Ingesting YouTube Transcripts at Scale for RAG (and the 3 Things That Break It)

The official YouTube Data API lists caption tracks but does not return transcript text, and downloading text requires OAuth and edit permission. Here is how to build a permissioned RAG pipeline around that, and the three points where it breaks.

The official YouTube Data API can list the caption tracks attached to a video, but it does not return transcript text, and its download method only works for videos the caller is permitted to edit. A RAG pipeline built on YouTube transcripts is therefore a permissioned data pipeline. It needs separate stages for finding tracks, retrieving only the captions you are authorized to retrieve, recording where each transcript came from, and evaluating retrieval on real questions.

Three breakpoints recur in this design: track metadata gets mistaken for text, the download route is assumed to work for videos the caller cannot edit, and missing or inaccessible tracks are counted as successful ingestion. Google’s and OpenAI’s documentation establish these as breakpoints. Neither publishes error rates, so this article does not rank them by how often they occur.

Does the YouTube Data API return transcript text?

No. Transcript access is split across two calls with different permissions and costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Method What it returns Authorization Quota cost per call
captions.list The caption tracks associated with a video, with track properties such as language, track kind, and last-updated time. It contains no caption text. Not stated in Google’s caption documentation 50 units
captions.download The contents of one specified caption track. A translated language can be requested with tlang. OAuth, with permission to edit the video 200 units

Two details matter for pipeline design. The track properties include a track kind, and the API describes ASR as a track generated by automatic speech recognition, so platform-generated captions can be separated from other tracks when the source exposes that field. The download method also returns distinct error types for forbidden requests, missing caption IDs, and conversion failures, which is what makes the outcome states described later possible to record.

Budget the calls per video. One list call plus one download per video is 250 units with the documented costs. For 1,000 videos where you hold edit permission and fetch one track each, that is 250,000 units. The budget applies only to that authorized corpus, because the download fails for everything else.

Can I download captions for any public YouTube video with an API key?

No. An API key or a video ID does not establish access to a caption track’s contents. The download method requires OAuth and permission to edit the video, so the official route covers videos your organization owns or that a creator has authorized your account to edit. It does not cover a public video you can only watch.

What YouTube’s Terms of Service add

The Terms of Service restrict automated access to the service. The numbered restriction reads, in part:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

access the Service using any automated means (such as robots, botnets or scrapers) except: (a) in the case of public search engines, in accordance with YouTube’s robots.txt file; (b) with YouTube’s prior written permission; or (c) as permitted by applicable law;

The Terms also restrict downloading or otherwise using content unless the service permits it, YouTube gives written permission, or applicable law allows it. Those are platform rules. Whether a particular use is lawful depends on jurisdiction and facts that the Terms do not settle. The Terms are also published in regional versions, so check the version that governs your account, and get legal review before building a corpus from videos you do not control.

Corpora that can be defended

  • Videos owned by your organization, where your account holds edit permission and can use the official download route.
  • Videos from creators who have authorized you, ideally in writing. The official route still requires OAuth tied to an account with edit permission.
  • Any other corpus only where you have a documented permission or legal basis confirmed by counsel.

For every video, store the video ID, the channel or source identity, the collection time, and the authorization record that justified collecting it.

How do I get YouTube transcripts at scale for RAG?

Build the pipeline as separate stages, each with its own input, output, and failure states. Scale comes from job design rather than from any single API call.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 1: Set the permitted corpus

Define the allowed video set before any job runs, as a register keyed by video ID. A job that cannot find a video in the register should stop, not fall through to a download attempt.

Step 2: List tracks, then fetch only authorized ones

Run captions.list for each registered video and store the track records as metadata. Create one fetch job per track you intend to download, keyed by video ID, track ID, and requested language. Only permitted jobs call captions.download. Make jobs idempotent: a rerun with the same key should overwrite or skip the existing output, never duplicate chunks.

Step 3: Retry selectively and put jobs on a queue

Retry transient failures with bounded exponential backoff and a hard retry cap, and classify each error before deciding whether to retry. Treat forbidden and not-found responses as terminal for that track, because a retry will not change a permission decision or restore a missing track ID. Put fetch jobs on a queue so that quota or rate limits slow the pipeline instead of crashing it. Emit a counter for each outcome state listed later in this article; those counters tell you whether the pipeline is failing or simply finding no captions. Backoff, queueing, and idempotency are standard engineering choices. The official documentation does not establish specific limits or a tuned configuration for any library or hosting setup.

Step 4: Normalize without erasing timing

Normalize whitespace and caption artifacts, but keep each segment’s start and end times and any speaker cues the track contains. Timestamps are what let a RAG answer point back to the moment in the video. Store the raw track text alongside the normalized version so that normalization can be rerun and audited.

The three things that break ingestion

Each breakpoint looks like success from the job’s point of view until bad data reaches the index, which is why each needs an explicit check.

1. Track metadata is mistaken for transcript text

A successful captions.list response means the video has tracks, not that you have text. A pipeline that marks a video as ingested after the list call ends up with documents that have a title and no transcript, and the retrieval layer has nothing to cite. Make text presence a separate check after a successful download, and count a video as ingested only when it has at least one non-empty normalized segment.

