HTTP/3 is HTTP carried over QUIC, a secure transport protocol that runs over UDP. It can limit how packet loss on one stream affects other streams, but it is not automatically used just because your browser supports it: the site must offer HTTP/3, the client must discover or select it, and QUIC must connect over UDP. If that connection fails, clients can fall back to TCP-based HTTP.
What HTTP/3 changes—and what it keeps
HTTP/3 is not a new set of web request and response rules. It carries the familiar semantics of HTTP over QUIC, rather than using TCP as HTTP/2 does. The IETF’s RFC 9114, a Standards Track specification published in June 2022, describes HTTP/3 as HTTP semantics over QUIC.

QUIC provides multiplexed streams, per-stream flow control, and low-latency connection establishment. The browser and server still exchange HTTP requests and responses; the underlying transport is what changes.
How HTTP/3 and HTTP/2 differ when packets are lost
| Comparison | HTTP/2 | HTTP/3 |
|---|---|---|
| Transport | TCP | QUIC over UDP |
| Multiplexed streams under packet loss | TCP loss recovery can stall active transactions sharing the connection. | QUIC streams are independent, so loss affecting one stream need not stall progress on others. |
| Connection and flow features | Does not use QUIC’s connection-establishment and per-stream flow-control features. | QUIC provides low-latency connection establishment and per-stream flow control. |
The distinction matters because HTTP/2’s multiplexed streams share a TCP connection: TCP’s loss recovery is not aware of HTTP/2’s stream boundaries. A lost or reordered packet can therefore hold up active transactions on that connection. With HTTP/3, a stream affected by loss does not necessarily prevent other streams from progressing. The RFC explains this transport-level difference in RFC 9114.

That is a potential advantage on some networks, not a guarantee that every page will load faster. A protocol label alone cannot predict page speed; deployment and network conditions matter, and the cited sources do not establish a universal speed benchmark.
Why browser support does not mean every request uses HTTP/3
Current major browsers support HTTP/3, according to Cloudflare’s HTTP/3 explainer. But support only means a client can use the protocol. For a particular request to use it, several conditions have to line up:

- The server must offer HTTP/3. A client cannot use an HTTP/3 endpoint a site has not made available.
- The client needs to discover or select that endpoint. One mechanism specified in RFC 9114 is an Alt-Svc advertisement identifying an equivalent HTTP/3 endpoint, using the
h3ALPN token. - QUIC must connect over UDP. If UDP is blocked or the connection otherwise fails, the client may use a TCP-based HTTP version instead.
RFC 9114 puts the fallback guidance plainly: “Connectivity problems (e.g., blocking UDP) can result in a failure to establish a QUIC connection; clients SHOULD attempt to use TCP-based versions of HTTP in this case.” The normative word “SHOULD” is part of the RFC’s guidance.
Why HTTP/2 still accounted for more Cloudflare requests in 2025
Cloudflare’s 2025 year-in-review reports that, from January 1 through December 2, 2025, 21% of requests to Cloudflare used HTTP/3, 50% used HTTP/2, and 29% used HTTP/1.x. Those figures describe requests measured on Cloudflare’s network—not traffic to every website worldwide. They show that HTTP/2 remained the larger share in that specific measurement, despite support for HTTP/3 in current major browsers.

The percentages do not identify one dominant reason for the gap. Server availability, endpoint discovery, and whether UDP connectivity works are all relevant conditions, but the cited material does not rank their contribution across the web. Cloudflare also reports that 15 countries or regions sent more than one-third of requests over HTTP/3 in its 2025 view, with Georgia at 38%. These are figures from the same Cloudflare measurement, not a global census.
What enabling HTTP/3 looks like for a site
HTTP/3 has to be offered by the service handling the user’s connection. For example, Cloudflare’s documentation describes HTTP/3 as a setting an operator can enable, subject to having an SSL certificate at Cloudflare’s edge. Its dashboard path is Speed > Settings > Protocol Optimization; the setting can also be managed through the API.

This Cloudflare example concerns the connection between the visitor and Cloudflare. It does not mean the separate connection from Cloudflare to the site’s origin also uses HTTP/3, and other providers may configure the protocol differently.

Browser support alone does not reveal the protocol used for a specific request. Check the request’s connection or protocol details in your browser’s developer tools, if the browser exposes them. A request reported as HTTP/2 is not evidence that the browser lacks HTTP/3 support; the site’s offering, how the endpoint was discovered, and the network path can all affect the negotiated protocol.
