It argues that keeping prices artificially low is regressive, costly and distorts price signals, while endorsing targeted, sustainable help for vulnerable people. Pakistan announced a targeted fuel-relief scheme in September 2026; October 2 reports said its duration and cost remained disputed in talks, but those accounts rely on unnamed sources and do not establish a formal IMF rejection of the scheme.
What the IMF’s position actually says
In its March 28, 2026, staff-level agreement announcement, the IMF stated: “Moreover, energy price subsidies should be avoided, given their regressivity, high fiscal costs, and distortionary impact.” The statement paired that position with support for strengthening targeted and sustainable help for households affected by food- and fuel-price volatility. It sets out the program’s broad policy direction; it was not a response to Pakistan’s September scheme, which had not yet been announced. Read the IMF’s March statement.

Why broad price subsidies draw opposition
- Distribution: A subsidy that lowers the price for a wide pool of consumers can direct substantial benefits to people who are not the most vulnerable.
- Fiscal cost: The government absorbs costs that may grow as market prices rise, potentially limiting funds available for other priorities.
- Price signals: Holding down the price paid by consumers can weaken incentives to adjust consumption and obscure the underlying cost of fuel.
Targeted support is a different policy tool
Targeted relief limits eligibility by household, income, or another defined criterion. The IMF’s published language supports targeted and sustainable assistance; it does not say that all transfers or all fuel-related support are unacceptable. Whether a particular scheme is well targeted, affordable and administratively workable is a separate question.
What Pakistan announced in September 2026
On September 14, Pakistan’s Economic Coordination Committee (ECC) announced a targeted relief scheme administered digitally through the Fuel Pass System. The government specified these benefits and restrictions:

That is an approved allocation, not a verified final spending figure. The announcement establishes the scheme’s stated design, but not whether every eligible person received support or whether the scheme was later extended. See the Press Information Department announcement.
How this differs from Pakistan’s earlier fuel-price response
The IMF’s April 23 country report describes a previous, temporary intervention in 2026. After Pakistan first raised fuel prices on March 7, it delayed further increases through a subsidy to oil marketing companies that the report puts at 0.1 percent of GDP. The report says that subsidy was unwound on April 3, while an 80-rupee-per-litre reduction in the diesel levy remained temporarily. It also records the authorities’ commitment to align domestic fuel prices fully with international prices and then adjust them regularly every fortnight. Read the IMF country report.

That earlier episode was a temporary price intervention involving oil marketing companies. The September announcement instead describes a capped, eligibility-based benefit for specified vehicle categories. They are not identical designs, even though both relate to fuel affordability and the government’s fiscal choices.
Why reports say the current talks are unresolved
On October 2, The Express Tribune reported that Pakistani authorities and IMF staff had not reached a clear consensus on fuel-sector issues. Its account said IMF staff questioned the scheme’s duration and whether its cost could exceed the government’s estimate. These negotiation details were attributed to unnamed sources; they are not a published IMF decision. Read The Express Tribune’s report.

Dawn’s October 2 account separately reported that IMF staff wanted Pakistan to accelerate work on targeted gas support. It said a proposal to shift gas subsidies toward direct cash transfers faced obstacles involving beneficiary data and ownership. These details, too, were reported from sources rather than set out as a formal IMF ruling on the fuel-relief scheme. Dawn also cited gas-sector circular debt of Rs 3.6 trillion; that figure is the newspaper’s reported context, not an IMF-verified statistic. Read Dawn’s report.
The Finance Ministry said on September 22 that petroleum pricing policy forms part of the IMF program framework, including alignment of domestic prices with international prices through regular adjustments. It also noted that the program is whole-of-government and involves several institutions. See the Finance Ministry’s press releases.

What the policy trade-off means for households
| Policy design | Who can benefit | Fiscal exposure | Price signal and delivery |
|---|---|---|---|
| Broad price suppression | A wide set of fuel consumers, rather than only people meeting a vulnerability test | Can rise as underlying fuel prices change; the IMF cites high fiscal costs | Consumers see less of the market-price change; the IMF identifies distortionary effects |
| Targeted relief | Defined groups, such as selected vehicle classes or vulnerable households | Can be bounded by eligibility and an allocation, though an allocation is not the same as final cost | Requires reliable eligibility data and delivery; Pakistan announced digital administration, while Dawn reported data and ownership challenges for proposed gas transfers |
Targeting can focus limited public money on intended recipients, but it depends on the government’s ability to identify them and deliver assistance. Broad price reductions may be simpler for consumers to experience but can benefit people beyond the intended vulnerable group. The available sources do not report independently measured outcomes for Pakistan’s September scheme, so its reach, targeting accuracy and realized cost cannot yet be assessed from these announcements and reports alone.

Will the IMF allow the scheme to continue?
The public record cited here does not establish a final IMF decision on continuation. The IMF’s March policy statement and April country report provide the broader framework: avoid broad energy-price subsidies, align domestic fuel prices with international prices, and use targeted, sustainable assistance to protect vulnerable households. The September scheme is a government-announced targeted measure, while October newspaper accounts describe ongoing disagreement over its duration and cost through unnamed sources. Those reports indicate unresolved talks, not a formal rejection of every possible long-term or targeted support mechanism.
