Infrastructure has grown from the equipment and facilities an organization owns or leases into the physical, virtual, and managed capabilities it combines to run workloads. That is a useful way to read Adreet Gogoi’s “shift” thesis—not a claim that every organization has followed the same path or that physical engineering has become irrelevant.
What changed in the meaning of infrastructure?
In a traditional data-center view, infrastructure meant the physical foundation: facilities, racks, servers, switches, cabling, power, and cooling. Planning centered on how much capacity to install, where to place it, and how to keep it available.

Virtualization added an intermediate layer. Compute, storage, and networking could be represented as logical resources that teams shared and allocated without treating each physical device as a dedicated workload environment. The hardware remained, but the way people requested and managed capacity began to change.
Today, infrastructure can also mean the configurable capabilities an organization assembles across physical systems, virtualized pools, and managed services. Gogoi’s article describes that evolution as a move toward “intelligent modules”: a conceptual phrase for capabilities that can be combined and configured, not a standardized product category.

How cloud computing formalized the pooled-resource idea
NIST’s 2011 definition describes cloud computing as “a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction.” (NIST SP 800-145, published September 2011.)
The definition helps explain why infrastructure is no longer always experienced as a particular rack or server: users can request pooled resources through a network and provision them as needed. But abstraction does not make the underlying systems disappear. NIST describes cloud infrastructure as consisting of a physical layer and an abstraction layer. The logical service depends on real equipment and facilities.

What infrastructure architects must balance now
Capacity still matters, but a design decision is rarely just “how many servers?” The important questions concern how a workload behaves and what the surrounding organization requires. Consider these dimensions together:

- Isolation and failure boundaries: Shared resources can improve flexibility, but the design still needs to account for contention and the consequences of a failure.
- Utilization and concurrency: Pooling can make resources available to multiple workloads, while simultaneous demand can create competition for them.
- Cost: Evaluate the resources themselves as well as the cost of moving data and operating the resulting system.
- Policy and regulation: Requirements may constrain where workloads or data can reside and how they are handled.
- Scaling and observability: Teams need to understand how capacity changes under load and whether they can detect bottlenecks or contention.
- Operational complexity: A flexible design can add coordination, monitoring, and decision-making overhead; teams need to account for that cognitive load.
Why physical infrastructure still matters
Programmable resources remain grounded in physical constraints. Power has to reach equipment, heat has to be removed, and distance affects communication. Physical security and facility choices also remain part of the system. Where workloads and data are placed can be further constrained by regulatory requirements.

For that reason, the shift is better understood as an expansion of the architect’s scope than as a replacement of hardware planning. Teams still engineer facilities and equipment, but they also decide how physical capacity is abstracted, shared, allocated, and combined with managed capabilities.
How to apply the shift to an infrastructure decision
- Start with workload needs. Identify performance, locality, availability, and scaling requirements before choosing a resource model.
- Set boundaries. Define isolation, failure, security, and data-location requirements, including any regulatory constraints.
- Compare the full operating picture. Consider utilization and concurrency alongside provisioning, data movement, observability, and ongoing operational effort.
- Keep the physical layer visible. Check that power, cooling, connectivity, and facility requirements support the intended workload and growth pattern.
- Choose the simplest design that meets the requirements. A more configurable system is useful only when its flexibility outweighs its added complexity for the team and workloads involved.
What the shift does—and does not—establish
Gogoi’s article offers a qualitative perspective on how infrastructure’s meaning has broadened; it does not provide measured results, adoption rates, or evidence that all organizations have made the same transition. NIST’s definition supports the idea of configurable, pooled resources, but its 2011 publication is a foundational definition, not a current comparison of providers or products.
