Protect the action being abused, not every page on the site. Start by observing traffic, then use targeted rate limits and graduated controls—allow, challenge, or block—while making deliberate exceptions for verified crawlers and necessary clients. Review the results and tune the rules before false positives become a user problem.
Start by finding the traffic and action that need protection
Review web-server logs, WAF events, and available bot analytics for sudden request spikes, repeatedly targeted paths, high volumes of failed requests, and unusual signup or login activity. Look at which paths are being requested and how the traffic behaves; a bot score or geographic pattern is a clue to investigate, not proof that a particular visitor is abusive. Google Search Central recommends watching server logs for sudden traffic spikes, while Cloudflare’s bot guidance describes analytics for traffic categories, requested paths, and scores. Cloudflare’s malicious-bot guide was marked last updated August 25, 2026.

Where the platform supports it, begin by counting or labeling suspected automation rather than blocking it. AWS recommends deploying Bot Control in count mode, reviewing labels in logs, and checking for legitimate requests that may have been mislabeled before switching to blocking.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsKeep crawler preferences separate from access control
A robots.txt file can tell crawlers that honor the Robots Exclusion Protocol which paths they should avoid. It does not prevent access. IETF RFC 9309, a Standards Track document published in September 2022, states: “These rules are not a form of access authorization.” Its security considerations also warn that paths listed there are public and discoverable. Protect resources that require restricted access with authentication, authorization, or another appropriate application-layer control—not a robots rule.

Rate-limit costly or abusable actions, not all browsing
Apply limits where the behavior has a clear cost or abuse pattern, such as logins, price lookups, reservations, or booking submissions. A low site-wide cap can punish ordinary browsing and shared networks without addressing a targeted operation. Choose a counting key that fits the workflow: an IP address may suit some unauthenticated traffic, while a session cookie or operation or resource identifier may better represent activity when those values are available and stable.
Cloudflare’s rate-limiting documentation gives an illustrative price-lookup configuration: 10 requests per 2 minutes followed by a managed challenge, and a second rule of 20 requests per 5 minutes followed by a block. These are vendor example settings, not universal thresholds or measured effectiveness results. Set limits against the site’s legitimate usage patterns and the controls its platform actually supports.
IP-based limits need particular care: many people can share one public IP, while distributed automation can rotate across addresses. If the site sits behind a CDN or reverse proxy, confirm which client identity the rule sees. AWS notes that an IP-based rule may otherwise see the proxy address unless forwarded client IP handling is configured for that rule.

Match enforcement to confidence and the cost of a mistake
Use the least disruptive action that adequately protects the operation. A challenge adds friction and can interrupt legitimate customers; a block is appropriate only when the evidence and impact justify denying the request. AWS describes CAPTCHA or silent challenges as controls to apply selectively based on site usage, request type, and data sensitivity.

| Action | When it fits | Main trade-off |
|---|---|---|
| Allow | Verified crawlers and known, necessary APIs, partners, or other clients | Exceptions need to identify the intended client reliably and remain current. |
| Count or label | Early monitoring, or when detection needs validation before enforcement | It provides visibility but does not stop abusive requests. |
| Challenge | Suspicious traffic with uncertain classification, especially around an action that merits extra friction | Some legitimate visitors may struggle or abandon the action. |
| Block | Clearly abusive requests or activity that must not proceed | A false positive can deny access to a legitimate user or client. |
Do not copy a vendor’s bot-score threshold without checking what that score means in the current product and plan. Cloudflare’s categories and examples are product-specific; test any threshold against the site’s own traffic, integrations, and clients. For a sensitive action, step-up authentication may be more appropriate than challenging every visitor to ordinary content.
Make room for legitimate automated and nonstandard clients
Search crawlers, uptime monitors, APIs, partner integrations, mobile apps, and in-app browsers may look unusual to generic bot rules. Identify the clients the site depends on and create deliberate allow or exception rules where needed. Do not rely on a user-agent string alone to establish crawler identity; use the verification method supported by the relevant platform. The cited vendor guidance covers verified-bot categories and exceptions, but does not establish one identity-validation procedure that works across providers.
Mobile traffic can be especially sensitive to broad rules. Cloudflare warns that Bot Management can be more sensitive to mobile traffic and suggests additional logic to avoid blocking legitimate mobile requests. AWS notes that in-app browsers and nonstandard mobile HTTP libraries can trigger rules that reject non-browser user agents, and describes configuring exceptions. Test these clients against the actual rules rather than assuming every request without a familiar browser signature is a bot.
Review outcomes and correct false positives
After deployment, inspect challenge, block, and allow events. Check whether customers, verified crawlers, APIs, mobile clients, partners, or monitoring services are being caught unexpectedly. Cloudflare defines a person incorrectly scored as automated as a false positive and provides a feedback loop; AWS recommends reviewing WAF labels before moving from count mode to blocking.

For spam or account-creation abuse, traffic controls may need support from the workflow itself. Google Search Central recommends reputation signals, moderation of suspicious interactions, and verification tools for automated account creation. Moderation takes operational effort, so target it to interactions that warrant review rather than treating every user as suspicious.
Choose a service by operational fit, not a claimed universal winner
When comparing an existing CDN or WAF feature with a separate bot-management service, check whether the available controls fit the site’s traffic, architecture, and staffing. Cloudflare and AWS both publish operator guidance, but the available evidence does not establish a universal best vendor or independent comparative detection performance.
| What to compare | Questions to ask |
|---|---|
| Visibility | Can the team inspect request categories, paths, labels, logs, and challenge outcomes before enforcing a rule? |
| Legitimate-client handling | Can it accommodate verified search crawlers, APIs, partners, mobile apps, in-app browsers, and monitoring services? |
| Rule granularity | Can limits target a particular path, action, session, or resource instead of all page requests? |
| Enforcement choices | Are count, allow, challenge, CAPTCHA, step-up authentication, and block actions available where needed? |
| Integration and identity | Does it work with the existing CDN or reverse proxy and the site’s client-IP forwarding configuration? |
| Operational fit and availability | Does the team have the time and product tier to configure, monitor, and tune it? Confirm current feature availability and plan requirements in vendor documentation. |