2. The download route is assumed to work for videos you cannot edit

A pipeline validated on videos that the authorized account can edit can look correct until it runs against a wider list. Then the same call fails with a forbidden error for every video the account does not control. Check the permission register before any download, and map forbidden responses to a visible “not permitted” state rather than a generic failure, so corpus gaps can be counted.

3. Missing or inaccessible tracks are counted as successful ingestion

When a video has no track, a caption ID no longer resolves, or a conversion fails, a job that catches the error and moves on can still report the batch as complete. The index then grows while coverage shrinks. Give each state its own record, as set out in the next section, and report coverage as the share of registered videos that have usable text in each state, not as a job completion rate.

What happens when a video has no captions?

It should be recorded as a distinct outcome and never indexed as an empty transcript. The documented error names come from the caption download reference. The remaining states are outcomes your pipeline defines.

State What triggers it What to record Next action
no_track captions.list returns no tracks for the video Video ID, list time, state Skip for this run; recheck only if your corpus policy calls for it
forbidden Download is rejected because the caller cannot edit the video Video ID, track ID, error type Terminal for this credential; route to a permitted path or drop from the corpus
not_found The caption ID no longer resolves Video ID, track ID, error type Relist; if the track is gone, record no_track
conversion_or_language_failed Download fails during conversion, or the requested tlang language is unavailable Requested language, error type Log it; do not silently substitute another language
empty_or_invalid Download succeeds but normalization yields no usable segments Track ID, state Quarantine for review
asr_platform The track kind is ASR Track kind, language Index with that label and keep it distinguishable in evaluation
asr_fallback A separate transcription system ran on audio you are permitted to process Provider, method, status (started, completed, or failed) Index only under its own source label

Label every transcript by source

Provenance has to survive into the index. Store one of these labels with every chunk.

Source How it is obtained Label to store
Caption track with a track kind other than ASR captions.download, with authorization caption, non-ASR track
Platform-generated track captions.download on a track whose kind is ASR caption, ASR
Translated track captions.download with tlang translated (machine translation), with requested and returned language recorded
Third-party transcription A separate ASR system run on permitted audio fallback ASR, with provider and method recorded

Google describes the translated output as machine translation, so downstream users should not read it as a creator-authored caption.

Fallback ASR and hosted services

For a video with no accessible caption track, a separate transcription step is the only remaining route to text, and it is valid only where you hold rights to access and process the audio. Some hosted services advertise ASR for videos without captions, asynchronous webhook processing, and batch handling. Those are the vendor’s own feature claims. Before depending on one, assess the rights basis for the audio, transcription quality on your content, error behavior, data retention, and cost, and confirm whether source media or derived transcripts leave your environment. Nothing in Google’s or OpenAI’s documentation validates any provider’s accuracy or legal permissibility.

How should I chunk YouTube transcripts for RAG?

Start from the questions your users will ask, not from a default size. The best-documented defaults come from OpenAI’s vector-store API reference. Its automatic chunking strategy documents a maximum chunk size of 800 tokens and an overlap of 400 tokens. Its static strategy is configurable, with an overlap that cannot exceed half the maximum chunk size. These are product settings. Neither OpenAI’s reference nor Google’s documentation shows that they suit transcript text, and no published measurement identifies an optimal chunk size for YouTube transcripts.

Chunk on segment boundaries and time windows

Transcripts are timed, so each chunk should carry a start and end time. Where the track provides natural boundaries, such as segment breaks or speaker cues, prefer them over a fixed token count. Then cap chunk length so that a long monologue does not become one block that retrieval cannot pinpoint. Use overlap only where a cut would separate a question from its answer.

Fields each chunk should carry

  • Video ID and channel or source identifier
  • Track ID, track kind, and language, with translated output flagged
  • Start and end timestamps within the video
  • Retrieval time and the pipeline version that produced the chunk
  • A reference to the authorization record
  • Normalized text and the IDs of the segments it was built from

Evaluate chunk strategies on your own questions

Build a set of real questions with known answer locations, then compare chunking strategies on four measures: retrieval relevance, whether the returned timestamp lets a reader find the answer in the video, loss at chunk boundaries, and duplicated context from overlap. Evaluate ASR tracks and non-ASR tracks separately, because transcription errors will otherwise look like retrieval failures.

Choosing an ingestion path

Compare options on these seven axes. A hosted service that returns text does not settle the permission questions in the first row.

Axis What to check
Permission model Editable tracks, written permission, another documented basis, or an external service’s asserted access method
Coverage Manual captions, ASR captions, languages, translated tracks, and videos with no track
Provenance Whether the pipeline can distinguish human-provided captions, platform ASR, translation, and fallback ASR
Operational behavior Batch and async support, documented rate limits, retry semantics, stable error types, and observable failure rates
RAG usefulness Timestamps retained, language metadata, chunk boundary quality, and retrieval on representative questions
Data governance Retention, deletion, access controls, and whether media or transcripts go to an external provider
Cost and change risk Quota or usage cost, and the chance that an undocumented extraction method stops working
