Neither an in-house IT hire nor a managed IT services provider is the right choice for every business. Choose by matching the work you need done to the skills, coverage, cost, control, and risk each arrangement can actually provide—not by comparing one salary with one monthly quote.
What is the difference between an in-house hire and an MSP?
An in-house IT hire is an employee who works within your business. Managed IT services come from an outside provider, often called a managed service provider (MSP). The U.S. Small Business Administration lists MSPs and firms offering on-demand assistance as small-business IT outsourcing options. SBA: Cybersecurity for Small Businesses

These arrangements change who performs the work and how it is organized; neither removes the business’s need to decide what IT support it requires and who is accountable for it.

Compare the options against the same requirements. CISA advises weighing outsourcing efficiency against reliability, security, and organizational risk; the following comparison applies those considerations to common decision points. It is a practical framework, not a published scoring model. CISA: Risk Considerations for Managed Service Provider Customers
#1 Best Overall
| Decision factor | In-house IT hire | Managed IT services provider |
|---|---|---|
| Scope of work | Work can be assigned as an employee’s role, alongside other duties the business defines. | Work depends on the services and boundaries set out in the provider’s agreement. |
| Skills and specialist coverage | Coverage depends on the employee’s skills; determine whether the business also needs expertise beyond that role. | Ask which skills and specialists are included, and how the provider supplies them for your account. |
| Availability and continuity | Agree on response expectations and how work is covered when the employee is unavailable. | Confirm response expectations, hours, escalation routes, and continuity arrangements in the contract. |
| Total cost | Compare the fully loaded staffing plan for the required scope, not salary alone. | Compare the proposal for the same scope and include responsibilities the business retains; a monthly fee alone is not the total cost. |
| Day-to-day control | The employee works within the business, which can shape priorities and routines. | Control depends on the agreement and working relationship; define priorities, approvals, and communication expectations. |
| Security and access | Set appropriate access and internal security practices for the employee’s role. | Assess the provider’s security posture and the access it needs to your systems and data. |
| Accountability | Document the employee’s duties and any work that remains with the business or other vendors. | Document customer, provider, and shared duties in the agreement. |
How to compare the real cost
There is no established universal cost winner in the available guidance. CISA notes that an MSP may help a customer scale and support networks at lower cost than managing resources internally, while also advising leaders to weigh efficiency against reliability, security, and organizational risk. That is a possibility to test against your needs—not a guarantee that a provider will cost less. CISA: Managed Service Providers (MSPs) CISA: Risk Considerations for Managed Service Provider Customers
Ask for an internal staffing plan and an MSP proposal that cover the same recurring support and planned projects. For the internal option, count the full staffing cost for that scope. For the provider option, include the work, tools, or oversight your own business must still supply. A narrow quote is not a like-for-like comparison if it leaves important responsibilities outside the service.

Assess provider access
MSPs commonly have direct access to customer networks and data, which makes that trust relationship a security consideration. CISA recommends assessing vendor risk and carefully managing access. Its small-business vendor-risk resource includes a use case for vetting MSPs with critical access to systems or data. Before signing, establish what access the provider requires, what protections and controls apply, and how the business will oversee the relationship. Evaluate the specific provider and proposed service rather than assuming outsourcing is automatically more or less secure than internal staffing.

Put responsibilities in writing
Outsourcing does not transfer away all accountability. CISA states: “Organizations share in the responsibility for faults or failures that impact business operations and affect customers.” The customer and provider should clearly assign duties such as patching, hardware maintenance, and employee training. CISA: Risk Considerations for Managed Service Provider Customers
Use a responsibility schedule that identifies who owns each task: the business, the provider, or both. Clarify who performs the work, who approves changes, and who is notified when a task is delayed or a problem occurs.

A practical way to make the choice
- List the work. Separate recurring support needs from planned projects, then note the skills and coverage each requires.
- Set service expectations. Define availability, response needs, escalation, and how continuity will work when a person is unavailable.
- Compare equivalent plans. Weigh a fully loaded internal staffing plan against an MSP proposal covering the same scope, while including the business’s retained responsibilities.
- Vet any provider. Assess its security posture and required access, using CISA’s MSP vendor-risk guidance where relevant.
- Document ownership. Write down customer, provider, and shared duties, including patching, hardware maintenance, and employee training.
- Review when needs change. Revisit the arrangement if your required scope, operating needs, or risk tolerance changes; the decision need not be permanent.
Can you combine internal and external support?
A business can examine a hybrid design—for example, retaining some duties internally while contracting for other services—but the right split depends on its scope, coverage, cost, and risk requirements. The cited guidance recognizes both employee and external-consultant IT support as options, but does not establish a headcount threshold or say when a hybrid arrangement is preferable. The SBA’s cybersecurity guidance identifies dedicated IT support as something that may come from an employee or an external consultant. SBA: Cybersecurity for Small Businesses
