In the original Cities: Skylines, zoning determines what kinds of buildings can develop, taxes trade city income against residents’ happiness and building growth, and service budgets trade spending against service capacity and efficiency. Policies add city-wide or district-level rules, while loans can cover an immediate cash shortfall but must be repaid with interest. There is no universal best tax rate or budget: use the controls alongside your city’s demand and service information.
How zoning and taxes interact
Zoning designates areas for different types of development. The game lets you set tax rates for different zones, with additional zone-specific tax controls becoming available as zones unlock over time. Adjusting taxes does not replace zoning: it changes the financial and happiness pressures affecting the zones you have established.

The Cities: Skylines User Manual states: “Lower taxes increase the happiness and increase the chance for buildings to level up.” Higher taxes can push happiness and leveling in the opposite direction. The manual also warns that high taxation can reduce efficiency in high-tax zones or cause citizens to move away.

- Lower taxes: can support happiness and make building level-ups more likely, but bring in less tax revenue.
- Higher taxes: can raise revenue, but may undermine happiness, efficiency, and residents’ willingness to stay.
Because the manual does not establish an ideal rate, treat tax adjustments as a response to your city’s conditions rather than a fixed target. If a zone is struggling, consider whether its tax pressure is contributing; if city finances are tight, weigh additional revenue against those possible effects.

What service budgets change
Service budgets control how much the city spends on services and the resources or efficiency those services can provide. The manual describes higher budgets as providing more resources and improving efficiency. Depending on the service, that can mean greater capacity or output, less pollution, or more ambulances, patrol cars, or fire trucks available.
Raising a budget can help when service demand exceeds what the current provision can handle, but it also increases spending. Lowering one can reduce costs while leaving fewer resources or less capacity. The manual gives no universally optimal percentage, so use the service information in your own city to judge whether the added capacity is worth the expense.

When a loan helps—and what it costs
If the bank balance is low and the city needs a service, the manual describes loans as a way to obtain funds immediately. The tradeoff is repayment over time with interest. A loan can bridge an urgent funding gap, but it does not remove the underlying cost of building or running services; account for repayments when deciding what the city can afford.

The game offers a predetermined list of policies that can apply across the city or to individual districts. Policies have both positive and negative effects, so check the stated effect before enabling one. For example, the manual says a smoking ban can improve citizen health while making citizens unhappy.

A city-wide policy reaches the whole city; a district policy lets you target a particular area when you want different rules in different places. That narrower reach can make a policy more appropriate for one district, but it does not remove the policy’s tradeoffs.
Land value is not city attractiveness
The manual treats land value and city attractiveness as distinct concepts. They should not be used as synonyms. The available manual material does not establish a complete causal explanation of either concept, so avoid assuming that a change in one automatically means the same change in the other.

Keep the original game separate from Cities: Skylines II
This guide covers the original Cities: Skylines. Paradox’s Cities: Skylines II city-services feature article, published July 17, 2022, describes sequel-specific service mechanics, including service fees and district service restrictions. Those details should not be treated as rules for the original game.
