HSV stands for hue, saturation, and value: three coordinates used to describe and adjust a color. Hue selects a color family, saturation controls how strongly that color stands out from gray, and value controls its modeled brightness. HSV is also called HSB in some software, but it is distinct from HSL and is not a scale of equal perceptual steps.
What do hue, saturation, and value mean?
HSV is a way to represent colors with three components. It is especially familiar in digital color pickers, where separate controls let you choose a color family and then modify its chromatic strength and value. Microsoft Learn describes the HSV color space as normalized: its coordinates are scaled to defined ranges rather than being RGB channel amounts.

Hue: the color family
Hue is commonly shown as an angle around a circle. In Microsoft Learn’s explanation, 0 corresponds to red, and colors 180 degrees apart are complementary. Because hue wraps around the circle, the beginning and end of a full turn represent the same direction. Hue has no visible effect when saturation is zero, because the color is then grayscale.
Saturation: chromatic strength
Saturation describes how strongly a color departs from gray. At zero saturation, the result is achromatic—gray, black, or white depending on value—and no hue is expressed. Increasing saturation moves the color away from gray, but it does not guarantee the same perceived intensity for every hue.

Value: the modeled brightness axis
Value is the third coordinate, and Microsoft Learn describes it as a lightness-like attribute. A value of zero produces black. A high value does not necessarily produce white: the outcome also depends on saturation. In technical writing, do not treat value, HSL lightness, and physical luminance as interchangeable terms.
How HSV works in a color picker
A useful mental model is to choose a hue family first, then adjust saturation to move toward or away from gray, and finally adjust value. These controls make color manipulation more direct than changing red, green, and blue channel amounts for many users. They are a practical interface, not a claim that each slider produces an equal-looking change to human vision.

The displayed units vary by application. Hue may appear in degrees, while saturation and value may appear as percentages; some software uses normalized decimal values. Graphviz, for example, documents normalized HSV components from 0.0 to 1.0. Read the units shown by the specific tool before interpreting or copying its numbers.

W3C describes HSL as a complement to RGB, and CSS Color Module Level 3 defines HSL alongside RGB. HSL and HSV may feel similar in a picker, but they are different coordinate systems. MDN’s web accessibility guidance also distinguishes luminance from color-model terms such as lightness.

Does CSS have an hsv() color function?
CSS color syntax includes RGB and HSL forms, as well as HWB; it does not define an hsv() function in the cited CSS documentation. MDN explains that HSV is represented in CSS through the related HWB model rather than an HSV function. So an HSV value shown by a graphics application should not be assumed to be directly usable as CSS syntax. Check the relevant CSS specification and the color space or syntax your application actually uses.
What HSV does—and does not—tell you
HSV is a convenient set of controls for representing and adjusting colors. It is not a complete model of human color perception, and its coordinates are not perceptually uniform: a numerically equal change in one channel does not necessarily look equally large across colors. The visual result also depends on the underlying color space and display.

For web accessibility, do not infer contrast from HSV coordinates alone. Evaluate color contrast using the applicable accessibility method and color specification; HSV is not a substitute for that assessment.
