an influenced model can reveal or do, using application controls that do not depend on the model obeying a prompt.
What is prompt injection?
Prompt injection occurs when input changes an LLM’s behavior or output in an unintended way. The input can be a direct user message, or it can be content the application retrieves or processes on the user’s behalf. An instruction does not have to be visible to a person reviewing the page or file to affect what the model receives.

OWASP’s LLM01:2025 Prompt Injection describes examples including hidden instructions on a webpage, altered documents retrieved by a retrieval-augmented generation (RAG) application, instructions split across parts of a resume, and instructions embedded in an image for a multimodal model. These are different routes into the model, so checking only the visible chat message leaves other content channels unexamined.

The terms are sometimes used interchangeably, but they are not identical. Prompt injection is the broader manipulation of model behavior through input. A jailbreak is a type of attack that tries to get a model to disregard its safety protocols. An injection can instead aim to change an answer, influence a decision, or trigger an action without being a jailbreak in that narrower sense.

Why can’t an instruction reliably make the model ignore attacks?
A system or developer instruction such as “ignore malicious content” can guide a model, but it is not an authorization check. LLM behavior is influenced stochastically, and OWASP’s LLM01:2025 Prompt Injection says: “Given the stochastic influence at the heart of the way models work, it is unclear if there are fool-proof methods of prevention for prompt injection.” That is a statement about the limits of dependable prevention in current guidance, not proof that every future model or defense must fail.
This does not make defenses pointless. Prompt design, filtering, output checks, and model training can reduce risk, but they should not be treated as guarantees. OWASP also cautions that RAG and fine-tuning do not fully mitigate prompt injection. The stronger design is to assume an input may influence the model and constrain the consequences.

What can an injection do in an LLM application?
The impact depends on the application around the model: what information it can access, what tools it can call, and how much autonomy it has. OWASP identifies possible outcomes such as sensitive-data disclosure, manipulated outputs or decisions, unauthorized function access, and commands that affect connected systems. A model limited to drafting text has a different risk profile from one able to access private records or operate tools.
Which controls reduce the risk?
Controls work at different boundaries. Model instructions and content handling can influence behavior; application code can enforce permissions and validate actions. The distinction matters: behavioral guidance is not a substitute for a deterministic check before sensitive data is accessed or a tool call is executed.
Rank #3
| Control | Boundary it addresses | Practical application |
|---|---|---|
| Least privilege | Tool access and downstream systems | Give the model only the permissions and functions required for the task; enforce authorization in application code. |
| Separation of untrusted content | Input and instruction boundaries | Mark external material as untrusted and keep it distinct from system and developer instructions where possible. Delimiters help express the boundary but do not guarantee that the model will respect it. |
| Deterministic validation | Outputs and tool invocation | Specify acceptable output formats and validate them in code. Treat proposed tool calls as security-sensitive rather than executing them solely because the model requested them. |
| Human approval | High-impact actions | Require review before consequential operations, such as sending or deleting messages. |
| Adversarial testing | Trust boundaries and permissions | Use regular penetration testing and attack simulations to check how the application behaves when inputs are hostile. |
| Secret handling and independent authorization | Prompts and protected data | Keep credentials out of prompts. Do not rely on a system prompt being secret or serving as a security control; enforce authentication and authorization independently. |
These measures reduce exposure and potential harm; the cited OWASP guidance does not establish comparative success rates for them. Choose and test controls according to the data and actions the application exposes, rather than treating any one filter or prompt pattern as a complete defense.
What does least privilege look like for an AI agent?
Consider an email assistant that needs to read messages. If it also has permission to send mail, a malicious message could influence it to search the inbox and forward sensitive information. OWASP’s LLM06:2025 Excessive Agency uses this kind of scenario to illustrate why capability matters as much as model behavior.
Rank #4
- If the task only requires reading, provide read-only access and omit send capability.
- If sending is necessary, require the user to review each outgoing message before it is sent.
- Apply access controls in the application or connected service, not only through instructions asking the model to behave safely.
Restricting the agent’s authority does not prove that an injection has been blocked. It limits the reach of a compromised or misdirected action.
How should teams judge a prompt-security design?
Assess the whole path from content to consequence. Identify what sources the model reads, which tools it can invoke, what data those tools expose, and which actions require human approval. Then test whether authorization and validation still hold when the model receives adversarial content. A security design is more defensible when a mistaken model response cannot by itself bypass application permissions or trigger a high-impact action.
