They commonly compare addresses with threat-reputation lists and may also assess the URL, page content, DNS or network signals, or run deeper checks. Their verdict depends on what the service knows, when it checks, and which protections are enabled.
How URL scanners detect malicious links
There is no single method used by every scanner. A browser warning, an email security product, and a public URL-checking service can examine different evidence and operate at different times.

Reputation and threat lists
Many services first check a URL against frequently updated lists of known unsafe sites. Microsoft says SmartScreen checks dynamic online lists of reported phishing and malicious-software sites; its current Edge description also covers exploit and scam sites. Google Safe Browsing lets client applications check URLs against frequently updated lists that include phishing and deceptive sites, as well as sites hosting malware or unwanted software. Microsoft SmartScreen overview; Google Safe Browsing.
These lists are useful for threats that have already been identified, but they are not a complete, instantaneous record of every harmful URL. URLhaus, for example, focuses on URLs distributing malware and provides data products for matching URLs or hostnames. It notes that a payload collected from a URL may no longer be malicious if the URL has since been cleaned up. A list entry is evidence tied to a particular address and time, not a permanent description of everything on a domain. URLhaus.

URL, page, DNS, and network signals
Research describes additional signals that a scanner could use alongside reputation. They include suspicious word or brand patterns in an address, link popularity, webpage markup and scripts, DNS records and name-server behavior, and network traffic. These are techniques explored in research, not a checklist that every commercial scanner necessarily uses.
A 2011 study by Hyunsang Choi, Bin B. Zhu, and Heejo Lee reported more than 98% accuracy for malicious-URL detection and more than 93% for attack-type identification in experiments with 40,000 benign and 32,000 malicious URLs. Those results describe that paper’s dataset and methods; they are not a current benchmark for scanners generally. The study, “Detecting Malicious Web Links and Identifying Their Attack Types”.

- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
Page inspection and deeper checks
Some systems can inspect a page or perform deeper analysis when a URL is suspicious or lacks a reliable reputation. Microsoft documents that Safe Links can detonate links without a valid reputation asynchronously in the background under the relevant email configuration. It also describes click-time checks and real-time scanning for suspicious links and links to downloadable content when the corresponding policy option is enabled. This is a product-specific example, not a description of every scanner. Microsoft Safe Links documentation.

Why scanners can miss a malicious link
The link is new or has changed
A link that has not yet been reported may not appear on a reputation list. Research on malicious-URL detection recognizes this limitation of blacklist matching: it can identify known threats but cannot, by itself, identify every unknown one. Other signals may help, but no single feature is guaranteed to catch every attack.

- Increase Capacity and Efficiency – Supporting not only MU-MIMO but also OFDMA technique to efficiently allocate channels, communicate with multiple devices simultaneously
- 5 Gigabit ports – One Gigabit WAN port and four Gigabit LAN ports, 10X faster than 100–Base T Ethernet.
- Commercial-grade Security Anywhere – Protect your home network with AiProtection Classic, powered by Trend Micro. And when away from home, ASUS Instant Guard gives you a one-click secure VPN.
A link can also be benign when first checked and become harmful later. Microsoft describes Safe Links scanning messages before delivery and checking rewritten links when a user clicks. When URL rewriting is disabled, its documentation describes click-time checks through an API in supported Outlook versions. Microsoft’s example warns that an API-only setup can leave a user exposed if a link is legitimate at delivery, is later weaponized, and the client does not support the API. A result from an earlier check is therefore not a lasting guarantee. Microsoft Safe Links documentation.
Protection depends on settings and the client
A feature being part of a product does not mean it is active for every user, app, or link. Safe Links documentation describes separate behaviors across email, Teams, Office apps, and downloadable files, and notes that link protection for particular Office apps can be disabled in an otherwise active policy. The practical question is not just which brand is in use, but whether the relevant protection is enabled for the account, policy, and client involved. Microsoft Safe Links documentation.

Why scanners can flag a safe link
False positives happen. A service may warn about suspicious characteristics or reputation evidence even when the site is not confirmed as unsafe. Microsoft distinguishes a suspicious site that is not on its reported-unsafe list from a site confirmed on that list, and provides a process for users and website owners to dispute false warnings. Microsoft says, “Our goal is to minimize false warnings or blocks.” A warning should be interpreted as that service’s risk signal, not proof that every page at the domain is malicious. Microsoft unsafe-site reporting.
Why two scanners can disagree
Services can consult different reputation lists, analyze different signals, check at different times, and apply different policies or thresholds. The documentation from Microsoft and Google describes different products and scopes; it does not establish that one provider is universally more accurate or that a majority vote settles a disputed link. Treat conflicting results as uncertainty rather than a verdict.
Best Value
- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
When comparing scanners, the useful distinctions are what threats they cover, whether they check at delivery or click time, whether they inspect content or only reputation, which platforms and settings are supported, and whether warnings provide an explanation or a route to report a false positive.
Quick Recap
What to do when a link is uncertain
- Do not enter a password, payment detail, or other sensitive information just because one scanner calls a link safe.
- If an unexpected message claims to be from a service you use, open its known website or app directly instead of following the message link. Microsoft advises navigating directly to trusted sites and being cautious with links in email and instant messages. Microsoft SmartScreen guidance.
- Check whether the destination domain matches the service you intended to visit, and note whether the warning names a specific threat or describes the link as suspicious.
- If SmartScreen appears to have flagged a legitimate site, use Microsoft’s reporting process. A report to one provider does not automatically change another service’s verdict. Microsoft unsafe-site reporting.
- Think before submitting a private or sensitive URL to a public checking service. Results can become stale as links and threat information change; URLhaus says its database dumps are generated every five minutes and recommends fetching them no more frequently than that. That is URLhaus’s feed cadence, not a promise about how quickly every scanner updates. URLhaus API documentation.
