Why wind turbines can pose a risk to birds
Birds can collide with turbine blades, and the level of risk varies with species, location and conditions. The U.S. Department of Energy (DOE) says modern turbine design and siting have reduced impacts and that land-based turbines pose little hazard to most birds. “Most” matters: collisions still occur, and no single risk estimate applies to every species or project. How wind projects can reduce bird deaths
Choose lower-risk sites
Developers can avoid places where birds regularly fly, roost, feed, mate or raise young. Preconstruction field surveys can help map bird activity and nest locations so that developers can identify potential conflicts before turbines are built. Siting is an early opportunity to avoid risk rather than respond to it after a project begins operating.

Monitor wildlife and curtail turbines
Monitoring can identify periods when birds are more likely to encounter turbines. Operators can then curtail turbines—slow or stop their blades—during higher-risk periods. DOE describes temporary shutdowns during migration as one possible measure. The timing and extent of curtailment depend on the risks at a particular site. Use automated detection to trigger action
Some systems use cameras to detect flying objects, classify them and prompt curtailment of individual turbines. This links wildlife monitoring to an operational response: instead of shutting down an entire facility on a fixed schedule, the system can target turbines when its detection process indicates a potential risk.
What the Wyoming eagle study found
A 2021 study by McClure and colleagues examined automated detection and curtailment at a Wyoming wind project. The system used cameras to detect and classify flying objects and decide whether to curtail individual turbines. The researchers reported that “Automated curtailment of wind turbine operation substantially reduced eagle fatalities.” U.S. Geological Survey study record

- 63% decline: Estimated eagle fatalities at the treatment site declined between the before and after periods.
- 82% estimated reduction: The fatality rate at the treatment site declined relative to a nearby control site.
These figures describe different comparisons from the same study: the first compares the treatment site across time, while the second compares its rate with a control site. They are estimates from a particular project, not expected reductions for wind farms generally. A follow-up emphasizes that the findings are site- and species-specific and calls for research at other sites, with other species and under different curtailment regimes. Why the eagle result does not establish a broad industry trend
A project-level result can show that a mitigation approach worked in a particular setting; it cannot by itself show that bird fatalities have fallen across the wind industry as turbines have changed. The available evidence does not establish a comparable national time series for bird fatalities across turbine generations, nor one risk estimate that applies across species, sites and operating conditions. So “becoming safer” is best understood as a description of available risk-reduction measures—not a quantified claim that bird deaths are declining everywhere.

Bat findings are related, but not bird results
Some turbine measures address bats as well as birds, but their results should not be conflated. A 2024 North American synthesis estimated that a 5.0 m/s cut-in speed reduced total bat fatalities by an average of 62% across the analyzed treatments. That figure concerns bats, not birds, and is not a result from the Wyoming eagle study. U.S. Geological Survey publication of the bat synthesis
