But the headline’s claim that “industry experts” make this case cannot be independently substantiated from the available article listing: it does not expose the story text, identify the speakers, or say which US pact is meant. The argument is best treated as a policy question, not a verified expert consensus.
What is established about India’s AI policy?
A policy-report excerpt says India’s Ministry of Electronics and Information Technology (MeitY) released AI Governance Guidelines in November 2025. It lists seven principles:

- Trust
- People First
- Innovation over Restraint
- Fairness & Equity
- Accountability
- Understandable by Design
- Safety, Resilience and Sustainability
The report characterizes the guidelines as favoring responsible adoption and self-regulation, and says they do not envisage specialized AI regulation in the medium term. That is the report’s description, not a definitive account of the guidelines’ legal status. The cited copy is hosted on Scribd, so readers should consult MeitY’s original document before drawing legal conclusions. Read the policy-report excerpt.
Why “a US pact” needs clarification
The Hindu BusinessLine item matching the headline is indexed as published on October 1, 2026, but the indexed page does not provide the article body. It therefore does not establish which US pact the headline references or which experts were interviewed. No names, affiliations, or quotations can be responsibly attributed on that basis. “Pact” can also blur important distinctions. The policy-report excerpt describes the 2023 Bletchley Declaration, voluntary company safety commitments associated with Seoul in 2024, and the 2025 Paris AI Action Summit statement. These are different kinds of outputs: summit declarations and company pledges are not interchangeable, and neither should be casually treated as domestic legislation. The excerpt says the US and UK did not sign the Paris statement. See the report’s summit overview.
What an India-specific framework should be tested against
Having national guidelines does not, by itself, settle whether India needs additional rules or what form they should take. A meaningful comparison with any foreign agreement would first identify who is bound and whether obligations are voluntary or legally enforceable. It would then examine:
Rank #2
- Which AI systems and risks are covered, and which are outside scope.
- Who assesses compliance, including whether evaluations are independent.
- What transparency and incident-reporting duties apply.
- How the approach accounts for Indian languages, sectors, and public services.
- How it balances safety measures with innovation and access.
The last two questions are important tests for local fit, not established descriptions of the guidelines. Without the text of the specific US instrument and the experts’ proposals, a clause-by-clause comparison would be speculation.

There is a documented India-specific policy framework, as described in the cited report, and a clear reason to distinguish it from international summit declarations and voluntary company commitments. The headline’s stronger claim—that identified industry experts argue for an India-specific framework instead of a particular US pact—remains unverified from the available listing. The policy case should be judged on the actual rules proposed, their force and scope, and whether they address India’s context, not on an unverified attribution.
