How VA Streamline Refinancing Works—and How to Compare Lenders

A VA IRRRL replaces an existing VA-backed mortgage. Compare written rates, fees, loan balance, term, and break-even time before choosing an offer.

A VA streamline refinance, formally a VA Interest Rate Reduction Refinance Loan (IRRRL), replaces an existing VA-backed mortgage with a new VA-backed loan. It may lower the interest rate or make payments more predictable by changing an adjustable-rate mortgage to a fixed rate. There is no lender that is best for every borrower: compare written offers for the same loan amount, term, rate-lock period, and points, then weigh the costs against how long you expect to keep the loan.

What a VA IRRRL can—and cannot—do

An IRRRL is a VA-to-VA refinance: it refinances an existing VA-backed loan on the home. It is not a way to refinance a conventional mortgage into a VA loan, and it cannot provide cash back to the borrower from the loan proceeds. The U.S. Department of Veterans Affairs describes the program as an option for eligible borrowers seeking a lower monthly payment or more stable payments.

The new loan may reduce the rate or change the payment structure, but a lower monthly payment alone does not prove the refinance is cheaper overall. A new loan can extend repayment, add costs to the balance, or involve discount points. Compare the principal balance, loan term, and total interest as well as the monthly principal-and-interest payment.

Who may qualify and what to check

  • Existing loan: The property must already have a VA-backed mortgage being refinanced.
  • Occupancy: The borrower must certify that they currently live in, or previously lived in, the home.
  • Other liens: If there is a second mortgage, its holder must agree to subordinate that lien to the new VA loan.
  • Lender requirements: VA says an appraisal or credit-underwriting package is generally not required for an IRRRL. That is not a guarantee that a lender will request no documents or perform no checks; ask what it requires for your file.

The VA does not make the IRRRL directly to the borrower. You apply through a private lender, and lender terms, fees, and requirements can vary.

How to compare lender offers

Ask several lenders for written offers based on identical assumptions. A posted starting rate or a single “no origination fee” claim is not enough to identify the better loan. Compare the full terms, including whether costs are paid at closing, financed into the new balance, or offset by a lender credit or a higher rate.

Lender example Published information What to verify in your written offer
Navy Federal Credit Union Its rate table showed VA IRRRL “as low as” rates and APRs effective October 5, 2026. The lender states that the rates require a 1.00% origination fee, which may be waived for a 0.25 percentage-point rate increase. Rates can change and are subject to approval. Get the current rate, APR, points, origination fee or rate alternative, lender credits, and all other costs for your loan. The dated rate-table terms are an example, not a guaranteed offer or endorsement.
PenFed PenFed advertises a VA Streamline Refinance / IRRRL and says its quoted IRRRL rates do not require an origination fee. Request an individualized current quote and compare its APR, points, third-party charges, credits, financed costs, balance, payment, and term. A no-origination-fee statement does not establish that the entire refinance has no costs.

These are examples to include in a comparison, not a ranking. VA advises borrowers to contact multiple lenders because terms and fees vary. Request a Loan Estimate from each lender and use the VA old-versus-new loan comparison and certification sample to review the proposed refinance. In most cases, that comparison should show how long it takes to recoup refinance costs.

Compare the same items on every quote

  • Interest rate, APR, discount points, and rate-lock period.
  • Lender origination and other lender fees, plus lender credits.
  • Third-party charges, prepaid items, and the VA funding fee, if applicable.
  • Cash due at closing versus costs added to the new principal balance.
  • New principal balance, monthly principal-and-interest payment, and loan term.
  • Estimated time to recover costs and the total interest if you keep the loan for different lengths of time.

Estimate the break-even time

A basic screening estimate is:

Eligible refinance costs ÷ monthly principal-and-interest reduction = approximate months to recover costs

For example, if a hypothetical quote has $4,000 in eligible refinance costs and lowers principal and interest by $100 a month, the simple estimate is 40 months. Use your own written figures; this calculation is not a promise of savings or a substitute for comparing loan balances, terms, points, and interest over the period you expect to keep the mortgage.

VA Circular 26-19-22, issued in 2019, describes a formal fee-recoupment calculation for lenders. It includes applicable fees, expenses, and closing costs whether financed or paid outside closing, while excluding specified items such as the VA funding fee, escrow amounts, and prepaid expenses. That regulatory calculation is not the same as treating every figure in “cash to close” as a cost in the simple borrower estimate. Because the circular is older guidance, confirm the current VA Lenders Handbook and later updates with your lender before relying on detailed rule interpretations.

Understand costs and “no-cost” claims

Closing costs may include lender and third-party charges, prepaid items, and the VA funding fee. The VA’s fee table, accessed October 7, 2026, lists the IRRRL funding fee as 0.5% of the loan amount. Borrowers in qualifying exemption categories may not owe it; check your own status and the current VA guidance rather than assuming an exemption.

“No money out of pocket” does not mean free. A lender may finance costs into the new principal balance, increasing what you owe, or cover costs through a higher interest rate, increasing interest expense. Compare the new balance and full written terms—not just the amount due at signing.

Apply and review the final terms

  1. Gather your current loan details. Note the outstanding balance, interest rate, loan type, remaining term, and current principal-and-interest payment.
  2. Contact several private lenders. Ask each for an IRRRL quote using the same loan amount, term, lock period, and points assumptions.
  3. Review the Loan Estimates side by side. Check the rate, APR, lender and third-party costs, funding fee or exemption, lender credits, cash due, and costs added to the balance.
  4. Run both comparisons. Estimate how many months the expected payment reduction would take to recover eligible costs, then compare principal balance and total interest over the time you expect to keep the loan.
  5. Confirm the file requirements and loan terms. Ask what documents or checks the lender requires, and verify occupancy certification and any subordination agreement for a second lien.
  6. Read the old-versus-new loan comparison and closing disclosures. Resolve discrepancies in fees, balances, payment, or term before signing.

Watch for misleading solicitations

The VA cautions borrowers about unsolicited refinance offers that appear official and claims about skipping payments, unusually low rates, or especially attractive terms. Check any promised payment pause or “no cost” offer against the written disclosures, new loan balance, fees, rate, and payment schedule. Do not judge an offer by a headline rate or a claim that you will miss a payment.
