India has an estimated 198 million kilolitres of fermentation capacity across 17 states, a substantial industrial base that could support smart-protein production. But that figure is not the amount of capacity already available to make food: much of it is bioethanol infrastructure, and every candidate site must be checked for food-grade status, process fit, utilisation, equipment and commercial terms.
What the capacity estimate means
GFI India and Sathguru Management Consultants mapped fermentation-related manufacturing across India, including bioethanol, distilleries, breweries, wineries, probiotics, biopharmaceutical manufacturers, contract development and manufacturing organisations (CDMOs), and enzyme producers. Their estimate of approximately 198 million kL is an indicative total across selected segments—not a measure of smart-protein output or a pool of tanks ready to produce food. The study says its estimates draw on public information, company disclosures, industry interactions and modelling where facility-level data are unavailable. It cautions that the figures are not company-certified, government-sanctioned or commercially verified; specific investment and manufacturing decisions require independent facility-level checks. The distinction matters because fermentation capacity is not interchangeable. A site may lack food-grade systems, suitable process controls or downstream purification; it may also be operating near full utilisation or unavailable on acceptable commercial terms. The study identifies possible routes for smart-protein production, not verified conversions or a ranked list of available plants.

“Smart proteins” in this policy and industry context include proteins made through fermentation, plant-based approaches and cell culture. Fermentation itself has distinct uses: biomass fermentation grows microorganisms that can serve as protein-rich ingredients, while precision fermentation uses microorganisms to produce a specific target ingredient. A facility’s suitability depends on the organism, process, product and food-safety requirements—not simply on having fermenters.

The utilisation figures are estimates stated in the GFI India–Sathguru study, not audited site-level measurements. The study suggests that even a fraction of relevant estimated idle capacity might meet current market demand; that is an assessment, not a demonstrated production result. Why co-location may be more practical than conversion
For ethanol sites that are not food-grade, the more promising option identified by the study is to build a new food-grade fermentation facility alongside existing infrastructure rather than convert the ethanol plant itself. Co-location could give a new facility access to feedstock networks, utilities and industrial services without assuming that equipment designed for fuel production can be used for food. Whether that arrangement works depends on site-specific engineering, supply, operating and commercial conditions; the study does not establish that any particular site is ready.

Where the mapped clusters are
The study identifies 21 fermentation clusters across 17 states. About 55% of mapped cluster capacity is concentrated in the six largest clusters. It highlights Bengaluru, Pune-Solapur, Surat-Bharuch and Sangareddy-Medak for manufacturing diversity and broader ecosystem potential. These regional strengths may help a project find suppliers, technical expertise and industrial infrastructure, but they do not confirm that an individual facility is available or suitable. Is its equipment compatible with the process? What capacity is genuinely available after accounting for current utilisation? Are upstream and downstream operations accessible? Would retrofit or a co-located greenfield build make more sense? Can the site secure feedstocks, utilities, talent and commercially workable terms?

Government support is developing, not proof of commercial production
India’s BioE3 policy—Biotechnology for Economy, Environment and Employment—sets a framework for high-performance biomanufacturing. A DBT-BIRAC smart-protein call dated March 25, 2025 covers fermentation-derived, plant-based and cell-culture proteins, with priorities including production efficiency, safety, affordability and scalability. In a Rajya Sabha reply published July 23, 2026, the Department of Biotechnology reported nine supported smart-protein projects across fermentation-derived and single-cell proteins, plant-based proteins and cell-culture proteins. The projects target scalable production technologies, including indigenous protein sources, protein extraction and texturisation, and improvements to nutritional, functional, sensory and commercial attributes. The same reply reported more than 2,000 proposals received across BioE3’s thematic areas and more than 270 projects recommended for funding, then at various stages of implementation. It also reported 17 facilities funded under the first bioenabler call. BioE3 shared infrastructure is intended to give start-ups, small and medium-sized enterprises, industry and academia access to pilot and pre-commercial-scale facilities. A separate government announcement on March 19, 2026 said a foundation stone had been laid for a dedicated BioFoundry at the National Agri-Food Biotechnology Institute (NABI) in Mohali. The planned outlay was about ₹42 crore over two years, for a facility described as including large-scale fermenters, upstream and downstream processing, and high-throughput experimental platforms. It is intended to support scale-up, pre-commercialisation and technology transfer; the announcement describes a facility being established, not one already operational. What would turn potential into usable capacity?
India’s mapped fermentation base gives smart-protein developers a starting point for identifying partners and locations. The practical opportunity is conditional: food-grade assets may suit some biomass-fermentation applications, while CDMOs and biopharma facilities may offer capabilities relevant to precision fermentation if food requirements and commercial terms can be met. For much of the ethanol base, co-location may be more plausible than direct retrofit. Until facility-level checks establish process fit, availability and economics, the 198 million kL estimate should be read as an infrastructure map—not as production capacity ready to make smart proteins.
