How VPNs Protect Your IP Address—and What They Don’t Protect

A VPN routes traffic through its provider’s server, which can change the public IP address a website sees. It does not guarantee full encryption or anonymity, and it shifts some trust to the VPN provider.

A VPN can make websites see the VPN server’s public IP address instead of the public IP address assigned to your usual internet connection. It does this by routing traffic through a server operated by the VPN provider. That changes the apparent source of your connection; it does not make you anonymous, and encryption depends on what the particular VPN app actually protects.

What changes when you connect to a VPN?

Without a VPN, your device connects to a website through your ordinary internet connection. With a VPN, the route usually becomes: device → VPN provider’s server → destination website. If the app encrypts the connection to its server, that first leg is protected from being read by observers on the local network. The website may see the VPN server’s public IP address as the source of the connection rather than your network’s usual public IP. The Federal Trade Commission (FTC) describes this provider-controlled routing and notes that VPN apps may encrypt information, but not all do so fully.

The practical effect is an IP-address change from the destination’s point of view—not erasure of identity. The FTC notes that a site can still identify you through information you choose to provide, such as an email address entered in a form. A VPN should therefore be understood as a way to route traffic and potentially protect some of it in transit, not as a guarantee of anonymity. FTC: “In the market for a VPN app?”

What a VPN can help protect—and what depends on the app

Your ordinary public IP address from destination sites

When traffic reaches a website through a VPN server, the site may observe that server’s IP address rather than the public IP associated with your usual connection. This can reduce the direct exposure of your ordinary network IP to that destination. It does not prove who is using the connection or prevent a site from recognizing information you supply.

Some traffic from local network observers

A properly encrypted connection between your device and the VPN server can make the protected traffic harder for someone on the same local network to read. But the VPN label alone does not establish that all traffic is encrypted. The FTC warns that some VPN apps do not encrypt information or encrypt only some of it. Check whether the app encrypts the traffic you intend to protect rather than assuming encryption is universal.

What a VPN does not protect you from

  • Being identified by information you provide. If you sign in or enter identifying details into a website, changing the apparent source IP does not remove those details. The FTC gives an email address entered into a form as an example.
  • Every privacy or security risk. A VPN does not make a service trustworthy simply because it is a VPN, and its presence is not evidence that your traffic is comprehensively protected. The app’s encryption, permissions, privacy terms and data-sharing practices still matter.
  • Risks transferred to the VPN provider. The provider operates the intermediary server through which your traffic passes. The FTC advises users to examine the app and its terms; CISA says personal VPNs shift residual risks from the internet service provider to the VPN provider, potentially increasing the attack surface. CISA also cautions that many free and commercial providers have questionable security and privacy policies; that is a warning to assess providers, not a finding about every service. CISA, “Mobile Communications Best Practice Guidance” (December 2024)

Claims about enterprise remote-access VPN weaknesses need a separate scope. A June 2024 guide from CISA and partner agencies discusses issues such as spoofing vulnerabilities, complexity, misconfiguration and vulnerabilities in VPN solutions used for enterprise access. Those cautions do not establish that every consumer VPN leaks an IP address or DNS query. CISA and partner agencies, “Modern Approaches to Secure Network Access Security” (June 2024)

How to evaluate a VPN app before trusting it

  1. Confirm what it encrypts. Look for clear information about whether the app encrypts the traffic you want protected. Do not infer full encryption from the word “VPN.”
  2. Review its permissions. Check what access the app requests and whether those permissions make sense for its stated function.
  3. Read its privacy policy and terms. Look for what information the provider collects and whether it says data is shared with third parties.
  4. Assess who operates the service. A VPN routes your traffic through the provider, so its policies and practices are central to the decision.

The FTC reported in 2018 that researchers studying almost 300 VPN apps found potential privacy and security risks in some of them, including apps that did not use encryption, requested unexpected sensitive permissions or shared data with third parties. That is a historical study cohort, not an estimate of how common those issues are across today’s VPN apps. It is a reason to evaluate a specific app rather than assume that every VPN is unsafe—or that every VPN is safe. FTC tips for using VPN apps

Does a VPN make you anonymous?

No. The FTC puts it plainly: “A VPN app generally isn’t going to make you entirely anonymous.” A VPN can change the public-facing IP address a website sees, and encryption may protect some traffic on the route to the VPN server. Neither outcome makes the person using the device unidentifiable, especially when they provide identifying information directly. Treat an IP change as one privacy measure with limits, not as proof that your identity or activity is hidden.
