The published schedule says India’s selected UPI merchant discount rate (MDR) framework takes effect on 15 October 2026. The Department of Financial Services (DFS) FAQ published on 15 September sets a 0.4% MDR for covered person-to-merchant payments above ₹2,000, with a ₹300 cap for transactions of ₹75,000 and above. The available official notices and reporting do not verify that the rollout was delayed or establish that retailer pushback caused a schedule change.
Has the rollout been delayed?
Not according to the published schedule. The DFS FAQ dated 15 September 2026 says the selected MDR framework takes effect on 15 October 2026. The August 2026 Ministry of Finance statement had described the possibility of MDR on a limited set of merchant transactions above a threshold, but it did not give the detailed rate and date later set out in the FAQ.

The material available from the government and News On AIR does not verify a subsequent delay, identify retailer groups that pushed for one, or show that retailer pressure changed the timetable. The defensible account is therefore that the announced effective date remains 15 October unless a later authoritative notice says otherwise—not that a delay has been confirmed.

The framework concerns person-to-merchant (P2M) payments: a customer paying a business or other categorized merchant. It does not apply to person-to-person (P2P) transfers between individuals. The DFS FAQ says P2P transfers remain free.

Threshold, rate and cap
- ₹2,000 or less: The FAQ says these P2M transactions are unaffected by the MDR.
- Above ₹2,000: The stated MDR for covered P2M transactions is 0.4%.
- ₹75,000 and above: The FAQ states a cap of ₹300 per transaction. At 0.4%, a ₹75,000 payment would produce ₹300 before the cap; for larger covered payments, the cap limits the charge to that amount.
The threshold does not mean that every payment above ₹2,000 automatically incurs a fee. The FAQ also describes a zero-MDR classification for small vendors with monthly UPI receipts of up to ₹1 lakh, and says applicability depends on how the merchant account is categorized. The published summary does not provide enough detail to determine an individual merchant’s classification from a transaction alone.
Will customers be charged?
The stated policy is that consumers will not be charged for making UPI payments and that UPI app providers are not to add a platform fee. News On AIR reported government sources saying banks had been advised to ensure merchants do not pass the MDR on to customers. That is the government’s stated position and guidance; it does not establish what every merchant will do in practice.

For consumers, the announced distinction is between a payment fee charged by a merchant or app—which the policy says should not occur—and a merchant-side MDR within the covered categories. If a merchant adds a separate fee, the published policy position is that the charge should not be passed on to the customer.

How many transactions are expected to remain unaffected?
The DFS FAQ says more than 95% of UPI P2M transaction volume is at or below ₹2,000. Separately, News On AIR reported government sources saying around 96% of UPI merchant transactions would remain unaffected. Those figures have different wording and denominators: the first is specifically the share of P2M volume at or below the threshold; the second is a government-source estimate of merchant transactions unaffected. They should not be treated as interchangeable or as independently audited estimates.

The figures sit within a payment system that is large in national retail payments. The Ministry of Finance reported that UPI accounted for 81% of India’s retail digital-payment transactions in FY 2024–25. It reported 22,167.90 crore retail digital-payment transactions, worth ₹849.12 lakh crore, in that fiscal year. These are Ministry of Finance figures reported by PIB in 2026, not measurements of the effect of the new MDR.

The DFS FAQ presents the fee framework as a way to support resilience, infrastructure, innovation, cybersecurity and customer service across the UPI ecosystem. It says the UPI and Services Steering Committee, headed by NPCI, decides operational parameters, fee-distribution models and category caps. The FAQ also describes a proposed dedicated fund for small-merchant infrastructure and onboarding support.

The department describes the distribution this way: “The MDR is distributed only amongst the UPI ecosystem, to further invest into infrastructure resiliency, innovation, cybersecurity (protecting the UPI Infrastructure with banks and non-banks) and customer service.” This is institutional policy language from the DFS FAQ dated 15 September 2026, not a named person’s statement or an independent finding about the framework’s effects.

The FAQ also says UPI MDR is below typical card MDRs. That is the government’s comparison; the cited material does not independently verify realized fees or quantify merchant-level impact.

What should merchants check?
- Confirm the payment category. The announced MDR is for covered P2M transactions, not P2P transfers.
- Check the transaction amount. The stated rate applies above ₹2,000, and the ₹300 cap applies at ₹75,000 and above.
- Verify account categorization. The small-vendor zero-MDR treatment is linked to monthly UPI receipts up to ₹1 lakh, but the FAQ says categorization also determines applicability.
- Watch for an updated notice. The published effective date is 15 October 2026; the reviewed material does not verify a delay.
