A compliant HVAC installation in Los Angeles generally requires three things: a contractor holding an active C-20 license, a building permit from the agency that serves your property address, and, for an income-qualified heat-pump project, a HEEHRA reservation approved before any work begins. Official sources do not publish a current installed-price range for Los Angeles, so the only reliable price comparison is a set of written, itemized quotes. The steps below follow the order most homeowners encounter them: jurisdiction, permit, contractor, quote, and rebate.
Confirm which agency issues your permit
The permit office depends on the property address, not on the phrase “Los Angeles” in a mailing address. The Los Angeles Department of Building and Safety (LADBS) says property location determines which office serves a project. To check, look up the address in ZIMAS, the City’s zoning lookup tool. If the parcel does not appear there, the property may sit outside City of Los Angeles limits, which means a county or other local building department handles the permit. Confirm this before you request bids, because contractors will price the permit path their own office expects.

Permit and code requirements for a new system
The California Energy Commission (CEC) FAQ on the 2025 Energy Code is the clearest official statement of the baseline rules for single-family homes. Several points matter for almost any replacement or new installation:
- A building permit is required. The CEC FAQ states: “Installation of a space conditioning appliance (other than a plug-in room appliance) requires a building permit.” LADBS guidance on mechanical permits also lists installation or modification of heating and cooling systems as permitted work. Confirm the exact permit category with LADBS or your county office.
- Load calculations are required for new HVAC systems. Ask each bidder to show the calculation used to size the equipment. A quote that sizes a unit by replacing the old tonnage without a calculation should be questioned.
- Refrigerant recovery requires certified technicians. When an old system is replaced, refrigerant must be recovered by a technician holding EPA 608 Type II or Universal certification.
- Testing and verification depend on project type. The CEC says field verification and diagnostic testing are mandatory for newly constructed single-family buildings and prescriptively required for most HVAC additions and alterations. Where required, the project’s Certificate of Compliance identifies it, and the responsible parties coordinate with an ECC-Rater. Whether testing applies to your job depends on whether it is new construction, an addition, or an alteration.
Verify the contractor before you sign
The California Contractors State License Board (CSLB) states that an HVAC contractor should hold an active C-20 Warm-Air Heating, Ventilating, and Air-Conditioning license issued by CSLB and in good standing. Check it in this order:

- Go to the CSLB license search and enter the contractor’s license number, not only the business name.
- Confirm the status reads active and the classification includes C-20.
- Confirm the business name and address on the license match the bid and the contract.
- Ask for the license number in writing on the proposal, and confirm the permit will be pulled under that same contractor.
CSLB also notes that a correctly installed system with properly sealed ducts operates without leaks and delivers the efficiency you expect. Ask bidders to state how duct sealing is handled and whether it is included in the price.
Compare quotes on the same basis
Quotes are hard to compare unless every bidder describes the same equipment. Before comparing totals, ask each contractor to state:
- The proposed system type, outdoor and indoor model numbers, and the capacity basis.
- The SEER2 and HSPF2 ratings for the exact combination, along with the AHRI certificate that matches those components. A matching AHRI certificate is required for the LADWP heat-pump rebate.
- Whether duct work, electrical work, and any panel upgrades are included.
- Who pulls and pays for the permit, and who schedules inspections.
- How the old refrigerant is recovered and how the old equipment is disposed of.
- What documents will be provided at closeout for rebate applications.
No current Los Angeles installed-price range is established by the official sources reviewed. Treat any published city average as unverified, and judge a bid by its itemized scope, not by how it compares with a number you read online.

System types and rebate eligibility
The CEC recognizes split, mini-split, and packaged systems as HVAC system types. The LADWP heat-pump program lists central, split, mini-split, and multi-split systems, and excludes packaged terminal heat-pump units. The table below shows how these categories line up with the LADWP list.
| System type | Named in LADWP heat-pump program | Notes |
|---|---|---|
| Central ducted heat pump | Yes | Must meet the minimum 15.2 SEER2 and 7.7 HSPF2 thresholds. |
| Split system heat pump | Yes | Same efficiency thresholds apply. |
| Mini-split heat pump | Yes | Ductless; suitability depends on the home layout. |
| Multi-split heat pump | Yes | Same efficiency thresholds apply. |
| Packaged terminal heat pump | Excluded | Not eligible under the listed program terms. |
| Packaged (non-terminal) system | Not stated | The CEC lists packaged systems as a category; the LADWP list does not mention them. Ask LADWP before assuming eligibility. |
Rebates and incentives
Program terms change, and funds can run out. The figures below come from the program pages cited in each section and should be checked against the live program before you contract.
LADWP Consumer Rebate Program
The LADWP Consumer Rebate Program lists $100 to $120 per ton for a qualifying HVAC system and up to $2,500 per ton for a qualifying heat-pump HVAC system. Heat-pump tiers are tied to SEER2 and HSPF2 ratings; check the live page for the current tier values. As an arithmetic illustration only, a 3-ton qualifying system at the $100 to $120 per-ton range would correspond to $300 to $360, provided the equipment and account meet the program terms.

California HEEHRA Phase I
HEEHRA Phase I, administered under California Energy Commission guidance, is for income-qualified single-family homeowners who replace an existing non-heat-pump space-heating source with an eligible heat-pump system. The stated amounts are:
- Up to $8,000 for household income below 80% of area median income (AMI).
- Up to $4,000 for household income between 80% and 150% of AMI.
The guidance describes only these two tiers. Confirm with the program whether any household above 150% of AMI qualifies for funding.
Rank #4

- Self-Cleaning & Warranty Protection: This Air Conditioner offers self-cleaning function, easily removable filters and air blades for convenient cleaning, plus a 5-year compressor and 7-year parts warranty
The process has strict sequencing:
- Confirm you qualify on income and that the home is a qualifying single-family property you live in, or that it is rented to an income-qualified household under the program rules.
- Hire a contractor that is both TECH-certified and HEEHRA-trained.
- Obtain an approved reservation before the project starts. Projects without preapproval will not be funded.
- Install the equipment and complete the permit and inspection steps.
Rebates are not retroactive to purchases or installations made before an approved reservation. Funding varies by region and is limited. Starting for the program requires the approved reservation, so do not sign a contract or schedule installation until that approval is in hand.
Starting January 1, 2026, eligible residential air-conditioning and heat-pump systems must use refrigerants with a global warming potential (GWP) of 700 or lower. Confirm the equipment list with the program before choosing a model.
Federal 25C credit
The federal 25C tax credit applied only to heat pumps placed into service by December 31, 2025, as stated in the CEC program guidance. That date has passed, so a heat pump installed in 2026 cannot claim this credit.

Stacking the programs
The sources reviewed do not state whether the LADWP rebate and a HEEHRA reservation can be combined on the same installation. Ask both programs in writing before you commit, and confirm any income-based or equipment-based conditions that apply to each.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is not established
The official sources reviewed do not establish a current local installed-price range for Los Angeles, the exact LADWP tier values for every SEER2 and HSPF2 combination, or the remaining funding available under HEEHRA in your region. Those are the points to confirm directly with LADWP, the CEC-administered program, and your permit office.
The sources also do not describe specific local contractors or their program standing. Verify each contractor’s license with CSLB and their HEEHRA and TECH status with the program directly.
