It is a California nonprofit public-benefit organization that coordinates parts of the Internet’s unique identifier systems, including names in the DNS root zone. It does not provide Internet access or control what people publish online.
What does ICANN stand for?
ICANN is the abbreviation for the Internet Corporation for Assigned Names and Numbers. It is an organization, not a domain registrar or an Internet service provider. ICANN says it was formed in 1998.

What does ICANN do?
ICANN coordinates unique identifiers that let devices and networks locate one another across the Internet. Domain names are one familiar example: the Domain Name System (DNS) maps human-readable names, such as icann.org, to numerical IP addresses, so people do not have to memorize those addresses to reach a website.
ICANN’s mission, as stated in its Bylaws amended 11 October 2023, is to help ensure the stable and secure operation of the Internet’s unique identifier systems. For names, the Bylaws describe a bounded role: coordinating allocation and assignment of names in the DNS root zone, and coordinating the development and implementation of policies concerning second-level registrations in generic top-level domains (gTLDs).

What ICANN does not control
ICANN’s role is not general control of the Internet. It does not control online content, stop spam, or provide Internet access. Its remit concerns coordination of unique identifiers and the specific naming-policy activities set out in its Bylaws—not everything that happens on the Internet.
How ICANN differs from a domain registrar
A registrar is a business through which customers can register domain names. ICANN is not the registrar selling a name to an individual or organization; its work concerns coordination of the naming system and policy for certain domain registrations. In short, registering a domain is a customer transaction, while ICANN’s role is to help coordinate the system that makes globally unique names work.

Why ICANN’s role matters
Coordination helps keep Internet names and other unique identifiers usable across networks worldwide. Without a shared system for assigning and resolving names, the same name could fail to point consistently to the intended destination. ICANN’s mission and authority are defined in its Bylaws, so its role should be understood as specific coordination—not ownership or regulation of the whole Internet.
