Wind chill describes how cold the air feels to people and animals as wind carries heat away from exposed skin; it does not change the air temperature. If a thermometer reads 0°F, the air is still 0°F even when a forecast reports a wind chill of −19°F. Use the index to judge exposure risk, not as a second thermometer reading.
What wind chill means—and what the thermometer measures
Actual temperature is the measured temperature of the air. Wind chill is an apparent-cold index that combines air temperature and wind speed to communicate how quickly exposed skin may lose heat. Stronger wind can make a cold day feel more severe, but it does not lower the measured air temperature.

The National Weather Service describes wind chill as “how cold people and animals feel when outside.” The index is intended for people and animals, not for objects, and it does not mean that skin or every part of the body instantly reaches the reported wind-chill value.
How the wind-chill estimate is calculated
For Fahrenheit temperatures, the National Weather Service formula is:

Wind chill (°F) = 35.74 + 0.6215T − 35.75(V0.16) + 0.4275T(V0.16)
Here, T is air temperature in degrees Fahrenheit and V is wind speed in miles per hour. The NWS defines the index for air temperatures at or below 50°F and wind speeds above 3 mph. Its calculation estimates wind speed at an average height of five feet from the standard anemometer height of 33 feet, uses a human-face model and heat-transfer theory, and assumes a clear night with no sun. Bright sunshine may raise the wind-chill temperature by 10°F to 18°F compared with that no-sun assumption.

Because the equation represents particular conditions, it is a planning estimate rather than a personalized prediction. Clothing, time outdoors, exposed skin, local conditions and individual vulnerability all affect the practical risk.
What a wind-chill number tells you about exposure
In an NWS example, an air temperature of 0°F with a 15 mph wind produces a wind chill of −19°F; the service estimates exposed skin could freeze in about 30 minutes under those conditions. Treat that estimate as a warning to limit exposure, not a guarantee for every person or situation.

Frostbite and air temperature
A below-freezing wind-chill number alone does not make frostbite possible when the actual air at the skin is above freezing. The NWS says exposed-skin frostbite requires actual air below freezing. That distinction does not make above-freezing cold exposure harmless: hypothermia can still be a concern.
Objects cool toward the air temperature
Wind can make a car radiator, pipe or other object lose heat faster, but wind alone cannot cool it below the actual air temperature. As the NWS puts it, “The only effect wind chill has on inanimate objects, such as car radiators and water pipes, is to cool the object more quickly to the current air temperature.”

How to use wind chill when deciding what to wear
Use the forecast index as a cue to reduce exposure and protect skin. The NWS recommends staying warm and dry and wearing several loose-fitting, lightweight warm layers. Remove layers if needed to avoid sweating, which can leave you chilled. For an outer layer, it suggests a tightly woven, water-repellent garment with a hood; covering the mouth can help protect the lungs in extreme cold.

- Choose mittens rather than gloves when keeping hands warm is the priority; mittens are better at retaining warmth, according to the NWS.
- Limit time outdoors when conditions are severe, and cover exposed skin.
- Take extra care with children, older adults and people with compromised health. The NWS notes that its wind-chill tests used adult subjects; its chart is a starting point, not a separate validated child-specific chart.
The original formula’s development included early-summer 2001 chilled-wind-tunnel trials involving 12 volunteers—six men and six women—whose facial heat loss was measured. The NWS Amarillo page says the results helped improve the formula and determine frostbite thresholds. That history describes formula development, not a population health study.

Key distinction
Actual temperature tells you how warm or cold the air is. Wind chill estimates how wind and cold affect heat loss from exposed skin. The number can guide clothing and exposure choices, but it neither changes the thermometer reading nor describes how every individual will respond.
