Windows’ described AI-agent workspace, Windows Sandbox and a conventional virtual machine protect different things. The agent workspace combines a separate agent identity, limited permissions, runtime isolation and human oversight; Sandbox provides a disposable, hypervisor-backed desktop; a VM gives an administrator a separately configured guest operating system. None is universally safest: the right choice depends on what the workload can access, how it connects, what must persist and how it will be supervised.
Microsoft’s Copilot Actions material describes an experimental feature and a planned Windows Insider preview, not a control that should be assumed available to all Windows users. The comparison below reflects Microsoft documentation checked on October 7, 2026, not hands-on testing or an independent security assessment.

How do the three approaches differ?
| Approach | Primary boundary | Access and oversight | Lifecycle |
|---|---|---|---|
| Windows agent workspace, as described for Copilot Actions | Agent account plus workspace-level runtime isolation | Limited resource access, with user authorization, monitoring and possible approval gates | Complete persistence behavior is not specified in the cited feature description. (Microsoft, Windows 11 security book, “Agentic security”) |
| Windows Sandbox | Separate kernel running through Microsoft’s hypervisor | Depends on what the sandbox exposes; networking is enabled by default. The cited documentation does not describe an agent-specific supervision interface. (Microsoft Learn, “Windows Sandbox”) | Closing the sandbox discards its state; in-sandbox restarts can preserve data starting with Windows 11 version 22H2. (Microsoft Learn, “Windows Sandbox”) |
| Conventional VM | A separately configured guest operating system | Set by the administrator’s VM configuration and operating policies | Depends on how the guest and its storage are managed; no general lifecycle guarantee applies to every VM. |
| Windows 365 for Agents | A dedicated managed Cloud PC session | Microsoft describes identity, policy, monitoring and optional human observation or takeover. (Microsoft, Windows 365 for Agents documentation) | Microsoft describes resetting the session when it is released. (Microsoft, Windows 365 for Agents documentation) |
These are different control scopes, not equivalent products in a security ranking. Microsoft’s feature descriptions do not establish comparative breach resistance or prove that one boundary defeats every attack.

What does the Windows agent workspace protect?
Microsoft describes Copilot Actions as an agent that uses vision and reasoning to interact with apps and files by clicking, typing and scrolling. Its “Agentic security” guidance describes a separate standard agent account and an agent workspace intended to isolate runtime activity while applying granular permissions. In Microsoft’s words, it is “A contained environment where agents can work in parallel with a human user, enabling runtime isolation and granular permissions.”

For the experimental preview described by Microsoft, access is initially limited to certain known folders and resources available to all accounts. Access elsewhere requires user authorization; Windows access-control lists (ACLs) are described as helping prevent unauthorized use. Microsoft also describes enabling the feature explicitly, monitoring and taking over agent actions, and additional approval for some sensitive actions or decisions. These are design statements from Microsoft, not independent evidence that the controls resist a compromised agent.
What makes Windows Sandbox different?
Sandbox is a lightweight, temporary desktop intended for tasks such as exploring unknown files, testing applications and experimenting with tools. Its separate kernel runs using Microsoft’s hypervisor. Closing the Sandbox removes installed software, files and state, so launching it again starts a fresh environment.
Networking is enabled by default. Microsoft warns that this can expose an untrusted application to an internal network; a Sandbox configuration file can disable networking when the workload does not need it. This setting matters because a disposable local environment does not, by itself, prevent a program from communicating while it is running.

It is not a permanent work area: although data can survive restarts initiated inside Sandbox beginning with Windows 11 version 22H2, closing the environment still discards it.

When is a conventional VM or managed Cloud PC a better fit?
A conventional VM is a general-purpose guest operating system that an administrator configures and manages. That flexibility can suit workloads needing a particular operating-system setup, durable state or carefully defined network and device exposure. It also means the security outcome depends on the configuration and maintenance of that guest and its surrounding infrastructure; “VM” alone does not specify those controls.
Windows 365 for Agents is a distinct managed option, not a synonym for a local conventional VM. Microsoft describes dedicated agent sessions with Entra identity and Conditional Access, Intune policies, Defender threat monitoring, Purview data governance, auditing and reset when a session ends. Its documentation also describes optional observation and takeover. These are vendor-described service controls, not third-party comparative validation.
Where does AppContainer fit?
AppContainer is an application-level isolation approach, not a disposable desktop or a dedicated agent session. Microsoft’s Windows 11 application-isolation guidance describes Win32 app isolation built on AppContainer: an initial stage runs a low-integrity process, restricts access to a defined set of Windows APIs by default and blocks code injection into higher-integrity processes. The guidance also describes network restrictions, including no localhost access in its stated example.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteMicrosoft calls Win32 app isolation “a security feature designed to be the default isolation standard on Windows clients.” That describes its intended application-isolation role; it does not make it operationally interchangeable with a full guest operating system or the agent workspace.

What risks remain inside an isolated environment?
Isolation limits what an application or agent can reach; it does not ensure that an agent understands or follows the user’s intent. Microsoft identifies cross-prompt injection (XPIA), in which malicious content in a document or user-interface element can try to override agent instructions. Its examples of possible consequences include unintended data exfiltration or malware installation.
Microsoft’s security guidance recommends defense in depth, bounded capabilities, runtime guardrails and logging. Its Agent Framework guidance says developers must validate model-provided tool inputs, secure data flows and configure tools appropriately. As Microsoft Learn puts it: “Building secure AI agents is a shared responsibility between Agent Framework and application developers.”
- Limit the agent’s permissions and exposed resources to what the task requires.
- Review which tools and network paths are available, and restrict them when unnecessary.
- Use approval, observation or takeover for actions whose consequences warrant human review.
- Log relevant activity and validate inputs passed from a model to tools.
How should you choose?
- For an untrusted file or application you want to inspect and then discard: consider Windows Sandbox. Check whether it needs network access, since networking is on by default, and avoid storing anything that must survive closing it.
- For an agent that needs to work with selected user resources: evaluate the agent workspace controls Microsoft describes, especially its identity, permissions and human-approval model. First verify whether Copilot Actions is available for the Windows release and audience in question; the cited material describes an experimental feature and planned Insider preview.
- For a workload that needs a separately managed guest OS or a persistent, organization-controlled setup: consider a conventional VM and define its access, network, update and data-retention policies explicitly.
- For managed, dedicated agent sessions with centralized identity and policy controls: assess whether Windows 365 for Agents fits the organization’s requirements, including its monitoring, data-governance and session-lifecycle needs.
- For app-level containment rather than a separate desktop: assess whether AppContainer-based isolation fits the application and its required API and network access.
The cited sources provide no neutral benchmark that ranks these choices by security strength. The useful comparison is the boundary each one creates and the permissions, connectivity, persistence and oversight you configure around it.
