Its Location settings control access through Windows’ location service for supported apps, but they do not guarantee that every desktop app or online service cannot infer your location by other means.
How Windows 11 estimates your location
Windows Location services can combine information from GPS, nearby wireless access points and routers, cell towers, IP addresses, and a default location. The system’s accuracy depends on the device’s hardware and which signals are available. A desktop PC without GPS or Wi-Fi may have only a less precise signal or a manually configured default location to use. Microsoft’s Windows location documentation and its overview of essential Windows services describe these inputs.

Location can support apps as well as Windows features, including automatic time-zone setting and Find my device. It is not limited to maps or third-party apps showing a pin.
What location information apps can receive
Windows distinguishes between coarse and precise location. Coarse location is approximate and obfuscated; precise location is the most accurate location the system can determine. For supported apps, Windows settings let you manage location access and choose which apps may access precise location.

To review these controls, open Start > Settings > Privacy & security > Location. When Location services is enabled, you can review listed apps, their access, and which have recently used precise location. A location icon appears in the notification area when apps use location through the Windows location service. Microsoft explains the controls in its location-service privacy guide.
Store apps and Windows location permissions
For apps governed by Windows’ location permission, turning off app access prevents them from receiving location through that permission. You can review the listed apps on the Location page. The device-level Location services control and the user-level Let apps access your location control are separate; if device Location services is off, the user-level control may not be available.

Desktop apps are a separate case
Desktop apps do not use Windows privacy permission prompts in the same way and may not appear in the app-access lists. Microsoft states that desktop apps do not support per-app control over precise location access. Some may estimate location using Wi-Fi, Bluetooth, cellular connectivity, or an IP address even when Windows Location services is off. For these apps, inspect their own privacy settings and policies and install software only from sources you trust. See Microsoft’s explanation of desktop apps and privacy and its overview of app permissions.
What Windows sends to Microsoft, and where location may be stored
When Location services is enabled, the device sends location information along with nearby wireless-access-point, router, cell-tower, and IP-address information after removing data that identifies the person or device. Microsoft says this de-identified information helps improve its location services and may be shared with its named location-service provider partners, currently HERE and Skyhook. Provider names can change; Microsoft’s current location-service documentation identifies them.

When an app, Windows feature, or service uses location, location information and recent location history may be stored on the device. However, Microsoft says local location-history storage and its related settings were removed in March 2025. Older instructions that tell you to find a local Location history switch or rely on a fixed local retention period no longer reflect that guidance.
If you are signed in with a Microsoft account and Location services is enabled, location may be periodically saved to the cloud. Microsoft says account holders can view or clear location activity through Microsoft account privacy controls. It also says a last-known location may be saved when a location-aware app or feature accesses location; where available and permitted, an app or service may use that last-known location if the device cannot reliably determine its current position.

When turning off Location services is not the whole answer
- Other signals: Apps and services may infer location through Wi-Fi, Bluetooth, cellular connectivity, or IP address rather than Windows Location services.
- IP-based Windows features: Some features, such as taskbar weather, may still use an IP address to provide contextual information for your area when Location services is off. Microsoft says those features can be disabled.
- Emergency calls: During an emergency call, Windows will attempt to determine and share precise location regardless of the location settings. A mobile operator may also have access to device location when the device uses cellular service.
- Developer requirements have limits: Microsoft says Store developers and developers using Microsoft tools are required to respect Windows location settings unless legally required consent has been provided. That statement does not establish that all software or all methods of location inference are governed by those settings.
Review your Windows 11 location settings
- Open Start > Settings > Privacy & security > Location.
- Review Location services and Let apps access your location. If device Location services is off, the user-level control may not be available.
- Check the listed apps, which can access precise location, and the “last used” information shown on the page.
- Check desktop apps separately in each app’s own privacy controls and policy; the Windows list may not show or fully control them.
- If you are concerned about Microsoft-account cloud activity, review or clear location activity through the account privacy controls.
- Consider the trade-off before disabling radios or network access to block more location signals: broader restrictions can affect calls, messaging, internet access, and peripheral connections.
Choosing the right level of access
For each app, check whether it uses the Windows location permission, whether it asks for precise or approximate location, whether it has an in-app location setting, and whether its policy explains use of Wi-Fi, Bluetooth, IP, or other signals and how location is retained or transmitted. Microsoft documents the operating-system controls and exceptions; the app’s own policy is the relevant place to check app-specific collection and retention.

Location access can make maps, nearby results, automatic time-zone changes, and Find my device work as intended. If you do not want those features, or prefer to limit access, review the Windows controls and the separate settings of desktop apps you use.
